AC1 - 1 SCOPE OF PROJECT
This project provides for the replacement and the upgrade of the exterior electrical supply line and the complete replacement and upgrade of the entire interior electrical feeding, power electrical system, light system, the internal distribution system and the main electrical feeder lines from the substations. This project contains also the removal electrical deficiencies. Works to be performed are listed in the contract drawings, specifications and documentation and they include but are not limited to the following items.
Design Electricals team has performed a Site Survey of all four shelters on March 13th, 14th, 15th, 16th, 17th 2017. Statement of A-E Services, Project ASHE 18-1003, and other documents and information obtained during the site visit have been taken into consideration. During the survey the team has been supported by Mr. Comoretto, Project Manager for this project, and Mr. Polo of the Electric Shop. List of works items will be divided in Part. B – REPAIR WORKS. Project site is located on south - est side of Area F, Aviano Air Base Italy. Site is existing and is located in SIERRA LOOP.

EXISTING CONDITION SHELTER
The shelter consists of a reinforced concrete arched structure on a steel liner. The front opening for aircraft entry is through a split sliding door mounted on tracks. The rear wall of the shelter contains an exhaust port exiting through a tapered tunnel. The exhaust port is closed by a sliding door internal to the shelter and protected by a blast deflector wall. One of the considered four shelters (No. 1194) are provided with a back-up power generator unit, housed in a separate room behind the blast deflector. Shelters 1191, 1192, 1193 do not have a back-up power generator unit. Personnel access is through a personnel door located on one side of the shelter. Interior dimensions are: length 36.70 meters; width (at ground level) 21.60 meters.
The main shell structure consists of a corrugated anti-spall steel liner covered with reinforced concrete.
The rear end wall consists of reinforced concrete with a steel anti-spall plate anchored to the interior face of the wall. The front closure of the aircraft access opening is provided by a door which is in two halves, each consisting of 30 centimeter thick reinforced concrete panels backed with a 3 millimeter thick anti-spall plate on the interior face. The concrete panels are supported on a structural steel framework. A steel outrigger framework with counterweights is attached to the front face of the concrete panels to provide additional support and stability to the door halves.
The two door halves are electrically operated and open by sliding on tracks out-ward away from the longitudinal center line of the shelter. The main track, under the door rollers, supports most of the dead weight of the door assembly. The door is guided horizontally by a steel blast plate attached to the outside of the door panels. In addition, the purpose of the blast plate is to prevent air blast and napalm from entering into the shelter. The exhaust port is set into the rear of the shelter. The two sectional sliding door are made of a steel channel frame with steel plates on each side of the frame and are manually operated to close off the exhaust port opening. The exhaust fumes exits through a tapered reinforced concrete tunnel.
The tunnel both deflects the blast and shields the rear opening.
The door is provided with asbestos gaskets for protection against napalm.
A personnel access door is located on one side of the shelter. Protection is provided by a reinforced concrete structure which shields the door opening. The door is constructed of a steel channel frame with steel plates on each side of the frame. The door is provided with asbestos gaskets for protection against napalm.
One shelter (No. 1194) is provided with the generator room that is located in the rear of the shelter behind the blast deflector. The door is constructed of a steel channel frame with steel plates on each side of the frame. The generator gas exhaust opening is provided with splinter protection steel plate.

As you can see picture, the shelter floor consists of reinforced concrete slabs.
EXISTING MECHANICAL SYSTEM
Each shelter is provided with two forced air exhaust systems located on both sides. Each system includes electrical exhaust fan and galvanized steel sheet ducts and grilles. Air inlet is provided by openings located on the roof top. All shelters air exhaust system steel ducts are not connected to the exhaust holes on the walls due to the lack of the final steel duct connections.
EXISTING ELECTRYCAL SYSTEM
Primary power is provided by the base electrical distribution system, from substation 15/71192, 17/71193 and 18/71189 ; the substation is complete with main electrical panel, attached in the drawing.
Interior Lighting composed Twenty (20) lighting fixtures are mounted at the top of the arch, and five (5) lighting fixtures, are mounted on each side of the shelter. Lights turn on automatically on a sensor activation when personnel enter the shelter.
Differently the external lighting composed n°4 fixtures are mounted on the shelter roof to provide front apron illumination. Each shelter is provided with grounding system, and the Communication System. Each shelter is equipped with a telecomm system supplied by the Base Central.
The Winch system consists of cable running in rigid steel conduits and boxes and/or in pvc conduits or

