USAFA Planetarium Renovation

FA7000-17-R-0005

Questions & Responses

1. Can you tell me if XQPX 15-0112 includes the contract(s) for the planetarium projection equipment, projection dome, seats, or audio system for this renovation or is that under a separate contract? If a separate contract, has that contract been awarded? If not where would I find information on bidding for those items?

Response: See sheet A301, notes 2, 4 & 6. This work has not been issued for bid yet.

2. If we submit the RFP as per required in the Solicitation , are we allowed to modify our pricing via electronic means before the RFP is due?

Response: Proposals must be submitted as complete offers, in the required electronic and hard copy formats. If received prior to the due date/time, any offeror may submit a revised proposal; however, the revised submission must represent a complete offer with all required parts. IAW Section L, “[t]he paper or hard copy of the offeror’s proposal shall control any conflict between the electronic version and the paper copy submitted in response to this solicitation.”

3. It states b) Part II Past Performance Information: Submit 1 original hard copy, 3 additional hard copies and 1 CD. Do all hard copies have to be in separate binders?

Response: IAW the solicitation, L-1, paragraph (c)(3), Part I and Part II shall be submitted in separate binders in order to determine page counts. Copies must be submitted in a format to clearly differentiate from the original and to clearly determine page counts.

4. How many copies of the Price Proposal are required and does it also require being in a binder?

Response: IAW the solicitation, L-1, paragraph (1)(a), one hard copy and one compact disc (with electronic data files) of the Price Proposal is required. Include the hard copy in a binder.

5. Spec. Section 09 97 13.27 requires subcontractors have SSPC-QP1 certification and a

QS-1 certification. We have been informed that there are no Colorado based QS-1 certified contractors. The certification requires another level of document and QC management. It does not change the requirements of the actual work. The QP-1 already requires stringent documentation of the project that will be performed, recorded and provided to the owner upon completion. Would it be acceptable to use a subcontractor that only has a QP1 certification?

Response: See SOW item 4.G.qq. Spec section 09 97 13.27, it shall be acceptable to provide specialty coating contractors certified to either ISO 9001 or SSPC QP1 or SSPC

QS1. Contractor shall provide appropriate quality control documentation.

6. Will an erosion control or GESC plan be made available for this project?

Response: See SOW item 4.G.a. Provide erosion control per USAFA Environmental

Standards.

7. The Junipers along the front entrance have already been removed and replaced with rock mulch. At the site visit, it was mentioned this is to be permanent. Will the sod installation in this area be deleted from the project?

Response: Yes, the statement of work will be revised to delete this work as it is no longer applicable. See SOW item 4.G.b.

8. The plans call for sod to be replaced anywhere that it is disturbed. Unfortunately, because of the snow fall, we were unable to see the area to the North East corner where the new electrical line is being installed. Upon pulling up a satellite image, it seems to show that not all of the area which may be disturbed is currently sodded and may not have irrigation. Are we to re-sod the area that is currently sodded and re-seed the remaining area? Do we need to plan on extending the irrigation beyond what is currently being watered now?

Response: See SOW item 4.G.c. Provide sod where currently irrigated areas and provide native seed for the remaining areas

9. Can CCAS or CPARS evaluations be submitted in lieu of the provided past performance questionnaire for submitted projects?

Response: In accordance with Solicitation section M, the Government reserves the right to obain information from PPIRS, which contains CCASS and CPARS reports. An offeror may submit completed reports in Part II of their proposal; however, the

Government has access to these reports through PPIRS.

10. If a project’s dollar value exceeds the $5M threshold, will the USAFA consider the submitted project relevant and not downgrade the project in terms of relevancy (assuming all other project attributes are equal)?

Response: In accordance with Section M, relevant efforts include efforts similar or greater in scope magnitude, and complexity than the effort described in the solicitation.

Please review Section M for the full evaluation criteria regarding relevancy. Note also, the government is not bound by an offerors opinion of a project’s relevancy.

11. ES100 Note 6 says see detail on 1/ES501 shows 2-sets of 4” GRC on service lateral duct bank, on E601 for feeder schedule 400A it shows 2-21/2” conduits, which is it?

Response: See SOW item 4.G.d. Provide (2) 2 ½” conduits per sheet E-601.

