About this file

This is a Questions and Answers document for federal contract solicitation FA568226Q0005 ASHE 22-1058, issued by the U.S. Air Force for repair of doors on first-generation Portable Aircraft Shelters (PASs) at the Zulu loop facility. The Q&A, dated 11 June 2026, addresses ten questions from potential offerors regarding airfield access requirements, material specifications, proposal submission procedures, and teaming arrangements.

Key administrative requirements include: base passes will be issued within approximately 30 days of contract award through 31 CES Project inspectors; Airfield Driving License training requires one-day instruction coordinated with Airfield management; TERPS (Terminal Instrument Procedures) approval takes approximately 20 calendar days while TACW (Temporary Airfield Construction Waiver) approval requires approximately 60 calendar days, with all processing time excluded from the Period of Performance. A rescheduled site visit was confirmed for Friday, 12 June at 09:30, with valid ID required for all attendees. Technical specifications require structural steel S355J2 for new manufactured parts, and the main hinge pivot configuration must comply exactly as shown in drawings with welded end pins—alternative designs will not be accepted. The Government confirmed the Technical Proposal is limited to experience information only under Subfactor 1, with no separate technical or management approach required and a maximum 20-page limit. Offerors may share solicitation documents with suppliers and subcontractors for quotation preparation purposes. All representations and certifications included in the solicitation (pages 27-33) must be completed and submitted. The pilot project was performed by Cimolai SpA under contract FA568222C0018. The Government expressed no objection to teaming arrangements between U.S. prime contractors and Italian firms holding SOA OS18A certification, provided evaluation terms and conditions are respected.

FA568226Q0005 ASHE 22-1058 Repair doors 1st Gen PASs Zulu loop

Q&A 11 June 2026

Q1: attachment 01 “Pilot Project Lesson learned”- 1.4 Working inside airfield challenges

Could you please clarify what these requirements involve and advise me on whom I should contact to obtain the necessary qualifications, certifications, or authorizations?

- Required time to obtain base passes for all external personnel

- Required time to have the external personnel trained to guide vehicles inside the taxiways and obtain the Airfield Driving License

- Required time to have the TERPS – TACW signed (2 months)

A1:

- Base passes requests are managed by 31 CES Project inspectors and project management team. The contractor will need to provide all the documentation requested to the 31 CES office as soon as possible after the award and usually within approximately 30 days passes will be ready, and contractors can pick them up at LVIS gate.

- Airfield Driving license shall be coordinated with the Airfield management team. The team will be present during the pre-construction meeting and will describe the procedure to get the license that usually takes one-day class for all the designated drivers.

- TERPS – “Terminal Instrument Procedures” form approval requires usually 20 calendar days to be approved. TACW (Temporary Airfield Construction Waiver) form takes usually longer, approximately 60 calendar days to be approved.

- All required authorizations and permits shall be requested following contract award and before the release of the Notice to Proceed (NtP). The associated processing time is excluded from the established Period of Performance (PoP).

Q2: Attachment 03 “Pilot project steel support structure”

About the new parts to be manufactured and supplied, we did not find any specific references to the required material grades (for example S275JR, S355JR, etc.).

Should we select the materials based on our experience and/or according to what is available on the market?

Furthermore, concerning the main hinge pivot, the drawings show a configuration made from a tube with welded end pins.

We would like to ask whether it would be acceptable to manufacture this component as a single solid round bar without welds, by welding only the side angle sections.

ASHE 22-1058

This solution would result in an additional weight of approximately 60 kg per unit, but it would allow for a simpler and more robust construction.

A2: New parts shall be manufactured with structural steel S355J2.

The main hinge pivot configuration must comply exactly as shown in the drawings, featuring the two end pins welded on the main tube; alternative solutions will not be accepted

Q3: Site Visit

- Could the Government please advise whether a new site visit date has been established?

If so, please provide the updated date and any associated instructions for attendance.