exposed cables. Same of the rigid steel conduits are explosion proof type but are not conform with the
ATEX Classification. Existing Door motors and motor controller are not conform with the ATEX classification.
For the motor door further investigation shall be provided in order to obtain the nominal data necessary to replace the existing motors. Existing Interior lighting system is composed by wall mounted and ceiling mounted lighting fixtures.Wall mounted lighting fixtures, fluorescent type 2x58W, are explosion proof type but are not conform with the ATEX Classification. Ceiling mounted existing lighting fixtures 1x250W High
Pressure Sodium, are not conform with the ATEX Classification. Existing exterior lighting fixtures are floodlights waterproof type.
The interior communication system are feed by an outdoor telecom box. Interior telecom system is composed by various telecom panels and boxes, whose really need shall be investigate with the
Communication Squadron. Some of those panels are explosion proof type but are not conform with ATEX
Classification, others as Main telecommunication rack, are not conform with the ATEX Classification.
PART B - REPAIR WORKS
New proposals described below are based on the ATEX Directive and Classification for the hazardous areas and the CEI Norms. Moreover any information necessary to the Zone classification have been provided by the users. These information have been considered as preliminary and shall be discussed during the 60% review meeting. Basing upon the preliminary information provided by users the following hypothesis have been considered:
- Two aircrafts can be contemporary stuffed;
- Kerosene fuel, 7700 liters per aircraft;
- The aircrafts can be refueled directly in the shelter;
- The aircrafts can be pushed into the shelter immediately from flight;
- Munitions and/or explosive can be stored to be loaded on the aircraft;
- The doors can be normally closed:
- Presence of an artificial exhaust system.
Then the hazard zone classification is due to the possible presence of gas, due to the kerosene refueling or kerosene loss. This presence is considered only occasionally, and the hazardous zone classifications is indicated in to design analysis.
B.I DEMOLITION AND REMOVAL WORKS
- Adjusting existing main electrical power system. Disconnection and removal of all existing PAS

electrical feeder, interior main distribution panel, distribution lines, power outlets, lighting fixtures and switches;
- All demolished items shall be removed, transported, and disposed to authorized public dump site;
- Remove on electrically operated winch is present inside the facility, installed on a reinforced concrete basement, and electrical accessory.
- Remove rear door and personnel door have an asbestos gasket all around for napalm protection;
- Remove the air exhaust system;
- Remove existing electrical panel;
- Remove existing comm system;
B.II ARCHITECTURAL/STRUCTURAL/CIVIL WORKS
Civil works
- Minor Civil Demolitions;
- Supply and installation of minor internal layout remodeling;
- Supply and installation of wall painting;
- Supply and installation of underground power cable duct for power connectivity;
- Supply and installation of cable duct excavation by pipe percussion jack/endless screw method all roadway crossing.
- External site restoration, including top soil installation and seeding.
- All other items of work as indicated on drawings and Schedule of Work Items.
- Supply and install any other civil finishes in accordance with Aviano Base Standards;
- All demolished items shall be removed, transported, and disposed to authorized public dump site.
Works included in work items, that will not be provided.
- The minor waterproofing is not damaged, so doesn’t need restoration;
- The floor/wall tiling is in good condition, so doesn’t need restoration
Architectural works
Remove and dispose existing prefabricated modular box structure 2.40 X 2.40 X 2.60m high, aluminum door