12. Is Note 9 on the bottom of page ES100 next to note 10 supposed to be note 11?

Response: See SOW item 4.G.e. Keyed note identified at bottom of ES100 should be a new keyed note stating “Provide weatherproof junction box with 120V circuit LP23-9 to new sign location.”

13. What’s the location of Panel PP23-9?

Response: See SOW item 4.G.f. PP23-9 indicates a panel with a circuit number.

Without direction of what sheet this text is located we are guessing that it should be revised to LP23-9. There is no panel “PP23” on the project.

14. Is there as-built drawings showing all equipment Power panels, lighting controls and branch power and lighting available for demolition plans?

Response: There have been various revisions to the planetarium. Of the plans that the

Government has, not all of the existing electrical systems and equipment are documented on those plans.

15. Is all equipment on drawing E601 Electric one line diagram all new equipment?

Response: Yes, all equipment shown on sheet E-601 is new.

16. Room 101 calls for VWC-1 on the north, east & west walls. Elevation 8 on sheet A-402 does not show any VWC-1 on the north wall of this room. Is this correct? If not, where does the VWC-1 go on the north wall?

Response: This is correct, the VWC-1 North, applies to the curved walls on both sides of the display.

17. Room 109 on sheet A-602 calls for a gyp ceiling at 8’. Sheet A-102 shows an exposed ceiling in room 109. What is correct?

Response: See SOW item 4.G.h. Exposed Ceiling is correct.

18. Room 114 on sheet A-602 calls for CT-1 on all the walls. Elevation 3 on sheet A-402 kind of shows an area of drywall just to the right of the tile. Do all the walls get full height CT-1 in this room?

Response: See SOW item 4.G.i. All walls get full height CT-1 in this room

19. Rooms 105, 106, & 113 gets CT-1 on all the walls full height. Is this correct? Sheet A-

402 elevation 2 shows some drywall not getting tile just to the left of the urinal. please clarify.

Response: See SOW item 4.G.j. Yes, all walls in room 105, 106 and 113 get full height

CT-1.

20. Who is going to be responsible for the third party environmental consultant for the final visual and air clearances for the Asbestos abatement? Would that be USAFA?

Response: See SOW item 4.G.k. If required, the Contractor shall provide third party environmental consultant for the final visual and air clearances for the asbestos abatement.

21. Are panels phenolic, powder coated mild steal, galvanized or stainless? Spec reads like it could be any.

Response See SOW item 4.G.l. The panels themselves are hot-dipped galvanized steel.

Design calls for painting of electrical equipment to match adjacent surfaces and reference section 09 90 00.

22. Per key note 7 on page A101 raised platform is to receive ceramic tile with maple face but per detail 13 on page A502 the platform is to receive cpt tile and 6” rubber base on the front. Please confirm finishes for this area.

Response: See SOW item 4.G.m. Disregard Note 7 on A-101 for this room. Use detail on A-502 for finishes.

23. Per detail 13 on A-502, please confirm that solid surface trim at the stage is to be a wood product.

Response: See SOW item 4.G.n. The trim is a solid surface Corian trim (SS-2), refer to finish schedule, A-603.

24. Auditorium 117 calls for both ceramic tile and carpet tile per key notes on page A101.

Please confirm extent of both finishes.

Response: See SOW item 4.G.o. Carpet tile is intended for Auditorium 117. Disregard ceramic tile and Note 7 for this room, see detail 13/A-502, and see floor plan for extent.

25. Lobby 102 calls for both existing Terrazzo and cpt tile. Please confirm extent of both & which is to be used.

Response: See SOW item 4.G.p. Existing Terazzo is intended for Lobby (room # 101).

Disregard carpet tile for this room. Stor (Storage, room #102) is SC (sealed concrete), see sheet A-603.

26. The wall sections (1 & 2) on Page A-302 includes a note that 2”x2” ceramic tile to be installed over 2 ¼” grout bed on 4” concrete slab in Restrooms 106 & 113. Detail 9 on page A-402, includes a note that Plastic Laminate to be on ¾” plywood floor in all restrooms. Install method for tile is F115-12, this is ceramic tile which is to be installed on concrete slab above ground with epoxy grout. Is the subfloor Plywood or Concrete? Is a 2 ¼” Mortar bed required in all restrooms?