- Further to the site visit that was due to take place on 28 May and was subsequently not carried out, we would be grateful if you could kindly confirm whether a new date and time have been schedule.

A3: A new site visit is scheduled for Friday 12th June at 09.30, please arrive early to allow sufficient time for check-in and security processing; all attendees must present a valid ID card.

An amendment has been posted in SAM.Gov to publicize the new site visit date.

Q4: Solicitation Part “Evaluation factors for award”, Factor II – Technical Proposal

The solicitation identifies Part II as a "Technical Proposal" and establishes a maximum page limit of 20 pages. However, the proposal submission requirements and the Basis of Evaluation for Part II only identify Subfactor 1 – Experience.

Could the Government please confirm that the Technical Proposal is limited to the experience information required under Subfactor 1 and that no separate technical approach, management approach, work plan, schedule, staffing plan, or similar technical narrative is required? If additional technical information is expected, please identify the required content and corresponding evaluation criteria. Thank you.

A4: The Government confirms the Technical Proposal is limited to the experience information required under Subfactor 1 and no separate technical nor management approach is required

Q5: PPI Submission Deadline

If the site visit is rescheduled, would the Government consider extending the PPI submission deadline to at least four (4) calendar days after the revised site visit date to allow offerors sufficient time to review information obtained during the visit and submit any follow-up questions?

ASHE 22-1058

A5: Yes, additional time for questions will be allowed after the site visit; the Government will publicize the new deadline in SAM.Gov

Q6: Solicitation Part “Special Contract Requirements” - Use of Drawings and Subcontractor Participation (Page 11 of RFQ)

The solicitation permits offerors to rely on the experience of subcontractors that will perform the work on site. However, the clause "Use of Drawings, Maps, Site Plans and Other Documents" restricts the release of solicitation documents to third parties or subcontractors without prior written approval from the Contracting Officer. Could the Government please clarify whether offerors may provide solicitation drawings and related technical documents to proposed subcontractors for the sole purpose of preparing quotations, technical evaluations, and proposal submissions under this solicitation? If prior approval is required, please provide the procedure and expected response time for obtaining such approval.

A6:

USE OF DRAWINGS, MAPS, SITE PLANS AND OTHER DOCUMENTS letter b. (2) specifically refers to the post-award phase.

Offerors are allowed to share solicitation drawings and related technical documents to suppliers/subcontractors for the sole purpose of preparing the quotation.

Q7: Solicitation Part: “Representations, Certifications, & Other Clauses”

The solicitation includes FAR 52.209-2, Prohibition on Contracting with Inverted Domestic Corporations—Representation, as well as other representations and certifications. Could the Government please confirm whether offerors are required to complete and submit all representations and certifications contained in the solicitation (pages 27 through 33) as part of their quotation package, or whether representations maintained in SAM will be relied upon in lieu of separate submission?

A7: The Government confirms that offerors are required to complete all representation and certifications included in the solicitation.

Q8: Pilot Contractor Identity

The technical specifications reference the pilot project ASHE 22-1041 performed under contract FA568222C0018. Could you advise whether the identity of that contractor is available as public information, or direct us to where we might locate the award record?

ASHE 22-1058

A8: Contract FA568222C0018 was awarded to Cimolai SpA.

Q9: Prime vs. Subcontractor Role

Did the firm that performed the pilot project serve as the prime contractor, or did they perform as a subcontractor to another entity? Understanding their contractual role would help us assess potential teaming arrangements.

A9: The Government is not allowed to provide such info.

Q10: Teaming / Partnering

Would the Government have any objection to a teaming arrangement in which a U.S. prime contractor partners with an Italian firm holding the required SOA OS18A certification, including the possibility of partnering with the firm that performed the pilot? We want to ensure any such arrangement would be viewed as acceptable prior to investing further in proposal development.

A10: The Government has no objection as long as the evaluation terms/conditions are respected.