and window as indicated on the drawings. Remove and dispose existing electric winch. Demolish reinforced concrete support basement and restore floor portion under it to reach existing adjacent floor level. Patch new floor portion surface with the same finish of the remaining existing floor. Remove and dispose the asbestos gaskets for napalm protection around the shelter rear door and personnel door in compliance with governing laws and rules. Furnish and install new asbestos-free napalm-proof gaskets around the shelter rear door and personnel door. Item also includes all ancillary work. Remove and dispose the asbestos insulation material of the stand-by power generator muffler and pipes in compliance with governing laws and rules. Furnish and install new asbestos-free insulation material for the stand-by power generator muffler. Item also includes the expansion joint and all ancillary work.
B.III MECHANICAL WORKS
- Supply and installation of new explosion proof electric air exhaust fan (shelter 1191-1192-1193 -
1194). Exhaust fan, inside installed, antivibrating connections with duct and structure, electric panel (general switch, etc.), structure for supporting and connection to the ceiling, accessories.
Type EXPLOSION PROOF for zone 2.
- New Motor Control Panel suitable for the Zone 2, as per ATEX classification;
B.IV ELECTRICAL WORKS
New electrical system shall be provided for the Shelter in order to accomplish the CEI 64-8 Norm for the
TN-S system, between substation and MDP, and the ATEX Classification for the systems within the Shelter.
Below are indicated the main characteristics for each system.
Outdoor system:
Remove Neutral conductor from the grounding bar in Main Switchboard in Substation and connect to the neutral pole of the existing 4P-(250/160A) circuit breaker; provide new grounding conductor, (35 sqmm.
minimum) running in new cable duct up to MDP of the Shelter.
- Furnishing and installation of a grounding system.
- Supply and installation of internal L.P.S. system (lemp. protection meansures);
- Supply and installation of external lighting system;
Provide new cable FG7OR 0,7/1kV, running in new 90mm PVC underground conduit, between substation and Shelter. New cables shall be connected to the existing circuit breaker. The new cableduct will run only in the grass area. Furnishing and installation of new "PE" electric feeding line for the new area distribution

panel, originating from the main distribution panel of the closest substation, connecting to section
380/400V normal power, 3PH+neutral+ground, 50Hz.
Work items include also the revamping/upgrade/adjusting of a existing circuit breaker in existing electrical rooms for lines protection ( building 71192,71193,71189).
Indoor system:
Power:
- Furnishing and installation of new area electrical panels, atex fabrication, moulded-case circuit breakers for lighting system and power control for the zona 2;
- Supply and installation of new explosion proof electrical outlets;
- Supply and installation of electrical power distribution system;
- New motor for the door operation suitable for the Zone 2 as per ATEX classification;
- Miscellaneous equipment such as motor controller for the motor door operation, disconnect switches etc, suitable for the Zones 1 and 2, as per ATEX classification;
- New wiring system with double insulation fire proof cables running in steel conduits and boxes suitableor the Zone 2, as per ATEX classification;
- Installation/upgrading on above mentioned systems of dedicate Surge Protection device on all incoming feeder lines;
- Supply and installation ofl equipotential grounding system and a panel/connector for a mobile back-up generator. Work to include connection of all existing metallic masses, within the external structures located in the vicinity, tests and certifications;
Light:
- Supply and installation of lighting fixtures and emergency and explosion proof lighting fixtures;
- Wall mounted lighting fixtures: LED fixture for the Zone 2, as per ATEX classification, operated by lighting switches; Ceiling mounted lighting fixtures of 180W LED floodlights suitable for the Zone 2, as per
ATEX classification, operated by occupancy sensors;
Outdoor lighting fixtures of 400W floodlights IP65 suitable for the ordinary zone, operated by photocellule switch; New wiring system with double insulation fire proof cables running in steel conduits and boxes suitable for the Zones 2, as per ATEX classification; All lighting circuits shall be supplied from new electrical panel.

Fire/gas detection:
- Supply and installation of fire alarm system;
- Supply and installation gas detection system;
Equipment accessory:
- Restoration/upgrading/revamping of equipotential grounding connections; internal metallic masses and equipment equi-potential grounding connections;
- Communications equi-potential grounding systems;
- Supply and installation of install exterior earth electrode and interior static and facility equipment.
All other items of work as indicated on drawings and Schedule of Work Items.
Comm system:
The new telecom system shall be as follows:
- Telecom rack suitable for the Zone 2, as per ATEX classification;
- New telephones suitable for the Zone 2, as per ATEX classification;
- New box/panel for the intercom between the aircraft and exterior suitable for the Zone 2 as per
ATEX classification;
- New wiring system with cat 6 fire proof cables running in steel conduits and boxes suitable for the zone 2 as per ATEX classification;
- Communication system requires further investigation regarding the equipment to be removed, WORKS NOT INCLUDED IN WORK ITEMS, THAT WILL NOT BE PROVIDED.
- the alarm system will only be put in place; installation is the responsibility of the user;
- Supply and installation of equipotential grounding system and a panel/connector for a mobile back-up generator;
- Supply and installation of minor waterproofing touch up on roofs;
- Supply and installation of wall painting;
- Supply, installation or revamping of specify floor painting, in to all hangar

