USAF ACADEMY CCTV, PHASES 3-5
ADDITIONS & DELETIONS TO ORIGINAL DESIGN
ATTACHMENT 18
CCTV SOW GENERAL REQUIREMENTS
1. Any new cameras, DVRs, and equipment must integrate seamlessly with the existing Milestone XProtect, Expert Edition Video Management System
2. No requirement for any bid options for the Santa Fe Trail design in Phase 5.
3. No technology in hardware/software may come from China.
4. Ensure all outdoor camera brackets and camera housings match the color of the facility finish or poles to ensure a seamless look. Roof-top camera brackets are required to match the design and profile of the roof-top camera brackets currently installed on Harmon Hall, Bldg 2304.
PHASE 3 CHANGES
5. Replace three PTZ cameras in the current design with three Axis Q6000-E Mk II Panoramic and Axis
Q6128-E PTZ Network cameras or equal cameras with similar characteristics. Refer to Phase 3 Design sheet C-103, keyed notes 1, 2, & 3. Upgrading PTZ cameras with panoramic cameras with PTZ capability for two rooftop cameras overlooking the Cadet Terrazzo on Fairchild Hall, Bldg 2354, and one overlooking the Cadet Parade Field, Fairchild Annex, Bldg 2355. All other requirements in the design remain.
6. Contractor shall provide one 4x4 video wall with the following minimum requirements to Bldg 2304, Crisis Action Team Location, Harmon Hall:
Sixteen (16) 55” 4K Input Capable Premium LED Monitor with the following minimum characteristics:
o Resolution: 1920x1080 o Input/Output: HDMI 1/1, DVI 1/1, DP 1/0, VGA 1/0, RS232 1/1, Audio o Brightness: 700cd/m2, o Bezel: Extreme Narrow Bezel o Features: Built-in scaler to spread 1 image across up to a 15x15 display configuration;
RS-232 Control Management S/W; Pixel Shift, Deinterlacing, Noise Reduction, Auto Power Recovery, Remote Control, Metal Chassis.
One (1) Video Wall Mounting System with the following minimum characteristics:
o Easy wall mounting with xyz directional control and tilt for maximum serviceability.
One (1) FHD Multi-Viewer System with the following minimum characteristics:
o Inputs / Outputs: 12 HDMI / 16 HDMI o Output Resolution: 2560x1600 o Feature: MS Windows Server OS, Rack Mountable 4RU Enclosure, Redundant Power Supply, Mouse, Keyboard, Pre-loaded Video Wall Software
Others:
The video wall system shall be integrated with the existing audio system and Milestone XProtect, Expert Edition Video Management System. The video wall minimum capabilities will include presenting checklists, PowerPoint Presentations, Cable TV, and CCTV video images in multiple screens, or one large image.
The maximum distance between the multi-viewer system and the video wall shall be 60 feet.
Contractor will remove two existing LED TVs/mounts, and return to the Govt. The contractor will remove two ceiling mounted projectors, replace ceiling tile to match existing ceiling tile.
Return projectors to the Govt.
Contractor will provide training to a maximum of 10 individuals for two hours on the operation of the video wall. In addition, contractor will provide an easy step-by-step user guide on the system.
Contractor will install power outlets to operate the video wall with coordination with the government.
PHASE 4 CHANGES
7. Replace two PTZ cameras in the current design with one Axis Q6000-E Mk II Panoramic and Axis
Q6128-E PTZ Network cameras or equal cameras with similar characteristics. Refer to Phase 4 Design sheet C-101, keyed notes 2. Upgrading PTZ cameras with a panoramic camera with PTZ capability for Holaday Athletic Center, Bldg 2164, rooftop overlooking the Cadet Athletic Fields. All other requirements in the design remain.
8. Replace one PTZ camera with one Axis Q6000-E Mk II Panoramic and Axis Q6128-E PTZ Network cameras or equal cameras with similar characteristics. Refer to Phase 4 Design sheet C-101, keyed notes 3. Upgrading PTZ camera with a panoramic camera with PTZ capability for NW corner of Cadet Gym, Bldg 2170, overlooking the Cadet Athletic Fields. All other requirements in the design remain.
