About this file

This is a Questions and Answers document clarifying requirements for an Architect and Engineering (A&E) design services solicitation for the Repair Club Kitchen and Dining Room at Youngstown Air Reserve Station. The document addresses key technical and organizational questions from prospective bidders regarding design approach, deliverables, team composition, and experience requirements.

Key clarifications include: the Architect of Record may be provided through subcontracting arrangements provided the individual sealing plans is Ohio-licensed; all required professional disciplines (architectural, structural, mechanical, electrical, plumbing, fire protection, and food-service/kitchen design) will be needed; the selected firm will receive government-provided access to the base for site visits, verification, and measurements; existing record drawings in mylar, PDF, and AutoCAD formats will be made available; all deliverables must be in AutoCAD format and PDF rather than BIM/Revit; relevant commercial, institutional, or kitchen/dining facility A&E experience is acceptable alongside DOD/Air Force experience, with emphasis on familiarity with installation procedures and subcontractor access protocols; subcontractor qualifications may be used to demonstrate overall team qualifications for SF330 evaluation purposes; and there are no specific self-performance requirements mandated for the prime contractor.

Text version

1. Is the prime A&E firm required to have an Ohio-licensed architect on staff, or may the Architect of Record be provided through a subcontracting/team arrangement? Whomever is sealing the plans, needs to be registered in the State of Ohio.

1. Please confirm the professional disciplines anticipated for the project, including whether architectural, structural, mechanical, electrical, plumbing, fire protection, and food-service/kitchen design services will all be required. Yes, that is correct and only the individual who is sealing their work needs to be licensed in the State of Ohio.

1. Are site visits and field verification required as part of the design effort, and if so, is a government-organized site visit anticipated? If selected the design firm will be given access to the base for all key personnel to perform verification/measurements as needed.

1. Are existing architectural, structural, mechanical, electrical, plumbing, and as-built drawings available for Building 113 and will they be provided to the selected A&E firm? Yes, some of our record drawings are mylar, PDF, and Autocad and will be made available.

1. Please confirm whether the Government anticipates requiring BIM/Revit deliverables or whether AutoCAD-based design files will be acceptable. Base Engineering will require all on Autocad format and PDF.

1. Does the Government require previous Department of Defense or Air Force project experience, or will comparable commercial/institutional kitchen, dining facility, and building-renovation A&E experience be considered relevant? Relevant experience is suitable for the requirements. It’s somewhat helpful if previous experience with DOD or Air Force way of life works. Mostly procedures of working on installations and getting subcontractors access.

1. For SF330 evaluation purposes, may relevant past performance and project experience of proposed subcontractors/consultants be used to demonstrate the qualifications of the overall A&E team? YES

1. Are there specific requirements regarding the percentage of design work that must be self-performed by the prime contractor? No.
