MOBILE MARKETING PLATFORMS & BRAND AMBASSADORS

1. The text in the Mobile Marketing Platforms states, “Each mobile platform will be available at no fewer than 40 events per year.” As there are three mobile platforms, this would total a minimum of 120 attended events per year. Please confirm this total of 120 events.

ANSWER: Ref PWS for 4.11. A minimum of 120 events per year is required.

2. Would we be correct in assuming the Air Force attends 120 events per year “each mobile platform will be available at no fewer than 40 events per year” and “AFRC requires the use of three mobile marketing platforms”)

ANSWER: Ref PWS 4.11.1. 120 events is the total minimum expectation for the mobile marketing platforms (3 platforms X 40 events each = 120). However, there are additional events that will be attended that may or may not require the mobile marketing platforms.

3. What types of event systems are currently operated, what are the themes, equipment, set-up space and average throughput of the public of each system?

ANSWER: Ref PWS 4.14.1. This is part of a valuation factor for source selection. . The offeror is responsible for coming up with events solutions to meet the requirement. .

4. Are the 3 Mobile Marketing Platforms currently in use by the Air Force Reserve the property of the U.S. government or the current contractor? Will ownership / stewardship be transferred to selected contractor?

ANSWER: Ref PWS Para 4.11. The three mobile marketing platforms are owned by the contractor and ownership will not be transferred to the government or the contract awardee. Therefore, the awardee will need to acquire the mobile marketing platforms that they propose and will be responsible for all costs, per the PWS.

5. Will the current Mobile Marketing Platforms remain or will the vendor need to acquire new vehicles, and be responsible for maintenance to the vehicles beyond aesthetic (e.g., cleaning)?

ANSWER: Ref PWS 4.11 Para. 4.11.1. Currently there are 3 mobile marketing platforms. These are owned by the contractor and ownership will not be transferred to the government or the contract awardee. Therefore, the awardee will need to acquire the mobile marketing platforms that they propose and will be responsible for all costs, per the PWS.

6. Are the haulers and equipment trailers GSA leased fleet vehicles or vendor owned?

ANSWER: Ref PWS 4.14.1. They would be vendor owned if required. The government has a fleet of 260

GSA leased vehicles with some vehicles wrapped for branding and awareness displaying the Air Force

Reserve logo and local missions.

7. Mobile Marketing Platforms: will this require creation and development of content specific to this platform, or just the integration of content? (i.e., videos, streaming media, applicant-capture forms, interactive activities)

ANSWER: Ref PWS; 4.11.1 Page 9. The awardee will need to create and develop content specific to the platform. Any materials owned by the Government will be provided to the contractor. All materials and products produced for AFRC are the property of AFRC.

8. On average, how many AFR recruiters are on-site at events working with the mobile marketing teams?

ANSWER: Ref PWS Sections 4.11.1 Mobile Marketing Platforms. There is at least one AFR recruiter at on-site events. The contractor will never act as a recruiter. The number of AFRC recruiters varies according to the size of the event and mission requirements.

9. In 2016, how many special events were hosted by AFRC that were not supported by the mobile platform? Can you provide examples of these events?

ANSWER: Ref PWS 4.14.1. We are adding an ‘Events’ attachment that list all of the events for Fiscal Year

2016. Mobile Platforms are identified in attachment along with those events where the mobile platform were not used in support of the special event.

10. How many recruiting events does the Air Force Reserve historically execute? Do all these recruiting events involve one of the mobile marketing platforms?

ANSWER: Ref PWS 4.14.1. We are adding an attachment that list all of the events for the 2016 Fiscal year including location and type of event.

11. Can you confirm the 30-50 air shows listed in the RFP are included in the 40 events/year, per mobile platform asset?

ANSWER: Ref PWS 4.14.3. Yes, see 4.11.1- Each mobile platform will be available at no fewer than 40 events per year, for a total of a minimum of 120 events. PWS, 4.14.3 requires the contractor to coordinate with Mobile marketing platform drivers and Brand Ambassadors to support recruiting events. The use of the mobile marketing platforms will be discussed during the planning of events and determine which air shows will have the platforms and which other events will have the platform present.

12. The Contractor is tasked to maintain a team of Brand Ambassadors at AFRC sponsored/attended events. Will AFRC recommend individuals who can serve as Brand Ambassadors? If not, will the

Contractor have access to other resources, such as JAMRS, to obtain names of potential candidates for this role?

ANSWER: Ref Contract clause 52.222-17. Contract clause 52.222-17 “Nondisplacement of Qualified

Workers” paragraph (d)(1), “The Contractor shall, not less than 30 days before completion of the

Contractor's performance of services on the contract, furnish the Contracting Officer with a certified list of the names of all service employees working under this contract and its subcontracts at the time the list is submitted.” The government will forward this list of service employees to the awardee as soon as possible.

13. On average how many Brand Ambassadors are required at each ARFC sponsored/attended events?

ANSWER: Ref PWS 4.14.2. During FY16 there were 260 events with an estimated total of 180 Brand ambassadors in attendance. Please note that use of brand ambassadors is at the discretion of the COR, and they are typically used only at large-scale, highly attended events. It is up to the bidder to create a technical approach and staff that they feel is needed to meet the requirements of the PWS.

14. How many Brand Ambassadors currently support the program? What has been their training?

How many times were brand ambassadors used in FY2016? How many have an AFRC background, either current, inactive or retired?

ANSWER: Ref PWS 4.14 Para. 4.14.2. .An average of two (2) or three (3) dependent on expected event attendance. Brand ambassadors do not serve as recruiters they are used to walk through the attendees and encourage them to visit the

AFRC booth. They do not have to have AFRC background, but should look like the target audience of the event.
