Prospective Offerors Responsibilities

CAUTION - Prospective Offerors MUST propose labor rates using the Construction Wage Rates Requirements (Davis Bacon) Wage Determination provided with the solicitation.

Brief Description of Project

Project: Procurement of personnel, equipment, tools, materials, supervision, and other items and services necessary to renovate and repair the USAFA Planetarium

Type of Contract: Firm-Fixed Price Construction

Magnitude: Between $1M and $5M

Period of Performance: 220 calendar days after Notice of Award. Contractor will have 10 calendar days after receiving Notice of Award to provide performance and payment bonds to the Contracting Officer.

L-1 Proposal Preparation Instructions

Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors and subfactors.

Failure to meet a requirement may result in an offer being ineligible for award.

Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation; alternate proposals will not be accepted.

Response shall consist of two (2) separate parts; Part I - Price Proposal and Part II - Past Performance Information

PART I - Price Proposal Insert proposed unit and extended prices for all Contract Line

Item Numbers (CLINs). Section B shall be returned in its entirety.

Unit Prices and extended amounts must be rounded to the nearest whole cent (dollar values must not have more than two decimal places).

PART II- Past Performance Information Quality and Satisfaction Rating for Contracts Completed or ongoing with three years from the issue date of the solicitation

Performance Surveys:

Provide a list of no more than ten (10), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years from the issue date of the solicitation.

Recent past performance is defined as past performance on contracts within the last three (3) years from the issue date of this solicitation. Past performance for contracts exceeding the timeframe for this definition of recency will be excluded.

PART II- Past Performance Information cont… Furnish the following information for each contract listed:

1. Company/Division Name that performed the effort

2. Product/Service (type of renovation or construction)

3. Contracting Agency/Customer

4. Contract Number

5. Contract Dollar Value

6. Period of Performance

7. Verified, up-to-date name, email address, address, telephone number of the contracting officer or point of contact

8. Comments regarding compliance with contract terms and conditions

9. Comments regarding any known performance deemed unacceptable to the customer, or not in accordance with the contract terms and conditions.

Describe mitigating circumstances or actions taken to correct the unacceptable condition and preclude recurrence.

L-3 Special Instructions for Delivering Hard Copy Proposals Please mail your package as access to the USAF Academy may be difficult.

Proposals may be submitted in person at the South Gate of the USAF Academy in the Pass and Registration building (8486 South Gate Boulevard, USAFA, CO 80840) for one hour 1:00 p.m.-2:00p.m. MDT, on the closing date of the solicitation.

Late Proposals will not be accepted.

Section M

M-1 Basis for Contract Award: This is a competitive best value source selection in which competing offerors' past performance history will be evaluated on a basis significantly more important than cost or price considerations.

Price Factor:

Initially, the government shall rank all proposals by price (from lowest to highest total evaluated price), including any option prices if applicable. For proposal evaluation purposes, contract line items numbers (CLINs) shall be evaluated as follows:

CLIN 0001 + CLIN 2001 + CLIN 3001 = Total Evaluated Price

The government intends to award based on the aggregate total of CLIN 0001

+ CLIN 2001 + CLIN 3001

The lowest aggregate total of all CLINs shall constitute the lowest price offering. Offerors shall ensure that price entered for each Base CLIN and Option CLIN is exclusive of any costs of other CLINs and pricing is not duplicated to ensure the calculated aggregate of total extended price in the offeror’s lowest price for the entire project.

M-1 Basis for Contract Award cont… Past Performance Factor: Next, starting with the lowest priced offeror, the government will evaluate offerors’ past performance in order to assign an overall performance confidence rating.

In conducting the Past Performance evaluation, the government reserves the right to use both the information provided in the offeror’s Past Performance proposal and other resources available to the government. These resources include but are not limited to:

Past Performance Information Retrieval System (PPIRS) Federal Awardee Performance and Integrity Information System (FAPIIS) Electronic Subcontract Reporting System (eSRS) Other databases Defense Contract Management Agency Interviews with Program Managers, Contracting Officers, and Fee

Section M

Past Performance Factor cont… Recency Assessment: An assessment of past performance info will first be made to determine if recent. To be recent, effort must be ongoing or performed during the past three (3) years. Past performance information that fails to meet this condition will not be evaluated.

Relevency Assessment: The Government will then conduct an in-depth evaluation of all recent performance information obtained to determine how closely the products provided/services performed under those contracts relate to the requirements of this solicitation to be considered relevant. The effort must include aspects of renovation and construction in either commercial settings or on military installations that is similar or greater in scope, magnitude and complexity than the effort described in the solicitation. For each recent citation reviewed, the relevance of the work performed will generally be assessed for the attributes described below:

Technical: Can be measured by the offeror’s ability to perform a project to meet technical specifications, contract terms and conditions, and all local, state, and federal regulations as related to performing projects.

Schedule: Can be measured in terms of the timeliness in which a contractor completes, or has completed, milestones, delivery schedules, and strict adherence to phased schedules, administrative requirements, contract requirements (e.g. efforts that contribute to or effect the schedule variance).

Business Relations: Can be measured by the offeror’s integration and coordination of activity needed to execute the contract; the timeliness, completeness and quality of problem identification, and corrective action plans; proposal/modification submittals; the contractor’s history of reasonable and cooperative behavior; and customer satisfaction.

Section M

Past Performance Factor cont… Performance Quality: The government will consider the performance quality of recent, very relevant, relevant, and somewhat relevant efforts (how well the contractor performed on the contracts) in determining the overall performance confidence assessment rating.

Assigning Performance Confidence Ratings: As a result of the relevancy and quality assessments of the recent contracts evaluated, offerors will receive an integrated overall performance confidence rating. The Performance Confidence Assessment ratings include:

Substantial Confidence, Satisfactory Confidence, Neutral Confidence, Limited Confidence, or No Confidence as defined in DoD Source Selection Procedures, Table 5.

If the lowest priced evaluated proposal is judged to have a “Substantial Confidence” Performance Confidence Assessment, that offer represents the best value for the government and the evaluation Process stops at this point.

If the lowest priced offeror is not judged to have a “Substantial Confidence” performance confidence assessment, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is assessed to have a “Substantial Confidence” performance assessment or until all offerors are evaluated. If all offerors are evaluated then the Source Selection Authority shall then make an integrated assessment best value award decision.
