Question: During the onsite pre-bid walk through it was noticed that some interior and exterior walls at the original building have abandoned core drilled holes. Some of the holes have rusted and/or damaged escutcheon plates and some are open and not protected in any way. The areas where these abandoned holes were noticed are not located in areas where we will be performing work. Core drill penetrations related to the contract work will be addressed/repaired. We cannot find any indication in the contract documents that these existing abandoned core drilled holes are to be repaired under this contract. Please confirm that addressing the abandoned core drilled openings are not in contract.
Government Answer: Be aware that two openings on the building plan west side appear to be wall clean-outs for the restrooms, with one cover that is currently out of place.
Seal penetrations per Electrical General Notes #10, Plumbing General Notes #11, and Specifications section 07 84 00.
Building deficiencies outside scope are to be identified to the KO.

Paragraph 2.0 Building or Facility Requirements in the provided Design Analysis states that no lead paint or asbestos investigation surveys were provided to the Design Team. Please advise if surveys were completed on the building and provide the information for review so quantities can be verified for bidding purposes. If the surveys are not available, please confirm that any hazardous materials found during the construction and any required remediation will be handled as a unforeseen condition/ change order.

Question1: Bid date is stated as 18 April 2022. Per solicitation, funds are not available at this time. The solicitation states “Offers providing less than 120 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected”. The construction materials are highly volatile in regard to procurement costs and uncertainty of availability. What measures will the government allow contractors to re-visit the cost and availability criteria and adjust proposal accordingly when funds for award are available?
Government Answer: This is a firm fixed price contract that provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. This contract type places upon the contractor full responsibility for all costs and resulting profit or loss.
Base your proposal on 120 calendar days for Government acceptance after the date the offers are due.
Question2: The Period of Performance is stated as “The contractor shall begin performance within 10 calendar days and complete it within 252 calendar days after receiving NTP. The volatility of availability of construction product has left Contractors with long lead times for some key and milestone items. How will the government make adjustments in the POP when it is determined that long lead could push the completion beyond POP?
Government Answer: The Government maintains the right to adjust the Period Of Performance, as needed, when it is determined that a long lead for some key and milestone items could push the completion date beyond the agreed upon Period Of Performance stated in the signed contract.
Question3: What is requirement for full time on-site personnel, i.e., Superintendent, Safety Manager, SSHA? Please clarify Government Answer: See Specifications section 01 30 00.
