About this file

This is a Questions and Answers document for RFP FA665626R0004 addressing clarifications on mobile track storage systems for the Air Force Reserve Command's 910 OSS Aircrew Flight Equipment Section. The document clarifies technical specifications, delivery logistics, and project scope across two separate installations in Buildings 407 and 413.

Key technical clarifications include: revised drawings reflecting larger shelving units than originally shown, with all units measuring 96 inches overall height (88.25 inches inside shelving height), 48 inches wide, and 24 inches deep per side for double-access units. Metal steel end panels are preferred over melamine/plastic, with sand-colored metal finish. Hinged doors are specified at 88.25 inches tall, and non-slip vinyl or vinyl-covered decking is acceptable. Building 413 requires four total carriages (one stationary on the far left, three mobile units) with a minimum 48-inch aisle, while Building 407 requires five total carriages (one stationary on the far left, four mobile units) also with a minimum 48-inch aisle. All shelving must be custom-fitted to specific contents, full-size lockers must be keyed identically, and each carriage requires a metal fire department sign. The contractor is responsible for removing and disposing of existing 30+ year old Spacesaver systems, providing its own dumpsters and forklift support, with no floor repair required post-removal. Delivery can be coordinated under single mobilization to both buildings across a parking lot approximately 100 feet apart, with ground-level entrance access. The revised proposal deadline is September 15, 2026, with award decision by September 30, 2026. Subcontracting for installation is permitted, and site visit attendance was optional. FAR 52.219-14 and 52.219-33 do not apply due to estimated dollar amount under the Simplified Acquisition Threshold.

QUESTIONS AND ANSWERS FOR

RFP FA665626R0004

The drawings and the on-site visit review of the shelving need did not match. The drawings show a much smaller unit than what was expressed at the meeting. Is there going to be new revised drawings?

Yes, we will update the drawings to match If there are going to be new drawings, does that change the timeline of when the bid is due (9.8.26) and the deadline to make a decision (9.30.26)?

The proposals will now be due 15 September 2026. If an award is still made, it will be made on or before 30 September 2026.

What type of floor surface to you want for the “floor and rail” system?

Either regular decking with high performance vinyl or marine grade for the floor covering.

What are the elevations for A1,A2,A4, A5? Typically the different types require a different configuration or shelving type, but none were called out.

96" overall height (Inside shelving is 88.25"). A1 are the 48” end units with lockable doors, A2 are the 48” units with 24” shelving on each side. We are removing the other A4 and A5 from the drawing as it’s caused some confusion. The shelving depth will also be corrected in the drawing to reflect 24” deep shelving in each unit as long as overall length to match the SOW.

What type of end panels do you want?

Metal/Steel end panels are preferred The shelving depths on each double access (2-sided) carriage or stationary are 24”D per side .Spec indicates 12”D a side.

Yes, 24"D shelving per side Deck material to be non-slip vinyl material or vinyl covered deck (plywood or OSB with vinyl covering)?

Yes, both are acceptable Spec calls for shelving uprights at 97”T. Both current systems’ shelving is 88”T but when nested in the mobile system it arrives at 96”/97”T. Please confirm to keep with 88”T shelving height?

Yes, please keep shelving height at 88"T Spec calls for standard hinged doors 97 ¼”T. Again, currently the hinged doors are 88 ¼”T and once nested in the stationary carriages they arrive at 97 ¼” tall. Please confirm to use 88 ¼”Thinged doors & uprights?

Yes, please keep hinged doors 88 1/4"T Cosmetic end panels to be steel instead of double-sided melamine/plastic or laminate? Yes, steel end panels instead of melamine/plastic or laminate.

Can a full 54-foot trailer access the site and get sufficiently close to the delivery entrances for Buildings 407 and 413?

Yes, we would have room. Would have cordon off parking areas and coordinate for that.

Approximately how far apart are Buildings 407 and 413?

They are across a parking lot from each other, probably 100’ apart.

Does each building have a loading dock, or will unloading/delivery be through ground-level entrances?

Ground-level entrances Are photographs or additional information available showing the existing mobile track systems that will require dismantling and removal?

Government is not providing photos, the site visit was the opportunity for contractors to take photos.

Following removal of the existing rails/deck, is the contractor responsible for any patching or repair of the existing flooring, or is floor repair outside the contractor's scope?

Floor repair will not be a part of this project.

May removal of the existing systems from both buildings, receipt of both new systems, and installation of the new systems be coordinated under a single mobilization?

Yes The Statement of Work assigns the contractor disposal of the existing mobile storage systems including hauling and dumpster costs. Will the Government furnish scrap or waste containers on site for the removed material, or should the contractor plan to bring roll-off containers onto the installation?

The contractor will need to provide their own dumpsters for scrap and waste material.

The existing systems are government property. Is there a turn-in, property sign-off, or DRMO step required before the removed material can leave the installation?

The contractor will be responsible to remove, haul away, and dispose of old systems.

Is forklift support available at Buildings 407 and 413 for offloading the new systems, or should the contractor plan to supply its own? The shipment runs roughly 14,500 pounds across the two rooms.

Contractor will supply its own forklift.

