About this file
This is a Questions and Answers document for Combined Synopsis/Solicitation FA568226Q8019, issued September 3, 2026, for a Dorms CCTV System Update at Aviano Air Base, Italy.
The project involves expanding the existing CCTV system from 230 cameras to approximately 302 cameras (adding 72 new cameras) with 4K video recording capability. Key requirements include 24/7 recording storage for 27 days for all cameras, redundant backup storage in RAID configuration, and 30-minute UPS autonomy. The existing infrastructure consists of four AXIS Camera Station S1264 Rack recording servers centralized in Building 1428, with peripheral cabinets connected via fiber optic cable (FOC) to the main cabinet. Current UPS units are APC brand models SMV1500CAI (peripheral racks) and SRV3KRI (rack-mounted units). Contractors may utilize existing equipment if capacity is sufficient; otherwise, proposals for larger server cabinets, additional storage capacity, supplemental recording servers, and additional UPS units are acceptable. The government indicated no infrastructure maps are currently available for cable routing and cable ducts, requiring contractors to assess installation solutions independently. All proposed additional equipment must accommodate the expanded system requirements while maintaining system redundancy and existing operational parameters.

QUESTIONS AND ANSWERS
Combined Synopsis / Solicitation FA568226Q8019 -
Dorms CCTV System Update at
Aviano Air Base, Italy
03 Sept 2026
Q 1: In the main TR in Bldg 1428, where the NVR is located, there are two (2) UPS. May we use the existing ones, or do we need to adequate the UPS performance to the new power consumption ?
A1: If the existing UPS units are sufficient to cover the current load plus the additional load for the new equipment, then they can be used. Otherwise, if the current UPS capacity is insufficient, we will consider proposals for additional UPS units. We would like a 30-minute autonomy. ( pictures of the two rack-mounted APC UPS units supporting the main
TR)
Q2: Thinking that the sum between the 230 existing cameras and the additional 72 new cameras will require more space on the server cabinet, should we consider replacing the cabinet with a bigger one ? If the space won't still be enough, do you have spare space in another room to fit the new equipment ?
A2: If there is a need to install additional equipment to support the system expansion and the current server rack does not provide enough, a larger cabinet can be proposed. For spare space in another room, we would need to see the dimensions of the proposed rack to see if sufficient space is available. ( pictures below of the rack/equipment configuration for the main unit in main TR)
Q3: Do you confirm that the storage of cameras needs to be at least 27 days for the recording of 24/24 hr, 7/7 days ?
A3: Yes, we confirm that the system needs to store footage for all cameras, 24/7 for 27 days.
Q4: Do you confirm that the video records need to be in 4K format or other formats? Please indicate the minimum requirement needed.
A4: Video recording needs to be in 4K.
Q5: Do we need to consider also a redundant backup storage as well ? If so, please indicate the percentage of size that should have the redundant storage. (please remind that "if so" will be require more physical space to locate the devices)
A5: Yes, we do require redundant storage of sufficient capacity to store footage from current cameras plus the additional cameras, in RAID configuration, if currently installed capacity is not sufficient.
Q6: Could you please provide the following information:
- A list of the existing servers and cameras, including make and model, camera configurations (resolution, codec, FPS, and ZipStream), and server setup (whether servers are divided by building or configured in a high-availability setup). This will help us determine the required storage capacity.
A6: The server is centralized and located in building 1428 and currently has sufficient storage space to hold 24/7 recordings for 27 days for all currently installed cameras. Any additional storage capacity that might be required to store 24/7 footage for 27 days for the additional cameras to install will have to be part of the proposal.

- The logical connection between the main cabinet where the servers are located and the peripheral cabinets, specifically whether the connection is through fiber optic cable or radio.
A6: The connection between the various peripheral cabinets and the main cabinet located in 1428 is likely FOC.
- A map of the dormitories showing the existing cables and cable ducts to help us determine the best installation solution for the side stairwell cameras.
A6: Unfortunately, the Government has no such map that can be provided at this time.
- The guaranteed runtime of the current UPS system and the type/model of UPS currently in use, so we can recommend an equivalent solution for the seven new servers.
A6: We are aiming for a guaranteed system autonomy of 30 minutes. The current UPS units are APC brand, model SMV1500CAI for the peripheral racks and SRV3KRI for the rack-mounted units.

Q7: To achieve the required storage capacity (24/7 recording from all cameras for 27 days), should the existing four (4) AXIS Camera Station S1264 Rack recording servers be replaced and/or supplemented with additional recording servers to meet the specified requirement, or may the existing four (4) fully operational AXIS Camera Station S1264 Rack servers remain in use?
A7: If the existing rack recording servers are of sufficient capacity to store 24/7 footage for 27 days for the currently installed cameras plus the new cameras to install, while maintaining redundancy requirements, then they shall be used. Should the current capacity be demonstrated insufficient, then we will consider proposals for supplementation or replacement, to meet the increased requirement.
