About this file
This is a Questions and Answers document for RFQ FA665626Q0017, a laundry services solicitation issued by the 910th Airlift Wing of the Department of the Air Force Reserve Command. The document clarifies that this is a laundry processing contract only, with the Air Reserve Station retaining ownership of all linens and garments; no rental services are required. The contractor must provide pickup and delivery services three times weekly (Monday, Wednesday, Friday) for lodging laundry, with a minimum acceptable frequency of two times weekly (Tuesday, Thursday). Chemical gear laundry is handled on an as-needed basis only, approximately quarterly. The government previously requested pricing by pound but has amended the solicitation to require pricing by individual item instead, addressing a key challenge with the incumbent contractor (Goodwill Industries, contract FA665621A0013). Commercial-sized laundry carts are required, while biohazard hampers are not; chemical gear must be separated from regular soiled laundry but does not require hazmat protocols as it contains only charcoal. Historical volume data shows approximately 3,489 pounds of lodging laundry monthly and 1,600 pounds of chemical gear annually. Billing for lodging laundry occurs monthly via GPC, while chemical gear services are billed upon invoice submission through the WAWF system. The new due date for quotations is 21 September 2026, with a site visit opportunity offered on 9 September 2026.

QUESTIONS AND ANSWERS
SOLICITATION FA665626Q0017
Please confirm that this is a laundry processing contract only meaning the Air Reserve Station owns their own linens and clothing garments -OR- is this a rental and laundry processing contract meaning that the Air Reserve Station does NOT own these items and needs rental and wash services from the contractor.
This is a laundry processing contract only.
Will commercial sized laundry carts be needed?
Yes
Will special biohazard tin hampers be needed for the chemical gear?
No, not required.
Will the chemical gear be separated from the rest of the soiled laundry?
Chem gear should be separated from soiled laundry.
Does the chemical gear pose a health risk to the laundry processors to the extent that they will have to suite up in hazmat jumpsuits to sort and process the soiled chemical gear?
No, the only chemical in the Chem suits ( tops and bottoms) are charcoal.
For the past 12 months, what were the average pounds of soiled laundry picked up per each location?
For lodging, approximately 3,489 average pounds per month over last 12 months. The amounts vary.
For LRS chem gear, it is an average of 1600 pounds per year, but calls are only made approximately quarterly based on how busy the base is. The amounts vary.
HOWEVER, WE ARE GOING TO CHANGE THE REQUEST TO PRICING BY ITEM.
According to the PWS, pickup/delivery should occur 3 times per week. Is there any flexibility on this?
For lodging, 3 pickups per week is preferred per the SOW – Monday, Wednesday, Friday. If necessary, 2 pickups would be the least amount of acceptable days per week (Tuesday, Thursday).
For LRS chem gear it is just on an as needed basis.
What is the required billing frequency for this contract i.e. does the contractor bill the government, weekly, biweekly, monthly, etc?
Lodging – monthly billing paid by GPC LRS chem gear – billed when called out, submit invoice in WAWF billing system.
Is there an incumbent/recompete or is this a brand new contract? If there is an incumbent, will you share the contract number?
There is an incumbent – Goodwill Industries – FA665621A0013.
What are some of the strengths [things you want to see continued with the new contractor] and challenges [hurdles and pain points] currently facing the incumbent regarding this contract?
Challenges, we send out number of items and incumbent sends back as pounds. We do not have the ability to convert into pounds.
Is there any particular reason that you are aware of as to why the pricing has to be done by weight? Would there be a possibility in the future of having them price this per item instead?
Customer would prefer items to be priced per item rather than per pound. A change will be made to the pricing sheet, an amendment to the solicitation, and an extension of the due date.