AC1 - 2 LEED CERTIFICATION
Not required
AC1 - 3 SUBMITTAL OF MATERIALS
In accordance with Paragraph 2.5 of the technical specification No. 01100/R, entitled “GENERAL
CONDITIONS” of the Master Specifications, the materials listed in AF Form 66 shall be submitted as required by the time schedule indicated, for the approval by the Contracting Officer’s Technical
Representative. The Contractor shall provide, for all the materials that will be furnished and installed, a written certification, completed with catalog data from which shall be clear the total absence of toxic-noxious materials. The number of copies will be as required on AF Form 66.
AC1 - 4 CONSTRUCTION AREA SCREENING
All construction sites and material storage areas shall be securely fenced around the entire perimeter within an area defined by the Contracting Officer’s (C.O.) Technical Representative. Bilingual signs, "VIETATO L'INGRESSO - LAVORI IN CORSO / WORK AREA - NO ENTRY" shall be placed at the work area entry and along each side of the fencing. Fence type, height, and screening color should also be specified by the Base Civil Engineering (BCE). Fencing shall be completely secured at top and bottom to prevent access.
Fences shall be screened with opaque screening material to prevent visibility inside the fenced area.
Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. Contractor shall not start installation of area screening until approved, in writing, by
Contracting Officer (C.O.). Contractor shall submit photos or samples of the screening material for approval by C.O.. The Contractor shall replace or repair in a timely manner, as determined by C.O., all fences and screening sections that have damage or develop unsightly rips or holes. It is strictly forbidden to install advertisement signs and/or logos including contractor’s along the construction site fence. At the end of the work or when exterior work requires it, temporary fencing shall be removed. Night warning lights shall be installed to illuminate the work area, from sunset to dawn.
AC1 - 5 PROJECT SIGN
The Contractor shall furnish a project sign on site in accordance with Section 01101/R. The sign shall be made of a durable material and maintained in good condition. Lettering is to be white gloss, exterior-type enamel. The sign and posts shall be given one prime coat and two finish coats of dark brown gloss exterior enamel paint. The sign shall be erected at the designated location and shall be maintained in good

condition by the Contractor until completion of the contract. The sign shall remain the property of the
Contractor and shall be removed from the site upon final inspection and acceptance of the facility.
Contractor identification and logo shall be allowed only on this sign and nowhere else on the exterior of the job site, with the exception of company vehicles. There should be no signs for the purpose of advertising anywhere on the site. Contractors shall submit sign proposal to BCE for approval.
AC1 - 6 JOB SITE MOBILIZATION
The Contractor shall submit a proposal to C.O. diagramming their construction site and all material storage areas in locations separate from a construction site. The Contractor shall submit this plan 14 calendar days prior to the start of construction. Material mobilization and construction execution cannot begin until the plan has been approved by the base. Jobsite utility connections are the responsibility of the Contractor and shall be coordinated through BCE. Temporary overhead utility runs are prohibited. Contractor shall include a plan for supplying required utilities to their site in their proposal.
AC1 - 7 SAFETY
Contractor shall provide barricades, traffic control signs and construction safety signs that meet installation standards and comply with all applicable laws. Actual location, size and final arrangement of these items shall be discussed and approved by the C.O. prior to installation. Such approved items shall be of uniform size, design and color. All cones, barricades, warning lights, temporary signs and protective devices shall conform to the current host nation requirements (D.M. 81/08) and other applicable norms.
AC1 - 8 HAZMAT/HAZWASTE HOUSEKEEPING
Prior to bringing any hazardous material onto the base, the Contractor must contact BCE to coordinate the storage and handling of all hazardous materials. Contractor is responsible for complying with all applicable environmental regulations and laws pertaining to the storage, handling, and transportation of hazardous materials and hazardous waste.
Hazardous materials: The Contractor shall identify all hazardous materials required for completion of the project.
Material Safety Data Sheets: The Contractor shall furnish English language versions of the
Material Safety Data Sheets (MSDS) of hazardous materials, chemical, toxic, and noxious, that will be used in the construction work, to 31st CES/CEAV for approval and coordination through SEG and SGPB. The
Contracting Officer will provide sample of the MSDS form to the Contractor.

