RFP Questions
Solicitation # FA 702217R0002
RFP Section Paragraph Question GOVT Response L L.2.2 Table 2.2 shows that Volume III, Past Performance is limited to 1-3 pages per reference. Is the overall volume still set at a 20 page limit? If not, please advise where our response for L.5.3.3 (Org Structure Change History) should be placed.
Per Table 2.2, the Past Performance volume does not have an overall page limit. The only limit is 1-3 pages per reference provided.
L L.2.2 Table 2.2 shows how many paper original and copies of each volume are to be submitted. Per section L.2.2.2, cost/price model data is required to be submitted electronically. Please specify if (and how many) electronic copies of each volume are required.
Per Table 2.2, the offeror must submit an original and 1 copy of the Cost/Price volume. Per L.6.1, data other than certified cost or pricing data is required to be submitted in this volume. This includes Estimating Techniques and Methods as per L.6.1.2. L.6.2 provides the Volume Organization and requirements to be submitted.
L L.2.2 L.2.2.2 cost/pricing model data is required to be submitted electronically, we assume one (1) original and one (1) copy.
We respectively request that the Offerors are not required to produce a hard copy of the cost/price. model data. We experienced issues with producting hard copy of cost/price model data in the past. Fitting spreadsheets on the required size paper even in a fold out may make the appearance not meet the font size.
IAW L.2.2.2 the cost/price models which includes Attachments 5-9 to the RFP should be submitted on a CD. The Cost Volume is not wholly inclusive of the cost/price models, L L.2.2
Table 2.2 states that Volume I, Administrative is restricted to 10 pages. However, per the requirements of paragraph L.3.1, the Offeror is required to provide the Model Contract. By our count, this amounts to approximately 54 pages. In addition, Large Businesses are required to submit a Small Business Subcontracting Plan and financial information. This information can be voluminous. We request that the Government consider changing the page limitation to unlimited pages in order to meet the requirements of the RFP.
Volume I, Administrative page limitations applies to all documents provided other than the model contract.
L L.5.3
There are situations that Offerors that can use relevant contracts for past performance that require a specific agency's approval prior to using the contract for a past performance citatation. This approval can take up to 10 calendar days. To prevent restricting an Offeror's use of relevant contracts, would the Government consider moving the due date of both the PPQs and Past Performance Volume to 4/28/17.
IAW L.5.2 Early Proposal Information, each "offeror is requested to submit Volume III, Past Performance, on 17 April 2017. Failure to submit early proposal information will not result in offeror disqualification." This early date will not change.
B & L B and L.3.1.2
This paragraph specifies the Offeror to complete Section B of the model contract. In reviewing the CLIN structure FFP and CPFF line items are broken down by O&M and R&D appropriations for both types of contracts. As we understand we would populate the repective information from the two cost/pricing model data files: Attachment 6, TO 001 CPFF for CPFF CLINS and Attachment 7, Evaluated Price FFP for FP CLINS. However, there does not appear to be any further breakdown noted in these Excel Files to understand how to allocate the repective pricing information by O&M and R&D.
Should the Offeror spread their price by the allocations provided in paragraph L.1.1?
L.1.1 provides the ESAS 2 contract ceiling and historical funding distributions. The Government will use this information to determine the appropriate amount for each CLIN at time of contract award. Section B will not need to be filled out by the offerors as updated in RFP Amendment 0001 Section L.3.1.2.