9. Contractor is not required to install five new concrete poles in Phase 4 around Falcon Stadium. Refer to Phase 4 design, design sheet CU 102, keyed notes 1, 2, 3, & 7. All other design requirements remain.
10. Add eight Axis Q6000-E Mk II Panoramic and eight Axis Q6152-LE PTZ Network cameras or equal cameras with similar characteristics to cover cadet area parking lots (see attachment 13 in advertisement). Install new cameras to existing light poles in the area. Install any fiber, cabling, switches from Bldg 2163, Charlie 1 Guard House to make the cameras operational. Integrate new cameras into the over-all Falcon Eye Network, and provide a six-month playback recording capability.

11. Remove monitoring station and related equipment from Field House, Bldg 2169. Refer to Phase 4
Design, Design Sheet TY 110, keyed notes 1. All other design requirements remain.
12. Remove two monitoring stations and related equipment at Cadet Gym, Bldg 2170. Refer to Phase 4 Design, Design Sheet CU 601, Key Notes 1.
13. Replace two PTZ cameras in current Phase 4 Design with two Axis Q6000-E Mk II Panoramic and two Q6128-E PTZ Network cameras or equal cameras with similar characteristics. Refer to Phase 4 Design Sheet TY 124, Keyed Notes 4. Upgrading PTZ cameras with a panoramic camera with PTZ capability for SE and NE rooftop corners of Falcon Stadium Press Box, Bldg 4900, overlooking Falcon Stadium and parking lots. All other requirements in the design remain.
PHASE 5 CHANGES
14. Add monitoring location to the Phase 5 Design to South Gate, Bldg 8484, with two 27 inch monitors and related software/hardware. Monitoring location will only view cameras in the South Gate area and Large Vehicle Inspection location, Bldg 8488. Refer to Design Sheet CU 604. Integrate the ability to view cameras to the three guard booths at the South Gate.
15. Add monitoring location to the Phase 5 Design to North Gate, Bldg 9006, with two 27 inch monitors and related software/hardware. Monitoring location will only view cameras in the North Gate area. Refer to Design Sheet CU 605. Integrate the ability to view cameras to the two guard booths at the North Gate.
16. Integrate four existing cameras in the South Gate Canopy to the Phase 5 design into the overall CCTV system.
17. Integrate four existing cameras in the North Gate Canopy to the Phase 5 design into the overall CCTV system.
18. Add monitoring location to the Phase 5 Design, Bldg 9206, 306 FTG. Current location has monitoring capability of existing airfield cameras. Add two 27” desk monitor 4K LEDs with required software/hardware for an operational viewing location. Add one wall-mounted or ceiling mounted 55” 4K LED monitor to replace two existing 32 inch ceiling mounted monitors. Integrate the two new monitors to view the same CCTV airfield images. Remove the two 32 inch monitors and repair any ceiling tile if required. Return 32 inch monitors to the Govt. This viewing location will only view airfield cameras.
19. Add monitoring location to the Phase 5 Design, Bldg 8137, Security Forces Investigations. Add two 27” 4K LED monitors and related software/hardware to provide a complete operational system that can view, playback, and download any CCTV camera images across USAFA.
20. In Phase 5, replace existing analog cameras at Bldg 8024 (Security Forces Squadron) tied to the existing Falcon Eye system. Upgrade four exterior cameras on the four corners of the building with Axis P5515-
E PTZ Dome Network Cameras or equal cameras with similar characteristics. Upgrade three interior analog cameras with Axis P3225-LV MKII Network Cameras or equal cameras with similar characteristics. Add one Axis P3225-LV MKII Network Camera or equalcamera with similar characteristics to the Security Forces Guardmount room to provide a full view of this room. Provide any network infrastructure to upgrade existing cameras and integrate into the Falcon Eye network with a 30-day recording playback capability.
21. Contractor is not required to install three new concrete poles in Phase 5 around General Officer housing.
Refer to Phase 5 Design, design sheet CU 102, Key Notes 1. All other design requirements remain.
22. No bid option required for the Santa Fe CCTV.