Response: The subfloor is new concrete, see sheet AD101 & PD101 demo plan for extent of floor demolition. The thickness of the mortar bed depends on the new concrete slab elevation. Size mortar according to manufacturer recommendations and finish floor to be at same elevation with adjacent rooms.

27. Please confirm whether waterproofing is required at the ceramic floor and or wall tile.

Response: Waterproofing is required.

28. According to AD102 the grey insulation on the outside of the dome is asbestos containing, according to the inspection report it is not aspestos.

Response: See SOW item 4.G.q. Disregard reference to asbestos.

29. What is the anticipated start date for the project?

Response: The contractor must begin work within 10 calendar days of receiving the notice of award, furnishing acceptable performance and payment bonds prior to receiving a Notice to Proceed. Offers must remain valid for 180 days after the date offers are due.

30. Is there winter exclusions to be implemented to reduce cost i.e. concrete, roofing, excavation, etc...?

Response: No winter exclusion.

31. Will water and electrical be available in the laydown area and for construction purposes?

And if so does it need to be metered?

Response: Utilities available from building. Metering of water required. See also clause

FAR 52.236-14 Availability and Use of Utility Services included by reference in the solicitation.

32. Timetable for asbestos and lead paint abatement? With this being quite extensive will the abatement time be included in the 220 days?

Response: Abatement is included in the performance period.

33. Excavation, Is there a rock clause included in the contract or should the contractor/sub-contractor carry a contingency?

Response: No contingency. Refer to Geo Tech report. The contract will include the

Differing Site Conditions clause (FAR 52.236-2)

34. Should there be any money allotted for CSU upgrades to the electrical system if necessary?

Response: No money will be required by CSU.

35. Has the wet mechanical systems been drained of glycol, if not will this be the responsibility of the contractor?

Response: See SOW item 4.G.r. The Contractor shall provide disposal of glycol in existing hydronic heating and cooling systems.

36. Note 35 on sheet AD-101seating removed and new seats by others, no seating installation or removal will be in contractor’s scope, correct?

Response: Not correct, removal of existing fixed seating is in contractor’s scope.

Installation of new seating is not in scope.

37. There is no detail showing the method of filling in the projector pit in the auditorium.

Can a detail be released?

Response: See SOW item 4.G.s. Fill with compacted structural fill and pour 5” thick slab on grade with 4X4-W4.0xW4.0 WWF, similar to detail 1/S-502.

38. In the specifications there is no reference to Division 1 details, is this available?

Response: See SOW item 4.G.t. Division 01 – General Requirements is added to the specifications.

39. Are we to include in our Proposal the Past Peformance Survey’s that we send out to our customers?

Response: In accordance with Section L, PPQs shall be returned directly to the 10

CONS/LGCA point of contact identified in Section L. Furthermore, any past performance questionnaires sent directly from a proposing offeror will not be accepted or evaluated. It is the sole responsibility of the offerors to ensure questionnaires are submitted by the solicitation closing date. The offerors are encouraged to follow-up with respondents for completed questionnaires, but are not required to.

40. Keynote 7 on Drawing AD102 states that the spray insulation on the exterior dome contains asbestos and must be remediated per the specifications. The Ninyo & Moore report lists the samples for this material as non-detect. Should the materials be removed as asbestos containing materials or non-asbestos containing?

Response: See response to #28.

41. 10 14 00.20, 3.1.3, “See Following Pages for Diagrams.” Please provide “…following pages…” intended.

Response: See drawings on sheet A-601 for clarification.

42. G-002, Legend Note Fire Extinguisher Bracket (FEB)-Is the FEB shown in Elect

111 to be included as new?

Response: Yes.

43. L-100: Site Visit observations conclude this area is covered by rock mulch, not shrubs as indicated. What is the existing rock mulch depth? Is there an onsite stockpile area or will we need to haul rock mulch for off-site disposal? If off-site disposal is required, what wait times should be calculated for LVIS?

Response: See response to #8.

44. L-100: There are two tiered planters at the center of the lower steps to be rebuilt consisting of rock mulch. L-100 does not indicate proposed landscape. Please provide landscape intent for the lower stair center planters.

Response: See SOW item 4.G.u. Planters shall receive gravel mulch to match adjacent gravel.

