About this file
This Statement of Work (SOW) details a renovation project for a wood floor fitness center spanning 7,004 sq ft, with two contract line items (CLINs). CLIN 0001 is a firm-fixed-price contract for screening, recoating, and repainting the existing maple floor, involving machine-screening the surface, applying two coats of oil-modified high-solids polyurethane, and repainting sport court lines using MFMA-approved acrylic paint. CLIN 0002 is an optional resurface option involving deep sanding and refinishing, to be awarded based on available funding.
The project requires maintaining specific environmental conditions (65-75°F, RH ≤ 50%), using low-VOC materials compliant with EPA and DoD regulations, and meeting MFMA performance standards for shock absorption, deflection, ball bounce, and surface friction. The contractor must provide comprehensive documentation including product data, safety data sheets, test certificates, and line-striping layouts. The work includes precise surface preparation, mechanical screening, finish application, and line repainting with strict tolerances. The contractor will warrant all workmanship and materials for one year from acceptance, with the project governed by standards from UFC, AFMAN, and MFMA regulations.

Statement of Work (SOW) Wood Floor Fitness Center
RFQ FA670325Q0020
Amendment 3
Statement of Work (SOW)
1.0 Project Overview
1.1 Title: Screen, Recoat & Repaint Lines of Existing Maple Floor System 1.2 Facility Area: 7,004 sq ft 1.3 Objective: Restore performance and appearance of the existing maple athletic floor through a screen-and-recoat process using oil-modified high-solids polyurethane, then accurately repaint court lines with MFMA-approved materials in compliance with DoD UFC 4-740-02, AFMAN 32-1084, UFC 1-200-01, and MFMA PUR Standards.
2.0 Contract Line Item Numbers (CLINs)
CLIN 0001 – Screen, Recoat & Repaint Lines – Firm-Fixed-Price CLIN 0002 – Optional Resurface (Deep Sanding & Refinish) – Awarded at time of contract if funding is available
3.0 Scope of Work
3.1 CLIN 0001 – Screen, Recoat & Repaint Lines
• Machine-screen entire floor surface to remove only the existing topcoat and promote adhesion of new finish (100–120-grit non-woven pads; 175–220 RPM orbital buffer).
• Apply two full coats of oil-modified high-solids polyurethane (VOC ≤ 350 g/L), targeting 2.5– 3 mil dry film thickness per coat.
• After final coat cures ≥ 24 hr, accurately repaint all sport court lines (basketball, volleyball, multi-use) using MFMA-approved one-component acrylic paint (VOC ≤ 250 g/L).
• Maintain ambient conditions: 65–75 °F and RH ≤ 50%.
• Provide product data, SDS, MFMA test certificates, line-striping layout, and tape/application statements.
3.2 CLIN 0002 – Optional Resurface (Deep Sanding & Refinish)
• Remove all existing finish layers to bare maple using drum sander (60–80-grit belts) without exposing or damaging wood.
• Repair loose or damaged boards, cracks, and gouges; fill and level substrate to a uniform condition.
• Machine-screen lightly (220-grit pad) to refine profile after repairs.
• Apply two full coats of the same oil-modified high-solids polyurethane finish as CLIN 0001.
4.0 Preparation and Protection
• Verify environmental conditions: maintain 55–75 °F and 35–50 % RH; test slab moisture per
ASTM F2170 (RH ≤ 75 %).
• Mask all floor plates, inserts, fixed equipment, walls, base moldings, and adjacent surfaces with low-tack tape and poly film (min 6 mil).
• Coordinate work hours and access restrictions with facility manager.
5.0 Cleaning and Surface Preparation
• Vacuum entire floor with HEPA-filtered unit to remove dust and debris.
• Tack-clean with manufacturer-approved, low-VOC solution to eliminate fine particulates.
• Verify surface is clean, dry, and free of waxes, oils, adhesives, or other contaminants.
6.0 Mechanical Screening
• CLIN 0001: Screen only existing topcoat with 100–120-grit non-woven pads on 175–220 RPM orbital buffer.
• CLIN 0002: Deep sand with drum sander (60–80-grit) then refine with 220-grit pad.
• Ensure uniform abrasion without overcutting or exposing raw wood beyond specification.
7.0 Finish Application
• Materials: MFMA-approved oil-modified high-solids polyurethane; VOC ≤ 350 g/L.
• Two coats applied by roller or spray; maintain 4–6 hr dry time between coats with ventilation.
• Performance per MFMA PUR Standards:
o Shock absorption ≥ 35 % o Vertical deflection 0.23–0.36 in at 250 lb point load o Ball bounce ≥ 90 % rebound o Surface friction (ASTM D2047) static coefficient 0.50–0.80
• Environmental compliance: U.S. EPA VOC rules; DoD indoor air quality; local hazardous-material regulations.
• Submit SDS for each product and containment/disposal plans.
8.0 Line Repainting (CLIN 0001)
• Layout & Verification: deliver scaled diagram; confirm dimensions per UFC 4-740-02 § 2-4.
• Paint: one-component acrylic, low-VOC (≤ 250 g/L); color per facility standard.
• Masking: use low-tack, UV-resistant line tape (3M 233+ or equivalent).
• Application: two coats brush/roller or fine spray; target wet film thickness 2–3 mil each.
• Tolerances: line width ± 1/8 in; straightness max deviation 1/4 in per 50 ft; sharp edges, no bleed.
• Submit striping layout, paint SDS, and application method statement.
9.0 Compliance and Standards
• UFC 4-740-02: Indoor fitness center design and court layouts
• AFMAN 32-1084: Category Group 45 Recreation and Wellness Spaces
• UFC 1-200-01: General building materials and indoor finishes
• MFMA PUR Standards: Athletic performance, finish durability, and line-marking criteria
• FAR Subpart 11.002: Performance-based acquisition guidelines
10.0 Testing, Inspection & Acceptance
• Performance tests per MFMA: shock absorption, deflection, ball bounce, slip resistance.
• Line inspection: measure width, straightness, color uniformity, edge quality.
• Joint inspection with facility manager; correct deficiencies at no cost.
• Submit final inspection report, one-year warranty documents, and maintenance schedule.
11.0 Warranty
Contractor shall warrant all workmanship and materials for one year from acceptance. Finish and line paints carry manufacturer’s standard warranties covering adhesion, wear, and color retention.
