QUESTIONS AND ANSWERS, ROUND #2
CONSTRUCTION O&M PROGRAM EXECUTION CONTRACT (COMPEC) II
Question #1: Volume II Technical. Subfactor 1.3 Small Business Participation. Are we required to provide our response to this section in Volume II as part of the 25 pages allotted in addition to providing the same response in Volume V Small Business Participation?
Question #1: You are only required to submit the small business participation once as part of Volume V.
Question #2: On attachment L-6, there is a labor category for a security manager. Is this referring to IT security or site security? We are not aware of any significant COMPEC2 requirements that would require site security so we assume this is IT security.
Answer #2: IT security
Question #3: On Page 7 of 23, in Table 1. Proposal Organization Table, the Volume II page limit has been revised to 25 pages. In the answer to Question 48 of the Q&As we are told our subcontracting plan is considered subject to that page limitation, which would indicate our plan must be submitted as part of Volume II (which is where it will be evaluated according to Section M). Later, at the end of Table 1, Mission Capability Subfactor 1.3 Small Business Participation is listed separately (with an unlimited page limit). Does this mean our FAR compliant subcontracting plan must be submitted in both Volumes?
Answer #3: You are only required to submit the small business participation once as part of Volume V.
Question #4: On Page 11 of 23, under item 3. Small Business Participation (Subfactor 1.3) we are referred for details to Volume V. On Page 14 of 23, under item 5) Volume V - Small Business Participation there is a paragraph 2) Mission Capability, (Subfactor 1.3) Small Business Participation. Is it’s the Government’s intent that we provide our response to this entire paragraph in Volume II (including Section J Attachment 2 - Supplemental Subcontracting Participation Worksheet)? Can you please clarify exactly what we are to provide in Volume V if our entire response to Subfactor 1.3 is submitted in Volume II (subject to the 25 page limit)? In the original COMPEC proposal our subcontracting plan was placed in Volume V and was not subject to a page limit, we just want to be sure of where these items go and what page limitations apply.
Answer #4: You are only required to submit the small business participation once as part of Volume V.
Question #5: In RFP Section L, Paragraph 3.c.ii it is stated that offerors must provide "A Present/Past Performance Information Summary Sheet." However, there is no "Present/Past Performance Information Summary Sheet" included with the attachments issued with the RFP nor with the amendment posted on June 29. Would the government please provide the Present/Past Performance Information Summary Sheet?
Answer #5: See Attachment L-2.
Question #6: “The answer to Question #20 states that the signed SF 1442 and Sections A – K are to be presented in Volume I, however, the Proposal Organization Table in Amendment 0001 shows “Completed Section K, Representations and Certifications” being presented in Volume I, and the “Properly executed SF 1442, properly executed SF30(s), as applicable” being presented in Volume IV. Furthermore, there is no specific mention in the Proposal Organization Table of where Sections A – J are to be presented. Typically, the SF 1442, SF 30(s), and Sections A - K are presented in the Price Volumes of proposals. Please provide clarification on which Volume these items should be presented.
Answer #6: Section L, Proposal Organization Table has been corrected to state “Properly executed SF1442, completed Section K, current ORCA, and properly executed SF 30(s).” are to be submitted as part of Volume I. See Amendment 0002.
Question #7: Section L, Attachment L- 6, provides the established labor categories for which contractors are to develop and submit their corresponding unit rates. In reviewing the pre-determined labor hours, it appears that the Program Manager is being populated with hours similar to what would expected for a Project Manager. Further, we have noticed that no Project Manager labor category was established. Based on the apparent intertwined use of the two labor categories, did the Government intend for there to be a Project Manager labor category? If not, can the offeror use their existing Program and Project Managers for the purpose of developing a rate for Program Manager?
Answer #7: Every company's organization is different. The intent of the Program Manager (Home Office) is the primary POC within the company for the COMPEC program. The Program Manager listed under the Field support should be the Program Construction Manager as stated in Section M. See attached revised Section L Attachment L-6.
Question #8: Page 13 of 23 of Amendment 0001, Item b.ii states, “The attached transmittal letter without revisions, shall be used to distribute the performance questionnaires.” May we add a due date to the letter so our references know when the PPQs (Attachment L-3s) are due back to the Government?
Answer #8: Yes
Question #9: Page 11 of 23 of Amendment 0001, Item 3. Small Business Participation (Subfactor 1.3) – Please confirm that Subfactor 1.3 is not addressed in Volume II and that Subfactor 1.3 is to be addressed in Volume V.
Answer #9: You are only required to submit the small business participation once as part of Volume V.
