1. INTRODUCTION
In accordance with your request and authorization to proceed, Ninyo & Moore has conducted a
Limited Hazardous Building Materials Survey (HBMS) of the Planetarium at the United States
Air Force Academy (USAFA) in Colorado Springs, Colorado.
Ninyo & Moore understands the restrooms are scheduled for renovation. Therefore, a Limited
HBMS was conducted to identify and quantify potentially hazardous building materials prior to renovation.
This report has been prepared in accordance with generally accepted environmental science and engineering practices and applicable federal and state regulations. The report is based upon site conditions at the time of the field activities, and provides documentation of our findings and recommendations.
2. PURPOSE AND SCOPE OF SERVICES
The purpose of the HBMS was to assess and quantify asbestos-containing material (ACM), paint coatings that contain lead, and airborne fungal spores.
Ninyo & Moore performed the following services:
Visual assessment of accessible areas to evaluate the presence of suspect ACM and lead paint.
Collection of building material samples and submittal of these samples to an independent laboratory for asbestos analysis by polarized light microscopy (PLM).
Collection of paint chip samples and submittal of these samples to an independent laboratory for lead analysis in general accordance with EPA SW-846 Method 7420.
Collection of fungal spore trap samples and submittal to an independent laboratory for analysis by direct microscopic exam with dispersion staining.
Preparation of this report, presenting the data and summarizing the methodology used. This report includes a site description, figures, laboratory testing information, conclusions and recommendations, and tables summarizing the assessed building materials.

3. SITE DESCRIPTION
The subject site is the Planetarium at the USAFA in Colorado Springs, Colorado. Interior finishes were observed to be plaster, drywall, concrete, CMU walls and ceramic tile. The floors were observed to be 9”x 9” floor tile, 12”x 12” floor tile, carpet, and bare concrete. Ceilings were observed to be plaster and drywall. The dome of the planetarium was covered with spray-on insulation.
4. PHYSICAL LIMITATIONS
No physical limitations, such as locked rooms and fenced areas, were encountered during the
HMBS. However, access to the interstitial wall and ceiling spaces was limited. Therefore, there is a possibility that during renovation activities, additional ACM may be encountered in these spaces. Suspect materials encountered during renovation activities that have not been assessed previously may either be assumed to be ACM and handled accordingly, or may be sampled and analyzed at that time to assess whether they are asbestos-containing.
5. HAZARDOUS BUILDING MATERIAL SURVEY
On February 17, 2016, Ninyo & Moore conducted a Limited HBMS that included an asbestos inspection, limited lead sampling and collection of air samples to determine the presence of fungal spores.
5.1. Asbestos Inspection
Mr. Robert Neumann, a Colorado Department of Public Health and Environment (CDPHE)-certified Asbestos Building Inspector with Ninyo & Moore, conducted the asbestos inspection. The inspection was conducted in general accordance with the Colorado Air
Quality Control Commission’s Regulation 8, Part B (Regulation 8).
5.1.1. Sample Collection
A preliminary visual assessment of suspect ACM was conducted and homogeneous areas (areas in which the materials are uniform in color, texture, construction or
501013003R_HBMS.docx 3 application date, and general appearance) were identified. Each homogeneous area was observed for material type, location, condition, and friability. Representative samples were collected from each homogeneous material, within the limitations of the inspection, using EPA-recommended sampling procedures. Building materials that were sampled and analyzed for the presence of asbestos are summarized in Table 1.
5.1.2. Laboratory Analyses and Results
A total of 41 samples of suspect ACM were collected and submitted to EMC Labs, Inc.
(EMC) of Phoenix, Arizona for analysis. EMC is a CDPHE-registered asbestos laboratory and is accredited by the National Voluntary Laboratory Accreditation
Program (NVLAP No. 101926-0) for bulk asbestos fiber analysis. A copy of Ninyo &
Moore personnel and laboratory certifications are presented in Appendix A.
Due to material layering of the samples collected, 58 separate analyses were performed.
The samples were analyzed by PLM with dispersion staining (PLM/Ds), for the presence and quantification of asbestos fibers, in general accordance with EPA Method
600/R-93/116.
The lower limit of reliable detection for asbestos using the PLM method is approximately 1% by volume. Materials containing asbestos in amounts less than 1% but in excess of 0.1% are defined as containing “trace” amounts. Building materials with an asbestos content in excess of 1.0% are listed in Section 5.1.3 of this report. A
Summary of Asbestos Sample Results is presented in Table 1. Copies of the laboratory analytical reports and chain-of-custody records are presented in Appendix B.
5.1.3. Findings and Opinions
The findings of the asbestos inspection are based on our visual observations and laboratory analysis of suspect building materials. Based on the analytical results of bulk samples collected during this survey the following materials contain asbestos:

Approximately 400 square feet of non-friable mastic (black) is located under the green vinyl floor tile in the office area and contains 5% chrysotile asbestos. The material was observed to be in good condition.
Approximately 50 linear feet (lf) of friable pipe fittings (white) located in the mechanical room and in the downstairs restrooms contains 3% amosite asbestos and 4% chrysotile asbestos. The material was observed to be damaged.
The approximate locations of asbestos-containing mastic and pipe fittings are presented on Figure 1.
5.2. Lead
Limited lead sampling was conducted to assess the lead content of paint coated surfaces.
5.2.1. Assessment
Ninyo & Moore conducted a visual assessment for possible lead-based paint. The sampling was conducted in general accordance with applicable federal and state regulations within the scope of this survey.
5.2.2. Laboratory Analyses and Results
A total of 10 samples of suspect lead-based paint were collected and submitted to EMC for analysis. The samples were analyzed by atomic absorption/direct aspiration in general accordance with EPA SW-846 Method 7420.
Lead-based paint is paint with a lead concentration in excess of the EPA total threshold limit concentration of 5,000 milligrams per kilogram (mg/kg), 5,000 parts per million
(ppm), 1 milligram per square centimeter (1.0 mg/cm2), or 0.5 percent by weight. Paint with a lead concentration in excess of the laboratory reporting limit but less than the
EPA total threshold limit is considered to be lead-containing paint (LCP).
A Summary of Lead Sample Results is presented in Table 2. Copies of the laboratory analytical reports and chain-of-custody records are presented in Appendix C.

