RFI LISTING -- AAFES UST/FA706024R0004 -- Last Updated: 10 May 2024
RFI #QUESTION/COMMENTGOV RESPONSE
Per the statement of work, the AAFES Station can only be shut down for fueling for a maximum of 60 calendar days. However, it is the responsibility of AAFES to remove the existing dispensers, and to furnish and install the new dispensers and start them up. This work will need to be done during the shut down period. Please see below answers
aSo, is the time spent by AAFES on this work in addition to the 60 days? Please see the Revised Schedule
bIf not (ref to 1a), when is the contractor considered completed with their work? Please see the Revised Schedule
cThe tanks could be installed and all piping run to new under dispenser containment (UDC) sumps and all work complete expect for the dispenser install and start up. Would this be the contractors completion even though after dispenser startup, the tanks and lines will need to be precision tested, and the line leak detectors tested? Please see the Revised Schedule
The 4th bullet of paragraph 2.2 the statement of work under item c. vii. indicates to provide new tank monitoring system with inventory control, release detection, automatic tank gauging equipment, electronic line leak detectors for primary piping, sump sensors, overfill alarm and acknowledgement switch and all accessories as required for a complete system. However, paragraph 2.18 indicates to use the existing Veeder Root TLS-450 Plus along with all related components. Which of these should be adhered to?The SOW has been updated. Exhisting Veeder Root TLS-450 with all related components will be used.
Are there any known problems with the existing fueling/dispensing system or tank monitoring system? No
Is there any known site contamination? No
Paragraph 2.1 d. as well as paragraph 2.2 part d. both indicate that interconnecting cables and product pipe and conduits between the tanks and the dispensers is to be replaced. Therefore, it should it be assumed that the conduit and wire/cable between the dispensers and the building is to be reused? Please see the updated SOW. Conduit and wire/cables between dispensers till integrity control probe panel in closet RM #120 must be replaced.
Groundwater was observed in the tank field observation wells at approximately 5’ below grade. There was discussion of including an alternate for dewatering. Will that be incorporated?Deawtering has been included in the revised SOW scope. Please see the updated SOW.
Under paragraph 3.12 it states to furnish and place a temporary security fence with wind screen around the perimeter of the structure for duration of the project. Could you please clarify the area that should be fenced off? Since it is presumed the store will stay open while the fueling tanks, pipe and dispensers are replaced, that the fencing should be limited to the area around the fueling court.Fencing should be limited to the area around fuelling tank.
Can you please confirm the size and material of construction of the existing USTs? Per the statement of work there are (4) 12,000-gallon capacity, double-wall fiberglass reinforced plastic underground storage tanks (USTs). However, information provided in Annexure 1 – Features of Existing Facility indicates that 2 to 3 of the USTs are 10,000-gallon capacity. Specifically, The last page of Annexure 1 is a plan for the installation that provides a detail showing the tanks were called out to be 10,000-gallon capacity. Also, the pages before that are precision leak test reports and on page 8/11 it shows the Tank 3 – Premium to have a 10,000-gallon capacity, and on page 9/11 it shows Tank 4- Regular to also have a capacity of 10,000-gallons. In addition, during the site visit, we were able to inspect the tag found at the fill of tanks 1, 2, & 3 and each stated a capacity of 10,000-gallons. It is noted that inspection of the Veder Root TLS 450 Plus console showed the total tank capacities to be between 11,351 gallons and 11,507. Please clarify the size of the existing tank. The SOW has been updated. Three tanks are 10,000 Galons and one tank is 12000 galons.
During the site visit there was discussion concerning the overall existing storage capacity and what the needed storage volume is with the possibility of needing only three tanks to go back instead of 4. Please clarify the size and number of tanks to be reinstalled.Requirement has been updated. Now two 20,000 gallon tanks are required of which one tank should have a partion of 10,000 galons each.
What is the burial dept to the top of the tanks? Would have liked to open the manholes at the site visit but did not feel comfortable even asking given the traffic at the site. This information would be extremely helpful. Please see the enclosed drawings for the new tanks. (Annex 4)
Will there be another opportunity for a site visit? There will not be another site visit.
Will the site visit sign-in sheet be posted to sam.gov?It will not.
The government ROM is grossly low for this scope of work and note 6) indicates that funds are not presently available. Please confirm the government has funds to award this project if the value is over $4M. SF1442, Section 10, Notes 3) & 6)Comment is noted, magnitude as stated in the solicitation is maintained and funding status is unknown at this time. The magnitude may be updates in a future amendment TBD at this time.
Lead time on equipment for this RFP is up to 4-6 months. Recommend that the Period of Performance be extended to 540 days. SOW, Para. 1.2.The period of performance has been extended to 540 days with 45 days Gas Station shutoff time. Please see the updated SOW.
What is the required flow rate for the dispensers provided by AAAFES to ensure pumps are sized correctly? SOW, Para. 2.1.a.Flow rate of the dispensers is 120 gpm for six dispenser operation/requires a 2 hp STP motor in each tank.
What are the dispenser dimensions so containment sumps can be sized correctly? SOW, Para. 2.1.b.Fuel dispenser details for Ovation B12 footprint (outside dimensions 43.39” X 19.32”)
The DOEE requires the owner/operator to obtain a standard construction permit for installation of new USTs. This requires submission of plans and drawings. Confirm that the Contractor will not be responsible for any design on this RFP and that this will be completed by the government. SOW, Para. 2.2.c.First, the Air Force will provide the plans and drawings from AAFES. The required permits and notifications are the responsibility of the contractor. The 11 CES CEI Environmental POL/Tanks Program Manager must review all documents and permits prior to submission to DOEE. Failure to obtain this is a violation. Certification can be issued to individuals or firms valid for 1 to 2 years.
Please verify the elevation of the existing tanks so that excavation quantities can be calculated. SOW, Para. 2.2.c.iv.Please assume between 14 feet and 15 feet.
Please confirm if the Contractor should assume there are contaminated soils. If so, what quantity? SOW, Para. 3.15.Please assume soil is not contaminated.
Verify there is no requirement for temporary facilities during construction.Yes.
Recommend the government consider revising this RFP to be a design-build project. There are many complexities associated with this project; including shoring, site restoration, etc. It may be beneficial that the government and Contractor have IFC drawings and specifications. Not considered.
