Q&A Pavement Maintenance BOA

1. Q: The RFQ asks for SF Unit Pricing and LF Unit Pricing. To give best pricing, without any quantities, premium pricing will be provided. The more SF or LF is used will result in lower unit costs. How do we quote, when larger quantities would allow for discounts?

A: Due to changes in each yearly budget of the BOA, the quantities are unknown. Contractors shall provide their best government price for each SF and LF quantity of one (1). Selection for the BOA pool will be made based off of the evaluation factors and the prices quoted shall be the price included in the award document Bid Schedule (Price Book). All requirements against the BOA shall be competed with all contractors selected in the BOA pool. Contractors shall quote at a price at least equal to the prices submitted in their proposal or a lesser value.

2. Q: What if a contractor uses a different method (than that which is described in the SOW) to complete a task?

A: If the method meets the minimum standards as expressed in the SOW/UFGS standards, it can be accepted as an approved method. For requirements that are made against the BOAs, a statement of objective (SOO) will be provided to the contractors selected in the BOA pool.

Contractors may provide a SOW as part of their quote for each specific requirement. Award will be made based on the evaluation factors of each task order requirement.

3. Q: Will both Fog Seal & Seal Coat be applied or does the Contractor have the ability to provide recommendations based on best practice/experience?

A: This SOW only requires a Fog Seal method, as outlined in section 2.3 of UFGS 32-12-36.13.

Contractors can offer a product that goes above and beyond the required standard. Keep in mind, order of precedence will be determined by lowest price.

4. Q: Will quantities be provided on the "Price Book" attachment?

A: Due to budget changes, year to year quantities are unknown. At this time, the government is asking for a “per unit of measure” quote, regardless of the order quantity. If a contractor uses a different unit of measure than provided by the Government, it is acceptable to change the unit of measure to the Contractors standard and quote pricing based upon that.