CLINS 0007, 0008, 1007, 1008, 2007, 2008, 3007, and 3008 are designated for Projects/Site/Equip Upgrades. As we understand there is no cost/pricing model to estimate the above CLINS. Does the Government plan to provide plug numbers for these estiamtes? How should we allocate a price for the above respective CLINS?
L.1.1 provides the ESAS 2 contract ceiling and historical funding distributions. The Government will use this information to determine the appropriate amount for each CLIN at time of contract award. Section B will not need to be filled out by the offerors as updated in the amended RFP Section L.3.1.2.
B & L B and L.3.1.2 CDRL CLINS 0009, 1009, 2009, and 3009. Can Offeror specify these CLINS as "Not Separately Priced"? Or should the Offeror allocate specific hours that were specified in Attachment 7, Evaluated Price FFP to price these CLINS?
CDRL CLINs 0009, 1009, 2009 and 3009 are Not Separately priced and have been updated in Section B descriptions of the RFP Amendment 0001.
L L.3.3.4.3
It is our understanding that the successful Offeror shall execute Associated Contrctor Agreements after award. Please clarify what is required to respond to the requirement in this paragraph.
L.3.3.4.3 requires offerors to include "Associated Contractor Agreements, if applicable." If offerors currently have an ACA with any contractor, please include the agreement with your proposal.
L L.3.1.4 In this setion of the RFP the instructions request we complete the "fill-in" required in Contractor's Contract Administration, in Section G. If not applicable, state so. However, there does not appear to be any fill ins. Please clarify.
RFP Amendment 0001 updated Section L.3.1.4 and removed the requirement to complete fill-ins as required.
L L.3.1.6 This section requires us to complete any fill ins in Section I. However, there does not appear to be any fill ins.L.3.1.6 Section I - Contract Clauses. Please clarify.

L L.3.1 The instructions in paragraphs L.3.1.3 , L.3.1.4, L.3.1.5, L.3.1.6 either require us to acknowledge or complete a section if applicable. Since the model contract becomes the award, does the Offeror assume we should create a separate page that addresses these paragraphs to acknowledge and/or state if there were any applicable fill ins?
The Administrative Volume should contain the acknowledgement as applicable. RFP Amendment 0001 updated the instructions in Section L.3.1.2 and L.3.1.4-L.3.1.6.
L L.2.2 After reviewing the response to exempting page count for Volume I, we appreciate consideration of exempting our response to Attachments 2, 3 and 5 of Volume I. Attachment 2, our Subcontracting Plan, which is approved by DCMA, is 25 pages. Attachment 3, requires copies of ACAs, which we estimate to be at least 20 pages, and Attachment 5 requires organization financial documentation. We estimate to be responsive, we need to provide our annual report which is 52 pages.
Section L.2.2, Table 2.2 was updated to remove the page limit for the Administrative Volume.
L L.3.3.4.2 The RFP states “Historically Black Colleges and Universities and Minority Institutions (HBCU/MI): X% of the total subcontract value.
Question: Is the Government’s intent to include percentages specific to the HBCU/MI category since the DoD Federal Acquisition Regulation (FAR) requirement was removed from the overall policy? Within FY16, several Government RFPs had this reference removed.
DFARS 219.703, Eligibility requirements for participating in the program, is not a separate requirement for percentages specific to HBCU/MI but rather allows any subcontracting to these institutions to count toward the overall small business participation goal.

Spreadsheet Instructions
Since it is anticipated that Task Order 0001 may be awarded if funding is available, please confirm that the Offeror is to include as part of its price, the plug numbers of $60,000 for travel and $1,000,000 for materials across the period of performance versus estimating the travel and materials required to support the effort.
That is correct. The plug numbers should be included as stated in Attachment 6, TO 0001 CPFF.
L 5352.209-
Please confirm that contractors performing on the contracts specified in the OCI clause (MSS, MERC-G, NTNF, and TDOC) can perform on ESAS 2 as long as their level of participation does not meet the definition of substantial as stated in 5352.209-9000 (a)(1)(iv) meaning participation of 10 percent or more of the contract/task order value.
That is correct.
FBO Post
With respect to the solicitation # FA7022-17-R-0002 and to gain access to the classified RFP attachments, is it possible to get paper copies?
Per the FBO announcement issued with Amendment 0001, to "view the contents of the CD only, a minimum of a Secret Authomated Information System capable of processing RD/CNWDI will be required." Paper copies will not be provided.
