Selection Board Evaluation Criteria - 2026 Open End A & E Contract
This document is a selection board evaluation criteria template for a 2026 open-end Architect and Engineer (A&E) contract for the 910th Airlift Wing, Youngstown Air Reserve Station. The evaluation framework assesses A&E design companies across seven criteria with a maximum total weight of 120 points. Criterion 1, weighted at 30 points, evaluates specialized experience and technical competence in multidisciplinary capabilities including architectural, interior design, electrical, civil, structural, environmental, and mechanical disciplines, along with expertise in energy conservation, pollution prevention, waste reduction, and sustainable design practices. Criterion 2, weighted at 25 points, addresses professional qualifications and availability of key personnel; Criterion 3, weighted at 15 points, assesses capability to accomplish work within required timeframes; and Criterion 4, weighted at 15 points, evaluates past performance on government and private contracts regarding cost control, quality, and schedule compliance, requiring documentation of previous contracts with contact information.
Criterion 5, weighted at 20 points, evaluates location proximity to Youngstown Air Reserve Station and knowledge of local and environmental laws and regulations. Criterion 6, weighted at 5 points, considers volume of prior Department of War/Department of Defense A&E contract awards to effect equitable distribution among qualified firms, including those without prior DOW contracts. Criterion 7 is a mandatory eligibility requirement (YES/NO response) mandating that firms maintain current, active Central Contractor Registration (CCR) status and demonstrate willingness and ability to register in the Wide Area Workflow (WAWF) invoice and payment processing system at time of award; failure to meet this requirement renders the firm ineligible for evaluation on criteria 1-6.
