About this file

This is a Questions and Answers document for federal contract FA568226Q0005 ASHE 22-1058, dated June 25, 2026, addressing inquiries related to repair work on first-generation PASs (Protective Aircraft Shelters) at the Zulu loop facility, likely at Aviano Air Base.

The document clarifies critical scope and operational requirements for the door repair project. Site fence area dimensions cannot be enlarged beyond specified layouts to accommodate machinery movements. The contractor will receive the Project Safety Plan (PSC) after contract award. Water and electrical connection points are available inside hangars, with the base shop assisting in identification, though the contractor bears full responsibility for providing cables, hoses, adapters, and connection equipment. Asbestos-containing gaskets are confirmed only on hangars Z6 and Z9, with non-asbestos gaskets on Z4, Z5, Z11, and Z13. Single door leaves weigh approximately 8.5 tons, with contractors responsible for verifying exact weights. Washing and touch-up painting scope is limited to approximately 20-30 centimeters around repaired/replaced mechanical components, not entire door leaves. All machinery and equipment must be removed from the Zulu loop daily, with designated parking/staging area to be finalized at a pre-construction meeting near Building 1237. Government personnel will disconnect and remove all existing systems connected to doors, including alarm systems, grounding connections, and electrical wiring. The pedestrian walking door renovation is included in scope, requiring gasket replacement and full operational restoration with testing and inspection. The government-preferred steel support structure design serves as the contractual baseline; contractors may propose alternatives with complete structural calculations and safety certifications signed by a registered professional engineer, subject to government rejection. All movable devices on doors—wheels, spring rollers, air gap covers, and locking mechanisms—must be inspected, lubricated, painted, and restored to full operational condition, with damaged or worn components repaired or replaced, ensuring operation by human force only.

FA568226Q0005 ASHE 22-1058 Repair doors 1st Gen PASs Zulu loop

Q&A 25 June 2026

Q1: Technical specifications AC1-4 JOB SITE MOBILIZATION: Please confirm that the site fence area cannot be enlarged beyond the layout shown in the project documents (page 13 of the attachment “ASHE221058_Attachment 01_Pilot project lesson learned”), specifically to accommodate machinery movements.

A1: Confirmed.

Q2: SAFETY: Please confirm that PSC (safety plan) will be sent

A2: PSC will be provided after contract award

Q3: Technical Specifications AC1-8.b WORK SITE CONDITIONS: Regarding the use of utilities, please confirm that the Contractor will be allowed to connect to the hangar's main electrical panel for site works and that a water connection point is also available inside the hangars.

A3: Please reference clause RFO 52.2036-14 Availability and Use of Utility Services (Deviation 2026-O0038) Feb 2026. Water and electrical connection points are available inside the hangars.

The base shop will assist with identifying and accessing these connection points. However, the Contractor is fully responsible for providing all necessary cables, hoses, adapters, and equipment to safely connect to these points and run them to the work area.

Q4: Technical Specifications SCHEDULE OF WORK ITEMS Nr.10: Please confirm that asbestos-containing gaskets are present only on the doors of hangars Z6 and Z9, and that the gaskets on hangars Z4, Z5, Z11, and Z13 are non-asbestos.

A4: Confirmed.

Q5: Technical Specifications SCOPE OF PROJECT: The weight of existing single door leaf is not specified. Please provide the approximate weight

A5: It is contractor’s responsibility to verify the door leaf’s exact weight. Approximate weight of a single door leaf is 8.5 tons.

Q6: Technical Specifications SCHEDULE OF WORK ITEMS: As discussed during the site visit, please confirm that the scope for washing and touch-up painting is limited to the immediate

ASHE 22-1058

area surrounding the repaired/replaced mechanical components (approx. 20-30 cm around each element) and does not extend to the entire door leaf

A6: Confirmed.

Q7: Technical Specifications AC1-8 WORK SITE CONDITIONS: Please clarify if construction machinery must be removed from the "Zulu" operational area after working hours and, if so, please indicate a designated parking area within Aviano Air Base.

A7: Confirmed. All machinery and equipment must be removed from the Zulu loop at the end of each working day. The designated parking/staging area will be finalized with the user during the pre-construction meeting. This area will be located close to Building 1237 (the meeting point used during the site visit).

Q8: Technical Specifications AC1-8.h WORK SITE CONDITIONS: The specification states that shelters will be "set free by Government Personnel". Please confirm this includes the disconnection and removal of all existing GOV-owned systems connected to the doors, such as alarm systems, grounding connections, and electrical wiring

A8: Confirmed.

Q9: Technical Specifications SCHEDULE OF WORK ITEMS: Please clarify if the renovation of the pedestrian door ("walking door") is included in the scope of work, including the replacement of its gaskets.

A9: The renovation of the pedestrian door (walking door) is included in the scope of work. The Contractor must: 1. Replace all gaskets on the pedestrian door with new gaskets. 2. Repair and restore the door to ensure it is fully operational, opens/closes smoothly, and seals properly. Full operational testing of the pedestrian door will be performed and inspected at the end of the project for final approval.

Q10: Technical Specifications SCOPE OF PROJECT & SCHEDULE OF WORK ITEMS:

As per discussions during the site visit, please confirm that the design of the temporary support structures shown in the "Lessons Learned" attachment is for reference only, and that the Contractor is permitted to use its own support structures, provided they meet all safety and functional requirements.

A10: The steel support structure design shown in "ASHE221058_Attachment 03_Pilot project steel support structure" is the Government's preferred solution and serves as the contractual baseline.

The Contractor may propose an alternative technical solution, provided that: 1. It includes

ASHE 22-1058

complete structural calculations, sizing, and safety certifications signed by a registered professional engineer. 2. It includes all required accessories (chains etc.) to ensure equivalent safety and functionality. The Government reserves the right to reject any alternative proposal. If the alternative is rejected, the Contractor must deliver the structure shown in Attachment 03 at no additional cost to the Government.

Q11: Technical Specifications SCOPE OF PROJECT: To confirm the overall scope, please verify that all movable devices on the doors (including wheels, spring rollers, air gap covers, and locking mechanisms) are to be inspected, functionally restored, lubricated, and painted to ensure full operational condition.

A11: All movable devices on the doors (including wheels, spring rollers, air gap covers, and locking mechanisms) must be inspected, lubricated, painted, and restored to full operational condition. Please note: 1. "Restored to full operational condition" means that any damaged, bent, or excessively worn component found during inspection must be repaired or replaced with new parts. 2. At the end of the project, all devices must operate smoothly and safely by human force only, as specified in the technical requirements.
