1.0 General Information
1.1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be issued.
1.2. The combined synopsis is issued as a Request for Quotation (RFQ) under solicitation number: FA706025Q0014.
1.3. The purpose of this combined synopsis/solicitation is to establish a Firm-Fixed Price (FFP) contract to be fulfilled by a Small Business (SB).
1.4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, effective 06/11/2025.

1.11. All quoters must be System for Award Management (SAM) registered and the online representation and certification in SAM must be completed. Information concerning SAM requirements may be viewed via the internet at https://www.sam.gov or by calling 866-606- 8220, or 334-206-7828 for international calls. Quoters that reject the terms and conditions of the solicitation may be excluded from consideration.
2.0 Description of services to be acquired:
2.1. The purpose of the RFQ is to provide: Dorm Locks Replacement for Bldgs. 55, 72, and 3619 in accordance with the attached Performance Work Statement (PWS).
2.2. Period of performance shall include: 90 Days after Contract Award
2.3. Pricing Schedule: The quotation package shall include Attachment 8 – Mandatory Pricing Summary with all prices included for all Firm Fixed Price Contract Line Item Numbers (CLINs).
3.0 Addendum to 52.212-1, Instructions to Offerors–Commercial Products and Services
3.1. See Attachment 3 - Instructions to Offerors for Offeror submission instructions.
4.0 Addendum to 52.212-2, Evaluation – Commercial Products and Services
4.1. The Basis for Award will be made using Lowest Price Acceptable Past Performance (LPAPP). See Attachment 4 – Evaluation Criteria for Basis for Award evaluation criteria.
Any award resulting from this solicitation will be made using Lowest Price Acceptable Past Performance (LPAPP). If the lowest priced quote is deemed "Unacceptable" in qualification, the government will move to the next lowest quote, and so on until an award can be made to the offeror with an Acceptable Technical Capability and Past Performance. All questions regarding this solicitation are due no later than 1 August 2025, by 4:00 PM EST. Offerors are cautioned to ensure that initial quotes contain your best terms from a price and technical standpoint. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award. The Response date for all Offerors to submit quotes for this solicitation are due no later than 8 August 2025 at 4:00 PM (EST).