45. L-100: There is a building directory (not shown) located in the lower tier planter of the lower stairs. Please indicate design intent for this signage, reinstall existing or remove.

Response: The existing building directory will remain. Weatherproof junction boxes shown on ES100 in same location are for future signage.

46. L-100: Please provide updated As-Built information to the 1981 version (Note #3) for the existing irrigation post shrub removal with current rock mulch (i.e. caps exist at heads shown by Detail 1, Irrigation diagram similar?). Can it be assumed the existing control zones and timer are sized adequately for the additional sodded areas to receive irrigation?

Response: See response to #8. Proposed irrigation modifications and additions associated with the junipers has been eliminated with the new existing rock mulch

L-100, General Landscape Note #20 is cutoff at the bottom of the plan page.

Please provide legible copy of intended text.

Response:

47. L-100: Detail @, Landscape & Irrigation Renovation Plan-“Prune/Trim lower branches of all evergreens in the area to meet AT/FP sight line standards-Typ.” Please provide

AT/FP standards referenced for proper calculation of scope required.

Response: See SOW item 4.G.w. Remove limbs within 3’-0” of the ground to eliminate hiding places.

48. AD101: Lower Level Demolition Plan, Key Note 1-Bathroom chase walls are noted to be demolished. What is the wall assembly to be demolished, Metal Stud and Drywall; Metal

Stud, lath and plaster, CMU? Is there a wall finish (i.e. Ceramic Tile)? Should the bid calculation include these areas to be demolished under containment in the event any amount of the ACM pipe insulation specified in 02 82 14 is present in the chase?

Response: Assembly is CMU with Ceramic Tile. Follow Ninyo & Moore’s Hazmat report recommendation.

49. AD101: Lower Level Demolition Plan, Key Note 6-Is the floor tile to be removed throughout thinset or mudset applied?

Response: The existing application of the floor tile is unidentified without destructive testing.

50. AD101: Lower Level Demolition Plan, Key Note #7-Please confirm leader arrow should extend to Door Opening Vest 002. Also, what is the wall type where frame is to be removed (i.e. sawcut CIP concrete)?

Response: See SOW item 4.G.x. Note applies to both doors for Vest 001 and Vest 002.

Remove frame from 8” Concrete wall with granite panel.

51. AD101: Key Note 8, B.O. #1-Key Note 8 is listed however not shown on the Lower

Level Demolition Plan. Should Key Note 8 be added to the Floor Plan?

If yes, please provide applicable elevations along with finish type to be removed.

Response: See revise sheet AD101. Key Note is shown on floor plan 1 / AD101.

52. AD101: Key Note 13, Demo existing walls-Please indicate existing wall assemblies - metal stud/gyp; metal stud/plaster; CMU; CIP Concrete?

Response: Existing walls to be demoed are either metal stud/gyp or CMU for key note

13. Field verify.

53. AD101: Key Note 23, Demo Existing Intake Louvers-Neither Architectural, Structural or

Mechanical drawings indicate what goes back in the demolished opening. Please specify final opening assembly.

Response: See SOW item 4.G.y. Infill existing 8” wall with 4500 psi concrete, #4 @

12” OC each way drilled and epoxied into surrounding concrete.

54. AD101: Lower Level Demolition Plan, Key Note 26-Please provide SOG thickness for concrete to be removed.

Response: Estimated 6” Concrete slab on grade.

55. AD101: Key Note 26 is shown at Women 106 and Men 113. The Note states, “Demo concrete slab at hatch area…”. No hatching is shown. Please provide hatching referenced for intended area of removal.

Response: See revised sheet AD101. Hatch is provided on sheet AD101.

56. AD101: Existing Door Frames to be Removed-Please specify wall types at all locations where door frames are to be removed and replaced. Do openings exist in CIP Conc.

Walls requiring saw cutting removal?

Response: On AD101, 6” CMU walls at Key Note 30 locations, and CIP concrete wall at

Key Note 7 locations.

57. AD102: Key Note 2, Demo Existing Dome Screen and Framing-Please provide As-Built details of the Metal Framing. Is there a sphere steel truss system supporting the dome panels? If yes, do the truss supports require demolition?

Response: As-built details of current dome screen and framing are not available. See below photos for typical construction. The note requires demo of dome screen and framing.