5.2.3. Findings and Opinions
The findings of this assessment are based on limited paint chip samples collected from the subject site. Five of the 10 samples collected were reported to contain lead exceeding the analytical reporting limit. However, none of the samples contained lead exceeding 0.5%. Therefore, the painted walls and ceilings are considered LCP. The approximate location of lead-containing paint is presented on Figure 1.
5.3. Mold
A limited fungal assessment was conducted inside the building. The assessment included a limited visual inspection, concentrating on potential fungal growth and water intrusion areas, collection of air samples for fungal spore analysis, assessment of possible moisture sources.
5.3.1. Assessment
Ninyo & Moore conducted a visual assessment for the presence of moisture damage and suspect microbial growth in the building.
5.3.2. Air Sampling and Laboratory Analysis
Viable and non-viable mold spores and solid aerosols in the indoor air were collected at four locations inside the building using Air-O-Cell sampling cassettes. Two air samples were collected outside of the facility to use as a comparison benchmark. Each cassette was connected to a sampling pump set to draw 15 liters of air per minute. The duration of the sample collection was 5 minutes, which resulted in collection of a 75-liter sam-ple. Sample cassettes were labeled with the sample location and date, placed into sealed bags, and shipped to EMC for analysis. EMC is accredited by the American Industrial
Hygiene Association’s (AIHA) Environmental Microbiology Laboratory Accreditation
Plan (EMLAP) for microbiology analysis
A Summary of Air Sample Results is presented in Table 3. Copies of the laboratory analytical reports and chain-of-custody records are presented in Appendix D.

5.3.3. Findings and Opinions
The findings of this assessment are based on a limited visual reconnaissance and limited air sampling. No moisture or fungal damaged building materials were observed in the building. Three of the total fungal spore concentrations reported indoors exceeded those reported outside the building.
Generally, the fungal genera present in the indoor environment should be similar to the genera outdoors. The total fungal spores reported indoors should be less than the outdoor concentration. Samples collected in the handicap restroom, the office area and the electrical room exceeded the outside spore concentration. This indicates a fungal proliferation site likely exists inside the building. The approximate locations of the air sample collection are presented on Figure 1.
6. RECOMMENDATIONS
Based on the analytical results of the bulk samples collected during the limited asbestos inspection and limited lead sampling, ACM and lead-containing paint were identified. Therefore, the following recommendations and precautions are provided:
Prior to renovation that will disturb ACM, the material should be removed in accordance with applicable federal, state, and local regulations.
Any suspect ACM discovered during demolition that was not assessed during this or previous inspections should be sampled and analyzed for asbestos content prior to disturbance.
Any renovation that will disturb LCP should be conducted in accordance with 29 CFR
1926.62 which applies to all construction work where an employee may be exposed to lead.
Prior to disposal of renovation or demolition debris, the generator should determine if the waste is hazardous by the toxicity characteristic leaching procedure (TCLP). Solid waste exceeding 5 milligrams per liter (mg/L) via TCLP exhibit the characteristic of toxicity and should be disposed of as hazardous waste in accordance with Subtitle C of the Resource Conservation and Reclamation Act (RCRA).
Porous building materials observed during renovation to be moisture or fungi damaged should be discarded. Non-porous building materials observed to be damaged by moisture or fungi should either be discarded or cleaned by a qualified fungal remediation contractor.

7. LIMITATIONS
Ninyo & Moore's opinions and recommendations regarding environmental conditions, as presented in this report, are based on limited sampling and analysis. The samples collected and used for testing, and the observations made, are believed to be representative of the area(s) evaluated.
However, if additional suspect ACM or hazardous building materials are encountered during demolition activities, these materials should be sampled by qualified personnel, and analyzed prior to further disturbance.
The environmental services described in this report have been conducted in general accordance with applicable regulation and the standard-of-care exercised by environmental consultants performing similar work in the project area. Variations in site conditions may exist and conditions not observed or described in this report may be encountered during subsequent activities.
This document is intended to be used only in its entirety. No portion of the document, by itself, is designed to completely represent any aspect of the project described herein. Ninyo & Moore should be contacted if the reader requires any additional information, or has questions regarding content, interpretations presented, or completeness of this document.
The environmental interpretations and opinions contained in this report are based on the results of laboratory tests and analyses intended to detect the presence of ACM in samples collected from the subject site. The testing and analyses have been conducted by an independent laboratory, which is accredited by the NVLAP, for bulk asbestos fiber analysis. Ninyo & Moore has no involvement in, or control over, such testing and analysis. Ninyo & Moore, therefore, disclaims responsibility for any inaccuracy in such laboratory results.
Ninyo & Moore’s conclusions, recommendations, and opinions are based on an analysis of the observed site conditions. It should be understood that the conditions of a site could change with time as a result of natural processes or the activities of man at the subject site or nearby sites. In addition, changes to the applicable laws, regulations, codes, and standards of practice may occur due to government action or the broadening of knowledge.
