About this file

This document is a Selection Board Evaluation Criteria form for a 2026 Open End Architect & Engineer (A&E) Contract with the Department of War (DOW)/Department of Defense (DOD).

The evaluation criteria consist of seven factors weighted to assess A&E design companies. Criterion 1, weighted at 30 points, evaluates specialized experience and technical competence in multidiscipline capabilities including architectural, interior design, electrical, civil, structural, environmental, and mechanical disciplines, as well as technical competence in energy conservation, pollution prevention, waste reduction, use of recovered materials, and sustainability of design. Criterion 2, weighted at 25 points, assesses professional qualifications necessary for satisfactory performance and availability of key personnel. Criterion 3, weighted at 15 points, evaluates capability to accomplish work within required timeframes. Criterion 4, weighted at 15 points, examines past performance on government and private sector contracts regarding cost control, quality of work, and schedule compliance, requiring documentation of previous contracts with contact information. Criterion 5, weighted at 20 points, assesses location in the geographical area of the 910th Airlift Wing, Youngstown Air Reserve Station, and knowledge of local and environmental laws and regulations. Criterion 6, weighted at 5 points, considers the volume of previous DOW A&E contract awards to promote equitable distribution among qualified firms, including those without prior DOW contracts. Criterion 7 is a mandatory pass/fail requirement that firms maintain current, active status in the System for Award Management (SAM.gov); firms failing this requirement are ineligible and will not be rated on criteria 1-6. The form includes columns for evaluators to record weight, points awarded, and resulting ratings for multiple design companies.
