STATEMENT OF WORK
934 Airlift Wing Minneapolis – St. Paul Air Reserve Station
Minneapolis, MN 55450-2100
Pavement Repair Project FY21 and Beyond
BOA Version 24 March 2021

1.0 General Information
1.1 Introduction: This intent of this project is to complete various repairs to Base pavements within the 934th Air Force Reserve Base properties. Any repairs requested shall be performed through a BOA (Basic Ordering Agreement). The Contractor shall perform the services herein and as described in this Statement of Work (SOW). The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the project description, other data furnished in this SOW, and information covered during a pre-construction/criteria review meeting, to be held prior to Contractor mobilization.
1.1.1 Base information: The normal duty hours are from 8:00 AM to 4:00 PM, Monday thru Friday, excluding Federal Holidays. The Contractor may submit a request to the CO for approval to perform work outside of normal duty hours, on weekends, and on holidays. This request shall be submitted no less than 10 (ten) normal workdays prior to the time requested.
1.1.1.1 Main Access Gate Area: The security measures for the roadway areas around the main entry point onto base will likely require the work to be performed after 5:00 PM during the week, or any time during the weekend. Any work desired to be scheduled during a weekend will need to ensure it does not fall on a weekend in which there is scheduled “Drill” sessions with Air Force Reservists.

1.2.1.1 While there are numerous engineering discipline-focused chapters in both the UFC and UFGS, all guidance and directives applicable to the awarded project shall be followed. If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes and/or regulations not specifically addressed.
2.0 Description of Work: The pavement repairs being requested may include reapplication of various pavement paint markings, such as pedestrian crosswalks, vehicle parking spaces, fire lanes, and various transverse markings to include; yield triangles, directional arrows, speed hump markings, stopping lines/bars, and other miscellaneous pavement markings. There may be repairs to the asphalt pavement requiring crack filling, and partial mill and overlay techniques for severe cracking.
The work being performed will be requested through a BOA (Blank Ordering Agreement), so the 934th Civil Engineering Squadron will evaluate which type of maintenance repairs are needed, document their approximate locations on a base map, and provide quantities for each type of repair task when submitting a repair order. Table 2.5.1 shows a listing of the types of expected repairs tasks.
2.1 Pavement Markings:
• Paints shall be a latex material.
• Paint striping width for paint lines shall be a minimum of four (4) inches, where applicable. All other markings shall match existing sizes, shapes and outlines.
• Yellow or Red color paints shall contain only organic pigments. Low VOC
(volatile organic compound) levels required, as listed in UFGS 32-17-23.00.
• Paint markings for crosswalk shall possess reflectorized characteristics, in order to create better visibility during natural non-light hours. Glass bead requirements listed in UFGS 32-17-23.00. All other pavement marking types do not require reflective beads.
• Pavement markings shall match existing unless specifically communicated otherwise. The Contractor shall notify government if existing markings conflict with MUTCD, MN-MUTCD or MNDOT standards. Color and dimension requirements of the various markings are stated in the aforementioned resources.
2.2 Asphalt Crack Filling- Meet UFGS and MNDOT standards.
2.3 Asphalt Repair/Partial Mill & Overlay- Meet UFGS and MNDOT standards.
2.4 Asphalt Sealcoating- Meet UFGS and MNDOT standards.
2.5 Types of Repairs: The government routinely performs internal assessments of pavement deficiencies, along with notations for each type of possible repair tasks. The categories listed in table 2.5.1 are to be used for providing the per-unit cost for each repair category.