Hazardous Waste Management Plan: The Contractor shall provide an hazardous waste management plan.
Chemicals Materials: The Contractor shall ensure that hazardous materials utilized during construction do not contain any chemicals listed as EPA 17 toxins. A list of the EPA 17 toxins con be obtained from the 31st CES/CEAV office.
Liquid, flammable or toxic substances: Any liquid, flammable, or any other toxic substances that are required for the execution of the works, shall be kept in properly labeled, special containers. Relative data (quantity, characteristics and location) shall be transmitted to 31st CES/CEF or 31st CES/CEAV.
Asbestos Containing Materials: Asbestos containing materials will be encountered during demolition work. It shall be the responsibility of the Contractor to handle and dispose asbestos containing materials in the appropriate manner, as prescribed by Italian Law, governing the handling of such materials, and to provide all required documentation and related coordination to obtain the necessary authorizations.
Removal, handling and disposal of asbestos containing materials shall be in compliance with Section 13281 of this contract document.
AC1 - 9 PRESERVATION OF EXISTING CONDITIONS
The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized by C.O. to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The Contractor shall return all areas disturbed during construction to their original condition before final acceptance by the base.
AC1 - 10 WORK SITE CONDITIONS
The work areas shall be made available to the Contractor as follows:
Work areas: The areas where the works will be performed requires special access procedures, therefore the Contractor shall strictly comply with the Contracting Officer’s instructions. Delays may happen when the Contractor will enter the restricted areas due to military operations or exercises. In this case the unproductive time will not be at the expense of the USA Government.
Administrative Containers: Containers required on site for administrative reasons (office space, 080_16_ASHE 18-1003_AC1_100%EN 12 conference space, break room) must be in like new condition and painted a color which coordinates with the base architectural plan and is approved by C.O., unless it is hidden by the opaque fencing material.
Administrative containers in need of painting and / or repairs or that are in an unsightly condition will not be allowed at the project site. A nameplate, no greater than 0.5 meters X 0.5 meters in size, shall be displayed on the exterior of all trailers which lists the name of the Contractor’s company, 24-hour
Contractor’s point(s) of contact (POC) and telephone number where they can be reached.
Material Storage: Storage containers will be in like new condition, and painted a color which coordinates with the base architectural plan and is approved by C.O., if it is not hidden by the opaque fencing material. Contractor shall display a nameplate on the exterior of all storage units with the name of the Contractor’s company, the Contractor’s point(s) of contact (POC) and telephone number where they can be reached. Storage of materials at the work site is at the Contractor’s risk. The use of private security guards on a job site shall be coordinated with base Security Forces and approved by the installation commander. The Contractor shall not use any area(s) for material or equipment storage that has not been approved by C.O.
Loading and Unloading of Construction Materials and Equipment: Unloading of materials will be allowed within the fenced work area. Contractor's personnel, vehicles and equipment must not obstruct access roads to other buildings. Temporary parking of vehicles, for loading or unloading materials and equipment is permitted in the proximity of the work area; unless such operations will obstruct traffic flow.
Housekeeping and Site Cleanup: At the end of each working day, the Contractor shall be responsible for cleaning the area surrounding the building involved in the work. Since the adjacent buildings are used every day, the Contractor shall provide that the surrounding areas are kept constantly clean and accessible, completely safe, and that the facilities are not in any way aesthetically damaged, even temporarily. Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times. Grass within the construction sites and material storage areas shall never exceed 10 cm in height. All rubbish and waste materials shall be placed in Contractor furnished containers. Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield.
During the laying of asphalt roads, streets and/or parking surfaces, areas soiled by residual asphalt shall be cleaned the same day.
AC1 - 11 AIRFIELD SAFETY TRAINING
Work site area is outside Airfield Area. Contractor shall contact the office “Airfield Management” before installing/using special tools and equipment (cranes, truck with tall arms, lifters, etc).

