About this file
This Statement of Work (SOW) details a rubber floor removal and installation project for the Dobbins Air Reserve Base (DARB) Fitness Center. The project requires removing 2,200 square feet of existing flooring and installing new permanently adhered resilient athletic rubber flooring with specific performance requirements. Key specifications include a ⅜-inch thick dual durometer rubber material with a non-porous, slip-resistant top layer and cushioned bottom layer, in neutral tones like charcoal or slate.
The contract mandates installation within 60 calendar days, with work performed during normal business hours (7:00 a.m. - 5:00 p.m.). Contractors must complete a DARB Visitor Request and pass a background check to access the site. Performance standards include 10-year durability, water and slip resistance, minimal maintenance, and ability to withstand heavy foot traffic. The flooring must be non-toxic, fire-resistant, and meet specific standards for vertical load, indentation resistance, and impact performance. Contractors are required to provide disposal documentation and prioritize material recycling in alignment with DoD sustainability goals.

1.1. Conduct all work in accordance with this SOW, all applicable federal, state, and local regulations, and Air Force specifications for recreational surfaces.
1.2. The Contractor is responsible for verifying site conditions, measurements, quantities, and materials needed to complete this project prior to submitting a solution.
1.3. The Contractor shall furnish all labor, materials, equipment, and services necessary to remove existing flooring, install rubber flooring.
2. Rubber Floor REMOVAL:
2.1 Contractor shall remove all existing flooring materials within the designated gym area prior to installation of new resilient athletic flooring. This includes, but is not limited to:
2.1.1. Rubber tiles or rolls (interlocking or adhered)
2.1.2. Adhesive residues
2.1.3. Transition strips, base moldings, and any subfloor treatments incompatible with new installation
2.1.4. Execution Standards:
2.1.5 FAR Subpart 11.302 – Performance-based acquisition for demolition and removal
2.1.6 UFC 1-200-01 – General Building Requirements for demolition and material handling
2.1.7 AFI 32-1024 – Standard facility maintenance and renovation procedures
2.1.8 AFMAN 32-1084 – Facility requirements and space utilization guidance
2.1.9.1. Inspect the concrete substrate for cracks, uneven surfaces, moisture intrusion, or other deficiencies that may affect flooring adhesion or performance.
2.1.9.2. Perform necessary repairs to ensure a level, clean, and dry surface suitable for permanent flooring installation.
2.1.9.3. Mechanically remove all adhesive residues, dust, debris, and contaminants using approved methods (e.g., shot blasting, grinding).
2.1.9.4. Confirm substrate conditions meet manufacturer specifications for resilient athletic flooring adhesion and curing.
2.1.10. Disposal and Environmental Compliance All removed materials shall be handled as follows:
2.1.10.1. Dispose of flooring waste in accordance with EPA regulations and local environmental control standards.
2.1.10.2. Provide disposal documentation (e.g., manifests, receipts) if required by the installation’s environmental office.
2.1.10.3. Recycle removed materials when feasible, in support of DoD sustainability and waste reduction goals.
2.1.11. Coordination and Scheduling Contractor shall:
2.1.11.1. Coordinate removal and installation activities with the facility manager and contracting officer to minimize operational disruption. 2.1.11.2. Submit a phased execution plan if work must be completed in stages due to facility access or mission requirements.
2.1.11.3. Ensure all work complies with installation security, safety, and access protocols.
3. Installation
3.1.1. Install permanently adhered resilient athletic flooring in designated gym areas totaling 2,200 square feet, applied directly to the existing concrete substrate, with the following specifications:
3.1.2. Installation shall follow manufacturer specifications and UFC guidance for substrate preparation, adhesive selection, and curing time.
3.1.3. Dimensions: Total coverage area shall be 2,200 square feet, distributed across stretching, cardio, selectorized machine weights, and free weight zones.
3.1.4. Floor Color: Manufacturer standard color options with preference for neutral tones (e.g., charcoal, slate) that support visual consistency and minimize glare; speckled or textured finishes permitted for branding alignment.
3.1.5. Thickness: ⅜ inch (9–10 mm)
3.1.6. Material: Dual durometer layers of natural and synthetic rubbers, calendared and vulcanized together. Top layer shall be non-porous, slip-resistant, and textured;
bottom layer shall provide cushioned support for athletic performance. Flooring must be permanently adhered—interlocking tiles are not permitted.
3.1.7. Non-toxic and compliant with EPA indoor air quality guideline
3.1.8. Fire-resistant, meeting ASTM E648 (Critical Radiant Flux) and NFPA 101 standards
3.2. Installation Surface Preparation:
3.2.1. The contractor shall inspect and prepare the sub flooring to ensure proper adhesion, addressing any irregularities prior to installation.
4. PERFORMANCE STANDARDS:
4.1. The installed flooring shall meet the following performance standards:
4.1.1. Durability: Withstand heavy foot traffic and for a minimum of 10 years.
4.1.2. Maintenance: Require minimal maintenance, with the contractor providing a maintenance guide outlining care procedures.
4.1.3. Vertical Load: ≤ 0.005 inches (0.127 mm) residual indentation under a 250 psi load is considered acceptable for high-performance athletic flooring.
4.1.4. Resists dents, scratches, and permanent indentations from heavy equipment
4.1.5. Maintains shape and performance under repeated stress and foot traffic Impact
4.1.6. Water-resistant and slip-resistant—even when wet
