About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated August 21, 2026, for a firm fixed price purchase order valued at $381,000 for CCTV system upgrades at Aviano Air Base in Italy.

The 31 Contracting Squadron at Aviano Air Base seeks to procure and install high-resolution closed-circuit television surveillance cameras to address dead zones and replace malfunctioning equipment throughout dormitory common areas, walkways, parking lots, and campus areas. The requirement includes replacement of inadequate cameras and all supporting equipment for video storage and system control. The acquisition is limited to Axis Communications brand name equipment on an individual basis, classified as a commercial item. The justification for restricting competition to Axis Communications is based on compatibility and functionality concerns with the existing installed CCTV system; using alternative equipment would necessitate installation of a complete new system at an estimated cost of $752,000. Market research confirmed that while Axis Communications is the required brand, multiple companies are capable of providing the upgrade services. A Sources Sought/RFI posted on GPE generated multiple expressions of interest confirming vendor capability. Cost fairness and reasonableness are supported by comparison to Italian market pricing for similar items and the Independent Government Cost Estimate (IGCE), with submission of more than two quotes anticipated. The statutory authority cited is RFO 12.201-1 Simplified Procedures under 41 U.S.C. 1901. Future market research will be conducted to overcome barriers to competition for similar acquisitions.

I. Agency and Contracting Activity {RFO 6.104-1 {a){1 )):

Agency: Department of War Contracting Activity: 31 Contracting Squadron, Aviano Air Base, Italy

II. Nature and/or description of the adion being approved {RFO 6.104-1 {a)(2)):

This document approves the award of a firm fixed price purchase order for the upgrade of the currently installed CCTV system at the dormitories of Aviano Air Base Italy. The acquisition requires the installation, replacement and configuration of the necessary Axis Communications equipment to upgrade the currently installed CCTV. This document approves the use of Axis Communication brand name equipment. This brand name justification is made on Individual basis. Present acquisition is commercial item.

Ill. Description of supplies/services required to meet agency needs {RFO 6.104-1 {a){3)):

The current dorms CCTV system has many malfunctioning and offline cameras, and there are many areas around the buildings and the campus as a whole that do not have CCTV coverage at all. This requires procurement and installation of additional high-resolution closed-circuit television (CCTV) surveillance cameras to cover all current dead zones in all dorms common areas, walkways, dorm parking lots, and campus areas, as well as the replacement of all malfunctioning or inadequate CCTV cameras, along with all required supporting equipment for storage of video footage and camera system control. NDAA Section 2815 highlights requirements for improved oversight, modernization, and accountability in military housing and related infrastructure projects, reinforcing the importance of such upgrades. Total contract estimated value is

$381 K. Appropriation type: 3400. Contract type: firm fixed price.

IV. Statutory Authority Permitting Other Than Full and Open Competition {RFO 6.104-1 {a){4)):

RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901

V. Rationale for Use of Authority {RFO 6.104-1 {a){S)):

The use of a brand different from Axis Communications for the new installation and replacement of videocameras at the dorms would create problems of compatibility and functionality of the current installed CCTV system in terms of equipment and software (Axis Communication). Consequently the new installation and replacement ofvideocameras and the related equipment of a different brand would require the installation of a complete new CCTV system. The installation of a complete new CCTV system would cost around $752K.

VI. Integrated Market Analysis and Efforts to Solicit Competition {RFO 6.104-1 {a){6), (8), and (10)):

The Requiring Agency provided the Contracting Agency with market research report based on which Axis Communications is the sole brand name to use for the acquisition of the upgrade of the currently installed CCTV system at the dormitories of Aviano Air Base, Italy and multiple companies are able to provide the required replacement, new installation and reconfiguration ofvideocameras using Axis Comminications equipment. In addition a Sources Sought/RFI was posted by 31 CONS on the GPE and multiple companies expressed interest in the requirement confirming they are able to deliver the upgrade of the CCTV system using Axis Communications equipment.

VIII. Any Other Fads Supporting the Justification (RFO 6.104-1 (a)(9)):

V/11:N/A V/1:The estimated costs to the Government are anticipated to be fair and reasonable because in line with market prices for same/similar items installed and replaced in the Italian market. The estimated costs to the Government are anticipated to be fair and reasonable also in comparison to the IGCE. Moreover due to the nature and complexity of the requirement the submission of more than two quotes is expected.

IX. Adions to Overcome Barriers to Competition (RFO 6.104-1 (a)(11 ):

31 CONS will always conduct market research for the same acquisition in the future in order to overcome any barriers to competition.
