QUESTIONS AND ANSWERS, ROUND #3
CONSTRUCTION O&M PROGRAM EXECUTION CONTRACT (COMPEC) II
Question #1: Can you please describe the typical project that would require an IT security manager in the field? At the home office?
Question #1: Section L, Attachment 6 has been amended to delete the labor category for security manager. See revised Section L Attachment L-6 dated 21 July 2011 and amendment 0003.
Question #2: Please confirm that you want the PPI summary sheets included with the proposal (rather than sent to you directly), which you’ve stated in the next paragraph.
Answer #2: I believe that you are confusing the Past Performance Information Sheets and the Past Performance Questionnaires. The Past Performance Information Sheets are to be included with your proposal. The completed Past Performance Questionnaires are to be submitted directly to the government.
Question #3: Would the government allow hand delivery of this proposal? If the government allows hand-delivery, are there any instructions for hand-delivery?
Answer #3: Hand delivery is strongly discouraged. The base has 100% ID check and all visitors will have to hand deliver to the Visitor's Center. That means that someone from my office, probably me, will have to drive to the visitor's center to pick up the parcel. If the person making the delivery has a military ID and can get on base, the location for delivery is Bldg 220 (not Bldg 210) and the visitor must call for parcel pick-up in the lobby. If I am away from my desk for a meeting, there is no alternate number to call.

Question #4: We are confused by where and under what set of evaluation criteria are you going to evaluate Small Business Subfactor 1.3. In numerous places in the Q&A in amendment 2, you said “You are only required to submit the small business participation once as part of Volume V.” Yet Section M indicates, by inclusion of Subfactor 1.3 in Volume II, you are going to evaluate it under Volume II (page 20). And Section M doesn’t have the corresponding evaluation factor for Subfactor 1.3 under Volume V. What are you expecting us to submit for Small Business participation under Volume II?
Answer #4: Submission for Volume V will be evaluated in accordance with the evaluation criteria specified above as Volume II: Technical, Factor 1 – Mission Capability, Subfactor 1.3 Small Business Participation. See amended Section M and amendment 0003.
Question #5: Where and to whom should proposals be delivered? If to Robins AFB, are there any special requirements for base access? Please advise.

Question #6: Technical Capabilities d) Mission Capability 3. Small Business Participation (Subfactor 1.3) details are specified in Volume V, Amendment 0002 Questions #1, 3 and 4 state that “You are only required to submit the small business participation once as part of Volume V. However, under L-5 Instructions to Offerors/Proposal Preparation Instructions, Item C.5 Organization/Distribution/Number of Copies/Page Limits, Item (ii) Proposal Format c. No Cross-Referencing it states that “i. Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing to other volumes of the proposal.” We proposed to make reference under Volume II – Technical Capabilities d) Mission Capability 3. Small Business Participation (Subfactor 1.3) the following “See Volume V- Small Business Participation for this Section.” Is this acceptable?
Answer #6: Yes
Question #7: Volume III – Present/Past Performance, Present/Past Performance Information (PPI) Forms. There is a lot of information that needs to be provided with the PPIs. After taking out all the instructional text, the blank form is more than 3 pages long. Would you please consider allowing additional pages for the PPIs? If possible, 40 pages would be appreciated. Thanks for your consideration.
Answer #7: The page limit for the Present/Past Performance Information Forms has been increased to 40 pages. Please see amendment 0003.
Question #8: Section A of the RFP indicates the contract period of performance is a 60-month ordering period plus an addition 36 months for performance. No “base” or “option years” are identified. In Section J, Attachment 2, the Supplemental Subcontracting Participation Worksheet is provided for a Basic Period, four Option Years, and a Sum of All Periods. Should we complete only the “Basic Period” page for the 5-year ordering period specified or complete one page of the J-2 form for each of the 5 years in the ordering period?
Answer #8: Yes, see revised Section J, Attachment 2 as incorporated into amendment 0003.