58. AD102: Key Note 2, Demo Existing Dome Screen and Framing-Will there be additional

MEP demolition required not shown by the MEP drawings?

Response: Provide MEP demo within scope of drawings.

59. AD102: Key Note 7, Aud-117 spray insulation removal, “…Material contains asbestos and must be remediated per specification 02 82 14.” Neither 02 82

14 or Ninyo and More Limited Build Survey dated March 9, 2016 address the spray insulation.” Please provide environmental test results for the spray insulation to be removed.

60. AD104: Sheet Note 3 references Washroom Accessories to be selectively removed for reuse. This conflicts with A-101 and A-402, Toilet Accessory Schedule and Elevation notes indicating new. Please clarify Toilet Accessories, to be new or to be reused.

Response: See SOW item 4.G.aa. Building to receive new fixtures.

61. A-101: Lower Level Floor Plan, JAN 003 indicates Key Note #3, Ceramic Tile.

A-602, Finish Schedule indicates Sealed Concrete for this area. Please clarify intended finish, Ceramic Tile Floor or Sealed Concrete?

Response: See SOW item 4.G.bb. Sealed Concrete floor finish for Jan 003.

62. A-101: First Floor Plan, Lobby 101 indicates Key Notes #1 Carpet Tile and #2 Existing

Terrazzo. Finish Schedule indicates Existing Terrazzo. Please clarify intended finish, Existing Terrazzo or New Carpet Tile?

Response: See response to #25. Key note #2 Existing Terrazzo is the intended finish for

Lobby 101.

63. A-101: First Floor Plan, Auditorium 117 indicates Key Notes #1 Carpet Tile and #3

Ceramic Tile. Finish Schedule indicates CPT-1. Please clarify intended finish, Existing

Carpet Tile or Ceramic Tile?

Response: See response to #24. Key note #1 Carpet Tile is the intended finish for

Auditorium 117.

64. A-101: First Floor Plan, Mechanical 112 indicates Key Note #4 Existing Sealed Concrete to Remain. Finish Schedule A-602 indicates “SC”. Please clarify if new concrete sealer is required at Mechanical 112.

Response: New concrete sealer is required.

65. A-102: Women Restroom 106, Standard Stall indicates TP Dispenser graphically however accessory note #5 is missing. Is a new TP Dispenser intended for this location?

Response: See sheet A401, accessory note #5. A new toilet tissue dispenser is intended for this location.

66. A-102: Women Restroom 106, Standard Stall indicates does not indicate accessory note

#8. Is a new Sanitary Napkin Disposal intended for this location?

Response: See sheet A-401, a new Sanitary Napkin disposal is intended for Women

Restroom 106. See A-001 for mounting height.

67. A-102: Men Restroom 113-It appears two ea. Combination Towel Disp./Waste Receptors are indicated graphically however the accessory note #6 leader arrow is shown at one location only. Please confirm the intended count, one ea. or two ea.?

Response: See A-401. Count should be one Combination Towel Disp./Waste Receptors for this this location.

68. A-102: Key Note #1, “Ceiling Hung Partitions”-Are the existing overhead steel carriers adequate to support the new partitions? If no, please provide intended detail.

Response: See SOW item 4.G.cc. The ceiling hung partitions will be attached to the concrete structural above, refer to manufacturer for connections.

69. A-102: Sheet Note # 7, “See sheet 502 for typical ceiling and soffit details.” Sheet A-502 does not include details referenced. Please provide.

Response: New aluminum dome screen and aluminum framing will be provided by others.

70. A-301, 3/A-302, “Friction Fit Acoustical Panel w/ Black Finish” is indicated at

“Projector by Others”. Is the friction fit panel to be provided by the projector provider?

If to be provided by contractor please provide design basis for friction fit panel.

Response: See SOW item 4.G.dd. Friction fit panel shall be provided by others.

71. A-302: Sections 1 and 2/A-302 details a flow fill over existing concrete slab at Mens-113 and Womens-106. Please clarify if the Vestibule 115 and Lavatory 105 floor areas are to receive new flow fill as well.

Response: 115 and 105 to receive flow fill. See sheet PD101 demo plan for extent of floor demolition. The thickness of the mortar bed depends on the new concrete slab elevation. Size mortar according to manufacture recommendations and finish floor to be at same elevation with adjacent rooms.

