Base Wide CCTV, Phase 3‐5 ‐ RFI Questions – updated 20 Mar 19

1. Is the Contractor responsible for any panel power upgrades required for the additional NVRs and switches? In Bldg. 4199 and IDFs throughout the campus?

Response: Yes, upgrades will be required for any new equipment installed.

2. There appears to be no lightning resistors above the camera roof top mounts, does contractor have to install additional lightning resistors?

Response: No additional lightning arrestors are required.

3. Who is responsible for networking security hardening of the NVRs and cameras?

Response: Contractor per “J” Paragraph in SOW?

4. Can the existing AV Switches in the CAT capable of taking HDMI inputs from the Video Wall Controller? Do we have to ensure full integration of the CAT AV System including programming?

Response: The current AV Switches are not capable of taking HDMI inputs from the Video Wall Controller. Full integration of the CAT AV system including programming will be required. The Government will provide technical assistance in answering questions to ensure full integration if required.

5. Is electrical work required in installing the Video Wall?

Response: Yes, provide one additional duplex power outlet for each video display.

Any structural work for the wall?

Response: No structural work is required. There is a concrete wall located behind the furred wall for structural support of the video displays. Video displays will have manufacturer recommended wall mounts attached to the concrete wall.

6. Is the contractor responsible for painting all conduit and cameras to match in existing conditions in the Falcon Stadium the Gymnasium and anywhere else required throughout?

Response: Yes, where not concealed in the wall, exposed conduit shall be painted to match surface color.

Cameras shall not be painted.

7. Do all conduits need to be sealed at all the joints, connectors, couplings ETC..? In the gyms and other areas during the walk we notice conduits sealed and some not.

Response: Seal/fire stop wall penetrations where drilled for conduit. Fittings (Connectors, couplings, etc.)

are not required to be sealed.

8. What are the access procedures for lifts and scaffolding into buildings?

Response: If lifts are used, they must pass through existing doorways with sufficient clearance to avoid building damage. Floors must be protected from damage by using plywood. Contractor will be responsible for floor repairs if damaged due to the use of a lift/scaffolding. The construction inspector will coordinate access for lifts and scaffolding with the facility manager.

Can the contractor use any USAFA lifts with permission?

Response: No, contractor will have to include lifts/scaffolding as part of the project cost.

9. Does the areas, like gyms have weight limits for lifts? If so what are they?

Response: Yes, there are weight restrictions but it depends on the building and area. Prior to lift usage, these areas should coordinated with the construction inspector to confirm weight limits are not going to be exceeded.

10. What are the roofing contractor requirements for roof mounts?

Response: Many roofs are still under warranty and roofing contractors must be approved by the warranty provider to maintain the roof warranty. A list of warranty information by facility (warranty start and end date and company name) is attached.

11. Does the roofing contractor need to be certified from the roof manufacturer?

Response: Yes, see question #10 above.

12. Is the due date March 21? The FBO.gov shows the due date as March 12.

Response: Per solicitation #FA700019RA002, Standard Form Block 8., the offer due date is 3/21/2019 at

2:00 PM MST.

13. The existing rack is full in the CAT. Where will the new equipment be installed? Does Contractor need to propose new rack?

Response: If the contractor feels the existing rack in the CAT will not be sufficient, then propose a new rack. Most of the equipment in the existing rack will be replaced by new equipment for the video wall.

14. SOW is asking for 12 HDMI inputs, where are these inputs coming from and is the contractor responsible for installing cabling to connect them?

Response: The contractor would be responsible for connecting all the inputs but Mr. Glen Sutton told me to get with Mr. Paul Ceciliani for the “Input” portion. They are not sure of his vision for the video wall in the CAT.

15. Are there power circuits available for the video wall and the additional AV equipment required to make the wall operational?

Response: There are six (6) 120 volt single phase circuits with 20 Amp breakers available for use. If more power is required, a new subpanel will be needed and be the responsibility of the CCTV contractor.

16. During the site walk, a statement was made regarding keep the existing 32" monitors. Is this the intention of the Gov't to keep the existing 32" monitors? If yes, would the Gov't modify the specification to specify the change.

Response: This will be updated in Attachment 18 to reflect keeping the existing 32” monitors for the Airfield workstation.

17. Would the Gov't provide drawing for 9206 showing location of Comm Rm and Monitoring station?

Response: Yes

18. Will Gov't provide details for poles that they will be installing. Will Contractor be responsible for installing enclosure at base of pole for Camera equipment?

Response: Yes, the camera poles will be the same as shown on DWG CU‐501, details 1 and 2. The contractor will be responsible for providing the hand holes for pulling wire/making connections.