Do you have the name of the brand that was installed previously? It will help a lot for disposal?

Both current systems are 30+ year old Spacesaver models. One is manual and the other is powered.

The solicitation includes FAR 52.219-6 but does not appear to include FAR 52.219-14 or 52.219-33. If a small-business prime supplies a U.S.-manufactured mobile storage system from Datum Storage Solutions and manages the required installation and disposal scope, does the Government intend the Nonmanufacturer Rule or any limitation on subcontracting to apply? If so, please identify the applicable clause and required compliance method.

52.219-14 and 52.219-33 do not apply to this purchase due to the estimated dollar amount under SAT.

The notice described the August 17 site visit as a “site visit opportunity.” Please confirm that attendance is optional and that an otherwise compliant proposal from a vendor that did not attend remains eligible for award.

It would have been helpful to attend, but not required.

May the prime contractor use an OEM-authorized installation crew or subcontract installer for field measurement, removal/disposal, and installation, provided the prime remains fully responsible for performance?

Subcontracting is allowed for installation.

Please confirm that the quantities in Attachment 01 are the minimum required bill of materials and that Attachment 02 drawings govern layout/dimensions where they provide additional detail.

SOW and drawings were revised, please see revised documents posted to sam.gov.

AFE #1, Bldg 413:

4 carriages total: 2 outside are stationary, and 2 inside are mobile with a 36" aisle?

4 carriages total, 1 stationary to the far left, 3 mobile. Would like a 48” aisle, after remeasuring with the equipment being stored a 48” aisle would work better.

All measure: 16 feet (192" deep), 96" overall height (Inside shelving is 88.25"), 48" wide with 24" shelving on both sides and a panel in between?

Yes, those measurements are correct Full size lockers on the outsides of both stationary carriages, all must lock and be keyed the same?

Yes, this is correct End panels must match the rest of the system?

Yes, we would prefer them to match. However, not mandatory Each carriage must have mechanical wheels on the front for operation?

Yes, to facilitate moving them on the track. Except the stationary carriage.

All shelving must be custom-fit according to the contents of each section of each carriage?

Yes, this is correct Metal #4 sign to be attached to front of each carriage?

Yes, this is a fire department requirement Ceiling is 120" from the floor?

Yes, this is correct Either regular decking with high performance vinyl or marine grade for the floor covering?

Yes, this is correct Metal color: Sand or similar?

Yes, this is correct Overall system width to be 22’ 2”?

The overall width will depend on the aisle, we would like a 48" aisle minimum, anything over that is acceptable There are two (2) 16’L X 48”W double access fixed stationary carriages – one (1) at far end left and one (1) at far end right. Spec reads as if there is only one (1)?

There will only be one stationary fixed carriage at the far left, this was an error in the SOW, it will be corrected.

The two (2) double access (2-sided) stationary carriage ranges have the hinged door ‘lockers’(storage) on the outer sides – one outer side right and one outer side left?

Both ends have hinged door 'lockers' the far left will be stationary and the far right will be mobile There are two (2) 16’L X 48”W double access mobile storage carriages?

There will be three mobile storage systems, two double access and one on the right end with hinged door 'lockers'.

AFE #2, Bldg 407:

5 carriages total: 2 outside are stationary, and 3 inside are mobile with a 36" aisle?

There will be 5 total, 1 stationary on the left and 4 mobile units, Would like a 48” aisle, after remeasuring with the equipment being stored a 48” aisle would work better All measure: 14.4 feet (172" deep), 96" overall height (Inside shelving is 88.25"), 48" wide with 24" shelving on both sides and a panel in between?

Yes, those measurements are correct I measure 20 feet when closed with 5 48”?

Yes, that is what we measure as well Full size lockers on the outsides of both stationary carriages, all must lock and be keyed the same?

There will be one stationary on the far left end, the other carriage with full size lockers will be on the far right but be moveable. All should be keyed the same End panels must match the rest of the system?

Yes, we would prefer them to match. However, not mandatory Each carriage must have mechanical wheels on the front for operation?

Yes, to facilitate moving them on the track. Except the stationary carriage.

All shelving must be custom-fit according to the contents of each section of each carriage?

Yes, this is correct Either regular decking with high performance vinyl or marine grade for the floor covering?

Yes, this is correct Metal color: Sand or similar?

Yes, this is correct Overall system width to be 25’ 8”?

The overall width will depend on the aisle, we would like a 48" aisle minimum, anything over that is acceptable There are to be two (2) 14’L X 48”W double access fixed stationary carriages – one (1) at far end left and one (1) at far end right. The older spec reads as if there is only one (1)?

There will only be one stationary fixed carriage at the far left, this was an error in the SOW, it will be corrected.

The two (2) double access (2-sided) stationary carriage ranges have the hinged door ‘lockers’(storage) on the outer sides – one side outer right and one outer side left?

Both ends have hinged door' lockers' the far left will be stationary and the far right will be mobile There are to be three (3) 14’L X 48”W double access mobile storage carriages. The older spec reads as if there are four (4) mobile carriages?

There will be 5 in total, 1 stationary on the left and 4 mobile units, the end units will have lockable doors on the outside.