72. A-401: Lower Level Restrooms-Women 004 illustrates Toilet Accessory Notes.

Men 005 shows Grab Bars graphically however does not include accessory notation. Are new Grab Bars intended at handicap stall Men’s 005?

Response: Yes, see sheet A401, accessory notation 3 & 4.

73. A-401: Key Note #3, Flat Screen TV (GFCI)-Will the TV hanging bracket be GFCI or

CFCI?

Response: Government will be providing TV. Contractor shall provide hanging bracket.

74. A-506: Detail 1, Chiller Enclosure Plan-Reference detail 5/S-503, Typ Ext Wall Build-

Up Section indicates the a cap be placed on top of the existing retaining wall. The bottom portion of the drawing cuts off. Please indicate where this build-up wall terminates.

Response: Assume wall terminates 10’ from outside of Planetarium exterior wall. This dimension will need to be field verified.

75. A-601: Signage Schedule-Room 108 requires a new sign however no Sign Type is specified. Please specify Sign Type intended.

Response: See SOW item 4.G.ee. Sign type 1-Interior.

76. A-601: Sign Type 3 is indicated for Restrooms however the Signage Schedule does not specify signs at restrooms. Please confirm signage is not intended at Restrooms.

Response: See SOW item 4.G.ee. Provide Sign Type 3 for restrooms.

77. S-502: Mech Trench Slab Opng Detail-Please confirm this detail is for the 24”X40”

Return Air Tunnel (AD101, Note #19; A100, Note #15; 5/A-503).

Response: Yes, details 2/S-502 and 5/A-503 are for return air tunnel opening.

78. M-401: Detail 2, Mech Room Section-A 20X38” Lined Thru-Wall Plenum is shown.

Neither the Demo or Mechanical drawings indicate this as a new opening.

Please confirm this is an existing opening.

Response: See response to #77. This is to be a new opening.

79. M-602: Fan Schedule-There is no new fan identification or performance criteria listed.

Please provided intended schedule.

Response: See SOW item 4.G.ff. Please see schedule below:

80. E-502: Mechanical Equipment Connection Schedule-EF-1 is listed. Is EF-1 new or existing? If new, please provide details and specifications for this equipment.

Are keynotes 8 on sheet A-102 referring to the plastic laminate projector enclosure?

Please clarify what these are showing?

Response: See schedule for EF-1 under response #79. Keynote 8 on A-102 is referencing the display areas.

81. Sheet A503 Detail 1 mentions "adjustable legs" at the projector enclosure.

What is this referring to? Is the enclosure other than framed and sheeted with P-lam?

Response: See SOW item 4.G.gg. Disregard the Adjustable legs. No, the enclosure is framed and sheeted with P-lam.

82. RB-5 is scheduled as a Johnsonite 6” straight base in color CRW Mission.

CRW Mission is only available in aF 4.5” straight base or as Millwork base (all 4.25” height and under). Please re-select the base color or specify a different height.

Response: See SOW item 4.G.hh. For this location change RB-5 to RB-2 (Black).

83. Sheet A401 keynote 5 calls for VWC on east and west walls at entry only from floor to ceiling. Finish schedule on sheet A 602 calls for VWC 1 and paint on East, West and

North elevations. This contradicts elevations shown on sheet A 402 of same area. Please clarify extent and location of VWC-1 within the lobby.

Response: Regarding Lobby 101, VWC-1 North is intended for the left North wall of the

Display 101A and right north wall of Display 101B. See highlighted image below.

84. Sheet AD 101 shows demolition of wall that surrounds recessed pit at center of auditorium. Does this recessed section need to be in filled for install of new seating?

Response: YES. See 1/A-301

9001 or SSPC QP 1 or SSPC QS1.” Consistent with industry standards?

88. On Sheet CD 100, regarding note to remove existing granite pavers, and Sheet CS 100, Note to reset granite pavers, please confirm the availability of attic stock for use to complete this FOW.

94. On Sheet AD 101, Detail 1, there is some confusion regarding some of the work to be performed. Please clarify, does Note one refer to both walls of the chase , does note 2, require all compartments to be removed, does note 3 refer to all plumbing fixtures?

