About this file

This file is a Questions and Answers document for Solicitation FA665626R0007, an Architecture and Engineering (A&E) Services contract with the Department of the Air Force Reserve Command. The solicitation seeks A&E design services for the Repair Club Kitchen and Dining Room at Youngstown Air Reserve Station (YARS), with scope including technical engineering specifications, structural drawings, and floor layouts through 35%, 65%, and 100% design completion marks. The Brooks Act applies to this procurement, and pricing should not be included in the SF330 submission.

The Q&A clarifies two key requirements for prospective contractors. First, regarding the 20-point geographic-location criterion, the 100-mile radius requirement from YARS is a scoring consideration rather than a pass/fail eligibility criterion and is intended to encourage local company participation. The requirement can be satisfied by either the prime A&E firm or an identified subconsultant or Architect of Record maintaining an established office within the radius. Second, Ohio professional registrations (Architect, Electrical, Mechanical, Structural, and other applicable disciplines) must be obtained by those responsible for stamping drawings at the time the plans are submitted to the government, though this does not need to occur before SF330 submission or contract award. All questions regarding the solicitation must be submitted by email to kimberly.hitchcock.1@us.af.mil by 1000 hours on 14 October 2026.

1. For purposes of the 20-point geographic-location criterion, must the prime A&E firm maintain an established office within 100 miles of YARS, or may the requirement be satisfied by an identified subconsultant or Architect of Record whose office is within that radius? Additionally, is the 100-mile requirement a pass/fail eligibility condition or just a scoring consideration? The 100 miles radius of YARS is basically there to encourage local companies to apply. There is no criteria stating they must be within 100 miles and YES the Subconsultant or Architect of Record who lives elsewhere or within the 100 mile radius can provide the requirement. The 100 mile requirement is NOT a PASS/FAIL eligibility, but just a scoring consideration. Projects seem to go somewhat easier when the Design Professionals are close and able to be on site.

1. Regarding Ohio registration, must the prime firm and its designated architect in responsible charge hold the applicable Ohio registrations at the time of SF330 submission, or may those registrations be obtained before contract award? I think the easiest way to explain this is: Those who will need to stamp the drawings, Architect, electrical, mechanical, structural, etc. Will need to have an Ohio Registration at the time the plans are submitted.
