FA663321Q0007
This is a combined synopsis/solicitation IAW FAR 12.603 and prepared with the intent to issue a basic ordering agreement(s) (BOAs) for base road maintenance services further detailed within this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number for this procurement is FA663321Q0007 and is a Request for Quote (RFQ).
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2021-05, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20210224, and Air Force Acquisition Circular (AFAC) 2019-0001
The North American Industry Classification System (NAICS) is 237310 “Highway, Streets and Bridge Construction.” Small Business Size Standard is $39.5 million. This is a 100% Small Business Set Aside agreement.
This requirement is for pavement repair and marking services. This requirement will be acquired via a Blanket Ordering Agreement and is subject to Davis Bacon Act Wage Determinations.
According to FAR 16.703(a), a basic ordering agreement is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains
(1) Terms and clauses applying to future contracts (orders) between the parties during its term,
(2) A description, as specific as practicable, of supplies or services to be provided, and
(3) Methods for pricing, issuing, and delivering future orders under the basic ordering agreement. A basic ordering agreement is not a contract.
BASIC ORDERING AGREEMENT(S) ISSUED THROUGH THIS COMBINED
SYNOPSIS/SOLICITATION ARE NOT CONTRACTS BUT AGREEMENTS BETWEEN 934th
AIRLIFT WING, MINNEAPOLIS AND THE RESPECTIVE CONTRACTOR(S). A CONTRACT OR
ORDER WILL BECOME BINDING UPON ISSUANCE OF A CONTRACT OR ORDER, AGAINST
THE CONTRACTOR’S RESPECTIVE BOA, BY THE CONTRACTING OFFICER. (FAR
16.703(c)(1)(iv)).
Orders issued under this Basic Ordering Agreement(s) shall require Davis-Bacon wage rates depending on specific activities within the order. The appropriate wage determination will be included in every BOA and proceeding order.
The Offeror must be an authorized, qualified, and certified vendor and must provide pricing on an all or none basis. Written proposals are required (oral offers will not be accepted). It is the Government’s intent to establish BOAs with a capable Small Businesses, Small Disadvantaged Businesses, Service Disabled- Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.
GENERAL STATEMENT OF WORK:
Brief description of requirement: The 934th CE Team has determined that ongoing pavement repairs and markings are needed to maintain roadways on base. The work may include, but is not limited to, reapplication of various pavement paint markings, such as pedestrian crosswalks, vehicle parking spaces, fire lanes, and various transverse markings to include; yield triangles, directional arrows, speed hump markings, stopping lines/bars and other miscellaneous pavement markings. There may be repairs to the asphalt pavement requiring crack filling, and partial mill and overlay techniques for severe cracking. All contractors performing the work shall be licensed and bonded in the State of Minnesota.
PLACE OF PERFORMANCE:
FOB Destination is the 934th Airlift Wing, Minneapolis MN 55450. Worksites include roadway and parking lots on base. Specific location of work will be detailed within each order.
LINE ITEMS:
The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide tasks provided in Attachment 1, Statement of Work (SOW) Table 2.5.1
PRICING:
Offeror(s) must provide pricing according to Attachment 1 SOW by listing their pricing within Attachment 2, Price Book, utilizing the tasks provided therein.
EVALUATION OF PROPOSALS:
The Contracting Officer reserves the right to issue multiple basic ordering agreements or not to issue any at all. The Contractor(s) will be selected on a “Best Value” to the Government basis. This is NOT a Contract but rather a Basic Ordering Agreement. The unit pricing requested will be utilized for price evaluation purposes in selecting a “Best Value” contractor. However, the Government shall terminate any successful contractor’s Basic Ordering Agreement should their Order “Lot” pricing not be a reflective derivation of the pricing they propose herein.

6) Capabilities Statement;
7) Pricing utilizing Attachment 2, Price Book; Wage Determination (MN20210152 01/01/2021) *Ensure all calculations and formulas are correct