19. Drawings in package are for Phase 4, please provide Phase 5 drawings.

Response: See attachment 11 of the solicitation.

20. How far in advance will we receive schedules in order to avoid installation conflict with site events in the athletic facilities?

Response: 30‐days in advance

21. Since the Gov't is installing the new camera poles, will they also install the Quazite hand hole enclosures along with conveyance?

Response: No, the Govt. will not provide the hand holes. Hand holes enclosures are to be provided by the CCTV contractor. See question #18.

22. Is OSP fiber in place for all phases and tasks as indicated in keynotes?

Response: Depends on what keynotes being refining too. The question is too vague to answer directly.

There are many areas in phases 3/4/5 that require new OSP to be installed, (Athltetic fields, GO Housing, Falcon club). Some areas are existing. Need specific keynotes, phase and sheet note to answer?

23. Has wall space been allocated for wall mounted cabinets in each telecom room?

Response: No there isn’t space allocated.

24. We will need cabinet space to house the support components for the new cameras. Shouldn't the design for the eight (8) camera poles follow the design as depicted on DWG CU‐501, details 1 & 2?

Response: Yes, the design will be the same as shown on DWG CU‐501. See also question #18.

25. Can you provide the name of the manufacturer for the rooftop camera mounts?

Response: Camera mount is custom fabricated. See the attached shop drawing for camera mount.

26. Can you provide the model number for the desired rooftop camera mount that is used on Harmon Hall, Bldg. 2304 on the NW corner?

Response: See question #25 above.

27. Are there pre‐existing mount plates to receive the camera mounts or will rooftop penetrations be required?

Response: Rooftop penetrations will be required. See question #10 for roofing requirements.

28. Will roof penetrations impact any effective warranties? If so, will the government accept the responsibility for the warranty issues?

Response: See question #10 above for roofing requirements.

29. Can you provide the paint manufacturer and color code for all locations that require matching colors for the camera mounting hardware?

Response: This information will be provided to the contractor who wins the bid since the paint color of the CCTV mounts will depend on the location where roof‐mounted CCTVs are located.

30. Detail 4 shows pipe going up through the existing structure (I‐Beam); how does the government want the cables routed?

Response: Perhaps the pipe could be offset to allow for a cable to pass

31. Can all RFI/Responses submitted during the initial RFP of 2017 and pertaining to Phases 3, 4, and 5 please be provided for review as not all responders to this RFP may have received pertinent information covered at that time?

Response: Previous RFI’s/Responses from Solicitation FA7000‐17‐R‐0007 are posted Fed Biz Opps. Please be advised that some information may no longer be relevant as additions and deletions to phases 3‐5 were included on the Attachment 18 of Solicitation FA7000‐19‐R‐A002

32. During Site Walk, the Gov't stated they would provide the power to existing light poles to provide power to the Camera support equipment. Please provide the power details that will be installed at each Pole. Will the power be 120V or 240V?

Response Power must be provided by the CCTV contractor for cameras and/or camera equipment.

Power requirements are per the camera specifications. Locations of power sources are shown on the drawings.

33. Please provide manufacturer and model number for all cameras installed during Phases 1A, 1B, and 2? This will be beneficial for the offeror to provide comparable products in Phases 3, 4, and 5.

36. Please provide manufacturer and model number for all workstations installed during Phases 1A, 1B, and 2? This will be beneficial for the offeror to provide comparable products in Phases 3, 4, and 5.

Response: Dell P3620 Work Station

37. Where is the offeror to provide the salient information regarding the Phase 3 and 4 replacement cameras that are panoramic/PTZ cameras rather than the designed PTZ only cameras?

Response: All equipment is to be provided on Attachment 15 per solicitation FA7000‐19‐R‐A002 under “Instructions, Conditions and Notice to Offerors (3)(b)(i)(1) Subfactor 1: Equipment”

38. Where is the offeror to provide the salient information regarding the additional PTZ cameras covering the cadet area parking lots as part of the Phase 4 changes?

Response: All equipment is to be provided on Attachment 15 per solicitation FA7000‐19‐R‐A002 under “Instructions, Conditions and Notice to Offerors (3)(b)(i)(1) Subfactor 1: Equipment”

39. Can you verify if the drawings for Phase 5 are complete? The numbering seems out of order and there are 2 different page 11’s in the drawings. Please clarify.

Response: The drawings for phase 5 as identified on Attachment 11 of the solicitation are complete and correct. The sheet numbers are not consecutive and should be disregarded.