2.6 Security Requirements: MIL-HDBK-1013: DOD Military Handbook Design Guidelines for Physical Security of Facilities. AFI 31-101 Air Force Instruction 31-101:
The Air Force Installation Security Program. DOD 5200.1.R, Department of Defense 5200.1.R: Information Security Program Construction Standards UFC 4-010-01 Unified Facilities Criteria Antiterrorism Standards for New and Existing Facilities.
2.6.1 Site Access: All personnel and subcontractors employed by the Contractor in the performance of the services specified in this contract or any representative of the Contractor entering the work area shall conform and comply with all applicable 934th Airlift Wing security policies and procedures (briefed by the Government at the beginning of the contract). All Contractor employees or subcontractors must carry pictured identification at all times. They must show I.D. upon request by City/State/Government personnel. The Contractor's employee must carry a copy of the contract requirements with them during the implementation of this contract. The Contractor shall submit to the Contracting Officer at least three days prior an Entry Access List (EAL) containing the name of the Contractor or Sub-Contractor, the Full Name of the individual requiring access, their date of birth, driver’s license number, and the state issued. No access will be granted to any individual with a criminal history in the past 10 years or an outstanding warrant. Foreign nationals without a green card will not be granted access.
2.7 Permits: (Where Applicable) The Contractor shall develop, coordinate, and be responsible for labor and other costs associated with acquiring any and all required state, local, and other applicable permits; base access (including off-base easements and leases), agreements, licenses, and certificates required to perform and complete the project. Before the start of work, the Contractor shall process an Air Force Form 103, Work Clearance Request, through the local Base Civil Engineer (BCE) office. The Contractor shall maintain a library of these documents on site as well as at the corporate facility handling each project. The Contractor shall comply with applicable permit conditions, environmental protection policies and appended guidelines.
2.8 Repair Services: Upon approval by the CO and receipt of all required permits (if applicable) and submittals, the Contractor may commence on-site repair activities. The Contractor shall conform to all specific references, and other applicable requirements, during performance of the work as described in the SOW:
1. Mobilization: Mobilize equipment, labor, tools, materials, and ancillary items necessary to complete the work defined in the SOW.
2. Demobilization: All equipment, tools, and ancillary items shall be removed from the base no more than 3 normal working days after the finish of the last on-site project task, or the end of the Period of Performance, whichever occurs first.
3. Repair Tasks: Perform awarded tasks as defined in section 2.0- Description of Work.
a. Protect work area with barricades, warning tape, signs and/or other appropriate methods for the work being completed to ensure the safety of pedestrians, contractor personnel, vehicles and property;
b. Remove and dispose of all demolition and general construction debris from the site (off base);
c. Perform ancillary efforts required to complete the work necessary to provide a clean, complete and functional facility;
d. The Contractor shall implement means and methods that will limit disturbance to the natural vegetation, water bodies and base activities to the greatest extent practicable throughout the project performance.
2.8.1 MNDOT Management of Traffic (MOT) guidelines shall be followed. Unless noted otherwise, work is anticipated to be performed during normal working hours, as stated in section 1.1.1 of the SOW. The government provided documents and existing field conditions shall be reviewed by the contractor to identify any potential discrepancies and develop necessary Requests for Information (RFI) prior to construction mobilization.
2.9 Government Furnished Equipment/Material: None
3.0 General Requirements: There are requirements and restrictions for contractors, subcontractors, and their employees, that shall be observed and followed.
3.1 Employee Parking: Contractor employees shall park privately owned vehicles in an area designated by the Civil Engineering Squadron (CES) and approved by the Government Contracting Officer (CO).
3.2 Job Site Tools and Equipment: Contractor vehicles and equipment being used for this project shall be stored in an area designated by CES, and approved by the CO or their designee. All hand tools and equipment shall be maintained in good working conditions and properly stored when not in use. Construction attire shall be in accordance with applicable OSHA regulations.
3.3 Facility Occupancy: The road and parking facilities covered by this contract experiences low to moderate pedestrian and vehicle traffic. During performance of this contract, non-work areas will remain functional to normal activities unless noted otherwise. Base personnel will relocate military vehicles/equipment from the work areas. Contractor shall notify the Contracting Officer at least 10 (ten) days in prior to any road or parking lot closures required to complete the work identified herein. The Contractor is responsible for all management of traffic (MOT) in the work areas for the duration of the performance period.
3.3.1 Traffic flow of security-controlled entrance gate: The contractor shall abide by security requirements of local security forces, to allow non-impeding management and control of the front entrance area to the base. An official, documented traffic control plan shall be submitted by the contractor no less than 10 (ten) normal working days prior to the scheduled date of work performed in the security-controlled front entrance. In conjunction with Security Forces Squadron, an approved plan shall be reviewed by 934th Civil Engineering and approved by the Contracting Officer, no less than 5 (five) normal working days prior to any work performed in this area.
3.4 Clean Up: At the end of each working day the Contractor shall clean up the work site by the removal of all construction debris, waste materials, packaging material and the like. If the before mentioned items could become airborne, they shall be placed in contractor supplied refuse containers immediately. Clean up of the work site shall include the construction area(s), construction office area(s), material storage area (s), parking and eating area(s), and any other area(s) affected by the construction process.
Any dirt or mud which is tracked on to any Base street, parking area, sidewalk, patio, or driveway shall be cleaned away daily. Materials resulting from demolition activities which are salvageable shall be stored within the work area or at a supplemental storage area, which shall be identified by the Contracting Officer. Stored material not in trailers, whether new or salvaged, shall be neatly stacked when stored in an approved location.
4.0 Period of Performance: The Period of Performance (POP) shall be 60 (sixty) calendar days from the date of an order being placed. If it is determined that the weather conditions will impede the ability to meet the POP, the contractor shall notify the contracting officer no later than 10 normal business days before the end of the POP.
