1. The solicitation states that funds are not presently available. Does the Government anticipate funding becoming available before the planned selection and award? Yes

May a qualified local subconsultant or teaming partner satisfy all or part of this criterion, or must the prime firm maintain an established local office? Must be within 100 mile radius from YARS
1. The SF1442 indicates that an offer guarantee and performance and payment bonds are required. Are these requirements intended to apply to this A&E design-services procurement? If so, please identify the required amounts and submission requirements. These are NOT required
1. Are there minimum professional liability or other insurance limits applicable to the prime A&E firm and its subconsultants? Not required
1. Please confirm whether the October 22 submission consists solely of an SF330 emailed to the address identified in the solicitation. Is a price proposal, signed SF1442, hard-copy submission, or offer guarantee required at this stage? Solely SF330 e-mailed
1. Must the prime A&E firm or Architect of Record hold an Ohio professional license, or may the contract be performed under a professional registration from another U.S. jurisdiction? Ohio professional license is required
1. Does the Government anticipate providing or generating Controlled Unclassified Information under this contract that would require NIST SP 800-171 safeguarding under DFARS 252.204-7012? No
1. Will the Government issue additional requirements defining the anticipated design phases, submission percentages, site visits, specifications, cost estimating, kitchen-equipment coordination, and construction-phase services? This will be issued after award.
1. The RFP does not mention when questions are due. Will the government please add a final due date for questions? Posted on SAM.gov. Questions due 14 October

1. Does the government require the SF1442 to be included with the SF330 at submission and, if so, where should it be? Is it ok with the government to include the SF1442 as an item in the appendix? We only require the SF330
1. Will any amendments that are published by the government also be required to submit as with the question about the 1442? No
1. Will the government please confirm that this is for the design only, and not the actual repair or construction (or design-build) of building 113 as that would require a construction NAICS code. Posted on SAM.gov
1. Section L does not list any instructions to offerors regarding the composition of the SF330. Can the government define the number of projects offerors shall include, and which aspects of Sections E, F, G, and H will be evaluated more favorably? Evaluation criteria is posted on SAM.gov