AC1 - 12 PARKING
Contractor or Contractor’s employees, including subcontractors, shall obey all traffic laws on installation.
The Contractor shall park all vehicles, including heavy equipment vehicles, only in unobtrusive locations within the fence line of the construction site or lay-down areas. Every effort must be made to avoid parking vehicles or heavy equipment where it can be easily observed by the public. The Contractor shall not park outside the construction zone unless approved through C.O. The Contractor shall clearly identify their vehicles through the use of company logos or signs on their vehicles.
AC1 - 13 ACCESS ROUTES
The project site is located within a restricted area. Contractor will be escorted and guarded at all time during works execution.
The Contractor shall provide a haul route plan for approval by C.O.
For road detour/closures the Contractor shall submit a written request to the Contracting Officer or his authorized representative for approval four (4) weeks prior to his scheduled starting of work.
AC1 - 14 TRUCKING AND ROADS
Trucks loaded with loose material that can create a dust, debris or falling hazard shall be secured and covered. Fasten suitable cover, such as tarpaulin, over the load before entering surrounding streets. The
Contractor is solely responsible for spillage from their vehicles and such spillage shall be cleaned up immediately. All roads shall be maintained free of debris at all times. The Contractor is responsible for ensuring all haul routes and site access areas are maintained in a clean and orderly fashion, free from mud, debris and clutter at all times. Special consideration must be given to haul routes that cross active taxiways. No amount of debris at these locations shall be tolerated. The Contractor shall sweep these areas continuously as long as material deliveries are being made.
AC1 - 15 NOISE CONTROL
The Contractor shall comply with all applicable country, local, and installation laws, ordinances, and regulations relative to noise control, to include applicable base quiet hours.
AC1 - 16 EXCAVATIONS
Every trench/excavation shall be returned to its original condition within ten days of the original

excavation; this may be extended to 30 days if approved by the BCE. Contractor shall phase trenching and excavation operations in order to comply. At minimum, Contractor shall restore the site to pre-excavation conditions. All soil stockpiles shall be hidden from view to the maximum extent possible. Prior approval by
BCE is required if soil stockpiles are to remain exposed for long periods of time. Dust control measures are the responsibility of the Contractor and shall be implemented as directed by BCE. All road cuts must be approved by BCE prior to execution.
AC1 - 17 LAWN MAINTENANCE
Grassy areas disturbed by any type of construction work including storage, equipment staging, and material delivery areas shall be sodded, or hydro-seeded, where required by BCE. Sodding, or seeding, damaged areas should be accomplished at the earliest planting season possible. Contractor shall be responsible for the successful growth and maintenance of all sodded, or seeded, areas under this contract for a period of thirty (30) days or three mowings after final acceptance of the work. All grass, shrubbery, and ornamental plants fenced by the construction site shall be maintained to base standards by the Contractor.
AC1 - 18 LAWN ESTABLISHMENT
Within seven (7) workdays of actual completion of work at contract site, the Contractor shall prepare all disturbed areas inside and outside of the fenced site for sodding, or hydro-seeding, as provided in contract specifications. Contractor shall restore the site to a condition and appearance equal to or better than existing before the work occurred. Such restoration work will not be considered complete, and the facility not accepted, until approved by BCE. Additionally, no seeding shall be authorized for lawn establishment, whether new, or for restoration purposes unless specifically authorized by C.O.
AC1 - 19 CONSTRUCTION SITE RESTORATION
All Contractor owned items such as, but not limited to, stakes, traffic/safety cones, barriers, warning tape, erosion control fences, that are erected during construction, shall be removed entirely after completion of project and within five (5) days of Government acceptance of the project site. The Contractor, at his own expense, shall return to the site to remove any items left at or near the project site after this time period.
All trailers, equipment/storage units, residual construction materials shall be removed also within five (5) days of Government acceptance of the project site.
AC1 - 20 PROCEDURES AND WORK PHASES
Prior to starting any work the Contractor shall submit a Work Plan for approval by the Contracting Officer.