Response: Yes, Note 1 is regarding both walls of chase. Yes, Note 2 requires all compartments to be removed, and Note 3 requires all plumbing fixtures, per note, to be demolished.

118. For Handrails and Brackets there is a BLUM part number, this BLUM# did not yield results, are there reference materials or specs that provide the requirements to meet

120. Item No. 0003 (Option) states, "This primarily entails some (not all) work related to the Lower Level and exterior bathroom remodel." Reference to "...Lower Level..." has some in the bid community including the costs for the Lower Level Stair, Removal and

Replacement (AD104, Removal-shaded area bottom of page; A-403, Replacement-shaded area bottom of page). Is the lower level stair work to be priced in CLIN 0001 or

CLIN 0003?

Response: Lower level stair work should be included in CLIN 001.

121. It appears that there is a structural plan that is missing there are complete structural details but no overall plan for the chiller area.

Response: Overall plan for the chiller area can be found on A-506. Structural drawings only include S-001; S-501; S-502 and S-503.

122. No A/V drawings are provided. Junction boxes are called out for projectors. Will a conduit conveyance be required for any A/V cabling?

Response: Please refer to RFI items 127, 129, 130 for responses and conduit, box sizes.

123. In looking at the pricing schedule on the SOW, it appears you want 3 separate prices not inclusive of one another:

1-Base

2-Chiller room

3-Bathroom remodel

Is this correct or do you want offerors to hold the chiller in the base and just break out with the bathroom as an option?

Response: Yes, three separate numbers are required with CLIN0003 as an optional item.

124. The Solicitation provides a list of “Exclusion Periods,” but does not provide specific dates for these periods. The SOW provides a list of dates, but it does not include all of the exclusions that are included in the Solicitation, i.e. Soccer, Football, and Golf schedules. Please provide all of the exclusion dates for the performance of this contract.

Are these exclusion dates included in the 220 day performance period, or does the 220 day period exclude the exclusion dates?

Response: All dates are unavailable at this time; however, known exclusions are currently included in the 220-day performance period and any additional that may arise will addressed per Section F and the SOW. Section F states, “exclusion period will be considered and applied toward the total project performance period reflected in the contract.” Additionally, the SOW states, “The Contractor shall coordinate these dates in their proposed construction schedule.”

125. Page E-101 Keyed Note 1 detail X/E-503 does not exist. Can the Government please provide this detail.

Response: Please refer to detail 3/A-302 for light cove provided by others as part of the screen package.

126. Page E-102 Keyed Note 1 What is the size of the junction box and routing of the conduit

Response: See SOW item 4.G.mm. Provide 6”x6”x4” junction box with (2) 1-1/4” EMT conduit to wire way in room 110 (each projector box location). Refer to 1/E-401 keyed note 5 for wire way location.

127. Page E-103 Note 15. Can this be provided by the licensed electrical contractor or does it have to be a 3rd party?

Response: Please provide independent 3rd party.

128. E-401 Keyed notes 2 & 5. What is the routing of the conduit

Response: See SOW item 4.G.nn. Keyed note 2, conduits will be (4) 1-1/4” EMT conduit run vertical into projector screen interstitial space (between outer dome and inner screen by others) for audio speaker cabling by others. Keyed note 5, conduits will be (2)

1-1/4” EMT conduit to each projector pull box for projector control and signal cabling by others.

129. E-401 Keyed notes 4,7,8. What are the sizes of the junction boxes.

Response: See SOW item 4.G.oo. Keyed note 4, provide 6”x6”x4” junction box (same as item 127 response). Keyed note 7, provide 24”Hx18”Wx6”D junction/pull box.

130. E-502 projector equipment note 3. It is requiring x-ray of the floor. Is the floor post tensioned? If not, what is the X ray for?

Response: Area is slab on grade. X-Ray is not necessary unless deemed so by contractor.

131. Given the proposal deadline extension to Feb 1, will the Government also extend the deadline for receipt of PPQs?

Response: Yes. Please disregard the deadline (17 January) included on the Attachment 8 cover letter, as it is not binding. The current solicitation already affords an extension as requested. See L-1(b)(v), “It is the sole responsibility of the offerors to ensure questionnaires are submitted by the solicitation closing date.”