Question #10: What is meant by “a completed CCASS report?” Is this a listing of all CCASS ratings for the prime or are these the individual CCASS ratings (DD Form 2626) for the referenced PPI projects?
Answer #10: Past performance evaluations shall be prepared at the time the work under the contract or order is completed for each construction contract of $650,000 or more for the entity performing the contract. Individual Construction Contractor Appraisal Support System (CCASS) ratings are for the individual referenced PPI projects. We are not asking for a listing of all CCASS ratings for the prime.
Question #11: Throughout the RFP we use the term of Construction Managers. On L-6 "Construction Managers" are also listed as Site Superintendents. Are we correct that it is the government's intent to have Construction Managers function as Site Superintendents or are they to Project Managers (PM)? We use a PM to provide overall direction in the construction industry and we use Site Superintendents to manage site work. The industry does not typically use the term Construction Manager; we use Site Superintendents and PM's.
Answer #11: Every company has different terminology so it is hard to select a generic term. Section M describes a Program Construction Manager. Construction Managers/Site Superintendents are the individuals which manage the construction of each task order on-site. See attached revised Section L Attachment L-6 (3).
Question#12: Question #48: Reverence Volume 2, Technical - Mission Capability – Subfactor 1.3, SB Participation. The instructions for this subfactor forward to Volume V - Small Business participation. Volume V requires a SB Subcontracting plan IAW FAR 19.7. A SB Subcontracting Plan that meets the requirements of FAR 19.7 will fill the 8 page limitation for the Mission Capability section (8 pages). Can this Subfactor 1.3 be excluded from the 8-page limitation for the Mission Capability section? Answer #48: No, but the page limitation for Mission Capability has been increased to 25 pages. See amendment 0001.
Answer #12: You are only required to submit the small business participation once as part of Volume V.
Question #13: If we are using several task orders from one IDIQ contract to fulfill the past performance requirements stated in the RFP, are we required to provide Past Performance Questionnaires for each task order? Or can the contracting officer for the IDIQ contract complete one Past Performance Questionnaire for all task orders quoted in our proposal that fall under the same IDIQ contract?
Answer #13: Please consider and treat each task order as a separate contract and submit Past Performance Questionnaires or a completed CCASS report at the task order level.
Question #14: If we provide CCASS reports as allowed in RFP Section L, Paragraph 3.d.ii.3.a.i in lieu of PPI forms, are we still required to have Past Performance Questionnaires completed for these same contracts?
Answer #14: Each offeror was given the opportunity to provide either a minimum of two (2) PPI forms or a completed CCASS report. In reality, the CCASS report may be submitted in lieu of the Past Performance Questionnaire. Section L was amended. See amendment 0002.
Question #15: In the table provided in Section L, it states that "properly executed SF 1442 [and] properly executed SF30(s)" should be included in Volume V - Price. However, in RFP Section L, Paragraph 1.g(vi) it states that a "proposal shall include a properly executed SF1442, Sections A through K, and properly executed SF 30(s)" in Volume 1 – Administrative Documentation. Could the government please clarify where the SF 1442 and SF30s should be located in the proposal?
Answer #15: Section L, Proposal Organization Table has been corrected to state “The Offeror’s proposal shall include a properly executed SF1442, completed Section K, current ORCA, and properly executed SF 30(s).” Section L has been changed. See amendment 0002.
Question #16: In the table provided in Section L, it states that the Mission Capability Subfactor 1.3 Small Business Participation should be included in Volume V. However, in RFP Section L, Paragraph 2.d.vii.3 it shows that the offeror must also include the Small Business Participation Subfactor in Volume II. Was it the government's intention for offerors to include the small business participation section in both Volume II and Volume V? Or does the offeror provide the small business participation section only in Volume V?
Answer #16: You are only required to submit the small business participation once as part of Volume V.
Question #17: Pg 8 (amend #1) (vi) Please verify that you want fully executed Sections A through K in volume I (in addition to a SF1442 & SF30s) (as opposed to fully executed AND blank A-K)?
Answer #17: We don’t need a blank A-K from any offeror. The Offeror’s proposal shall include a properly executed SF1442, completed Section K, current ORCA, and properly executed SF 30(s). Section L has been changed. See amendment 0002.
Question #18: Pg 8 (amend #1) h). Please verify that a statement as to our ORCA is up-to-date is needed to a fully completed Section K.
