QUESTIONS AND ANSWERS, ROUND #4
CONSTRUCTION O&M PROGRAM EXECUTION CONTRACT (COMPEC) II
Question #1: Please confirm that no bid bond is required with proposal submission.
Question #1: No bid bond is required. See 252.228-7004 BONDS OR OTHER SECURITY.
Question #2: Regarding Mission Capability Subfactor 1.3, Small Business Participation (Amendment 0002, p. 11): It is our understanding from the Government’s responses to Questions #1, #4, #9, #12, and #16 of Round #2 Q&A that the offeror is not required to include any response to Subfactor 1.3 in Volume II other than to cross-reference the Small Business Participation Plan to be provided in Volume V. Please confirm that this understanding is correct and that the Government will allow this exception to the instructions to refrain from cross-referencing among volumes.
Answer #2: See Q&A Round 3, question #6.
Question #3: Regarding Section L, Attachment 5, Client Authorization Letter: Our understanding is that submission of Attachment 5 is necessary only for any project submitted in Volume III that was performed for a commercial customer. That is, if the Offeror and any Teaming Partners are submitting only projects performed for the Federal Government, Attachment 5 is not required. Please confirm that this is correct.
Answer #3: See Q&A Round #2, Answer #22. The purpose of the consent letter is to allow the release of Teaming Partner adverse Present/Past performance information to the Offeror so the Offeror can respond to such information. It has nothing to do with commercial vs. government projects.
Question #4: Considering summer schedules and time dedicated to preparation for the upcoming Federal year-end, we have some concerns about the ability of our Government clients to provide PPQ responses by the deadline of August 2. Would the AFRC please consider extending the proposal due date by one week to allow for additional time for responses?
Answer #4: No, the RFP has been posted since 17 June. 45 days is a more than adequate amount of time for submission.
Question #5: Will drawings have to be stamped by a registered PE or RA?
Answer #5: Specific technical requirements will be provided in each Task Order Statement of Work. Generally, since the COMPEC contractor serves as the Architect-Engineer of Record for a TO, the COMPEC contractor will be required to provide drawings reviewed and stamped by a registered PE or RA.
Question #6: Please clarify: does section B have to be submitted or do you want only L-6?
Answer #6: There are no fill-ins for Section B. You need to submit a properly executed SF1442, completed Section K, current ORCA, and properly executed SF 30(s) as part of Volume I and FFP Fully Burdened Labor Rates, Field and Home, Section L Attachment L-6 as part of Volume V.
Question #7: Do you want an electronic Excel for L-6?
Answer #7: No
Question #8: L-5 Instructions to Offerors/Proposal Preparation Instructions
Subfactor 1.2 Management Approach. There appears to be some duplication in the RFP in items (ii) and (v). Item (ii) under Management Approach states:
· Provide how the Prime will measure performance, oversee, and manage subcontractors on multiple task orders at multiple locations concurrently.
· Provide how the Prime will measure, oversee, and manage subcontractors on each task order.
Although not completely identical requests, the same subcontracting management procedures will be identical. The answer will be duplicated.
Also, Item (ii) under Management Approach requests:
· Provide examples (i.e. dealing with schedule delays, subcontractor non-performance, cost growth, etc) of how these processes have been implemented and describe the outcome.
AND Item (v) under Management Approach requests:
· Provide examples (i.e. dealing with schedule delays, subcontractor non-performance, cost growth, etc) of how these processes have been implemented and describe the outcome.
These are identical requests.
Because of the duplication, would you consider allowing 2-3 additional pages for the Management Approach Section?
Answer #8: These are two very different responses. The first deals with managing subcontractors on multiple task orders at multiple locations concurrently and the other deals with managing subcontractors on a single task order. No additional pages will be provided.