AC1 - 21 SALVAGEABLE MATERIALS
In this contract are indicated materials and equipment to be removed, stored and subsequently reinstalled.
It shall be the responsibility of the Contractor to remove salvageable items with maximum care to avoid any damages; and to transport them to the storage areas as indicated by the Contracting Officer’s Technical
Representative. It shall be the responsibility of the Contractor to provide containers for material disposal and/or transportation of the salvageable items. All discarded materials shall be transported to an authorized public dump site by the Regional and National Regulation according to the typology of the related material. Transportation of discarded materials shall be extended, to an authorized dump site, even if the dump site is located outside the authority limits of the Aviano City Council Territory.
Removal of existing communication system and removal existing electronic system (panel comm, the phone, sirens, acoustic signals, telephone cables, comm devices etc..); the communication equipment must be delivered personal military, subsequently delivered to the contractor for installation.

(see attachment BUILDING ACCEPTANCE CHECKLIST 01 Feb 2016);
At the end of the work, the Contractor shall provide the Government with three copies of the following documents:
Certificate of Compliance with Law No. No. 37 dated 22 January 2008, for the installation of the electrical and mechanical systems in a workmanlike manner, signed by the Contractor.
Final Acceptance Test Certifications for electrical and mechanical systems signed by a Registered
Engineer to be selected among three candidates proposed by the Contractor to the Contracting Officer in accordance with Law No. 37 dated 22 January 2008.
For warranty call purpose, 3 copies of letter identifying project number, item, company address, phone number, point of contact, item warranty expiration date, etc. One copy of the letter will be installed next the item for immediate consultation;
3 set of AS BUILT drawings signed and stamped by qualified engineer and CD with autocad and pdf electronic version of same drawings (AUTOCAD Release 2007 for drawings. Drawings shall be geospatially referenced using real world coordinates WGS-1984 UTM 33N. 31CEP/CEPT section (0434-305488) will provide an AutoCAD drawing that is geospatially referenced for the contractor to use as a background);

1.3 GENERAL REQUIREMENTS
1.3.1 Verification of Dimensions
The Contractor shall become familiar with all details of the work, verify all dimensions in the field, and shall advise the Contracting Officer’s Technical Representative of any discrepancy before performing the work. No departures shall be made without the prior approval of the Contracting Officer’s
Technical Representative.
1.3.2 Standard Products
The system furnished under this specification shall consist of the standard products of a manufacturer regularly engaged in the production of lightning protection systems and shall be compliant with the applicable CEI NORMS. The lightning protection system shall conform to CEI NORM 81-10 group, except where requirements in excess thereof are specified herein.
1.3.3 Detail Drawings
The Contractor shall submit detail drawings consisting of a complete list of material, including manufacturer's descriptive and technical literature, catalog cuts, drawings, and installation instructions.
Detail drawings shall demonstrate that the system has been coordinated and will function as a unit.
Drawings shall show proposed layout and mounting and relationship to other parts of the work.
PART 2 – PRODUCTS
2.1 materials
2.1.1 General Requirements
No combination of materials shall be used that form an electrolytic couple of such nature that corrosion is accelerated in the presence of moisture unless moisture is permanently excluded from the junction of such metals. Where unusual conditions exist which would cause corrosion of conductors, conductors with protective coatings or oversize conductors shall be used. Where a mechanical hazard is involved, the conductor size shall be increased to compensate for the hazard or the conductors shall be protected by covering them with molding or tubing made of wood or nonmagnetic material. When metallic conduit or tubing is used, the conductor shall be electrically connected at the upper and lower ends.
2.1.2 Main and Secondary Conductors
Conductors shall be in accordance with CEI NORM 81-10/3.
2.1.2.1 Copper
Copper conductors used on nonmetallic stacks shall weigh not less than 170 kg/300 m, and the size of any wire in the cable shall be not less than 2.5 mm2. The thickness of any web or ribbon used on stacks shall be not less than 4 mm2. Counterpoise shall be copper conductors not smaller than 55 mm2.