Answer #18: Inasmuch as FAR 52.204-7, Central Contractor Registration is included in this solicitation, paragraph (d) of provision 52.204-8 applies. If the offeror is currently registered in CCR, and has completed the ORCA electronically, the offeror may choose to use paragraph (d) of this provision instead of completing the individual representation and certification in the solicitation. The offeror indicates which option applies by checking a box in 52.204-8(b)(2). Therefore, a completed Section K and a copy of the on-line representations and certifications should be submitted by all offerors. Section L has been changed. See amendment 0002.
Question #19: Pg 9 (amend #1) vii 1. (i) 3. Bonding narrative. Is this included in the 25 page limit for Mission Capability?
Answer #19: Yes.
Question #20: Pg 12 (amend #1)3) c). ii. 3. A. ii. “A total of one (1) summary sheet shall be submitted per team.” Does this count in the 10 pages of the Past Performance Summary?
Answer #20: Yes, each page shall be counted except the following: Cover pages, Table of contents, List of figures, Glossaries, Tabs, Dividers, Blank pages (Shall be identified as “Left blank intentionally”), Title Pages and Bonding Surety Letters.
Question #21: Pg 13 (amend #1) Past Performance. Please confirm that if we use all DoD projects for our team members we only need show consent letters?
Answer #21: The Offeror shall provide a consent letter for each Teaming Partner performing ≥20% of the work.
Question #22: Pg 13 (amend #1) Past Performance. Please confirm that the prime doesn’t need to include consent or authorization letters.
Answer #22: The prime (offeror) does not need to include a consent or authorization letter for themselves. The purpose of the consent letter is to allow the release of Teaming Partner adverse Present/Past performance information to the Offeror so the Offeror can respond to such information.
Question #23: Pg 14 (amend #1) 5). Small Business Volume. Please confirm that we need to fill out and submit the entire Subcontracting Participation Worksheet (J-2) in our Small Business Participation narrative.
Answer #23: In accordance with Section L, Volume V, if a subcontracting plan is required by FAR 19.7, the goals are to be submitted, using the subcontracting worksheet format in Section J.
Question #24: Pg. 14 (amend #1) c) v. Price Volume. You state in the RFP amendment 1: “All information relating to the proposed price shall be included in the Volume IV, Price.” Does that mean you want price narrative as to how we build our rates?
Answer #24: No, data beyond that required by this instruction is not required, unless you consider it essential to document or support your price position.
Question #25: PPIF (section L, attachment 2), 3. If a firm was small during the performance of a project, but is large now, what would like us to put in the business size cell?
Answer #25: Please put the size of the business at the time the project was performed. You may place an asterisk by the size and place a footnote below the table to clarify the change in size status.
Question #26: PPIF (section L, attachment 2), 5: Do you just want the Administrative Contract Office or do you want the name of a person who performs the ACO role?
Answer#26: The name of the person who performs the ACO role.
Question #27: Amendment 0001 states in section L-5,3)c)ii.3.a.i.: “Each team may submit a maximum of eight (8) PPI forms. A minimum of two (2) PPI forms or a completed CCASS report shall be submitted for the prime contractor.” If the Offeror has CCASS reports for their projects, are PPI Forms (Attachment L-2) also required to be submitted for those projects? It appears that you would like either a PPI Form or a CCASS Report for each project. Please clarify.
Answer #27: A PPI Form should be submitted. Section L has been amended. See amendment 0002.
Question #28: Page 12 of 23 of Amendment 0001 – Item ii.3.a Present/Past Performance Information (PPI) Forms (Attachment L-2) – Section i states, “Each team may submit a maximum of 8 PPI forms. A minimum of 2 PPI forms or a completed CCASS report shall be submitted for the prime contractor. If the prime contractor is a JV, each JV partner shall submit a minimum of 2 PPI forms or a completed CCASS report. At least 2 PPI forms or a completed CCASS report shall be submitted for each team member performing ≥20% of the work, if any.” This instruction suggests that “a completed CCASS report” can be submitted in lieu of a PPI (Attachment L-2) in this section. Did the Government mean to say we could provide “a PPQ form or a completed CCASS report?” Please clarify this instruction.
Answer #28: Yes, the Government meant to say that you could provide a PPQ form or a completed CCASS report. See amendment 0002.
Questions #29: Section L, Attachment 6, Firm Fixed Price Fully Burdened Labor Rates:
- Can the Government explain the difference (on an indirect basis) between “Field” versus “Home Office,” and is it the Government’s expectation that the two rates would be different?
- By “Field” does the Government mean the project site?
- By “Home Office” does the Government mean an offerer’s fixed office location(s) not associated with a specific project site?
Answer #29: Your interpretation is correct.
