CONSOLIDATED QUESTIONS FROM PROSPECTIVE OFFERORS AND

700TH CONTRACT SQUADRON’S ANSWERS IN RESPONSE TO THE REQUEST FOR PROPOSAL (RFP) NUMBER FA5613-14-R-0001, PUBLISHED ON FBO 5 NOV 2013

SET # 1, 14 NOV 2013

Question 1: Please confirm whether a GmbH is required for performance on the anticipated contract.

Response: No, a “GmbH” is not required for performance of this contract; it can be any corporation form.

Question 2: Does the Government anticipate extending the 13 Nov 2013/1400 due date for the questions as this deadline is prior to the pre-proposal conference and subsequent site visits?

Response: The Government does not anticipate extending the 13 Nov 2013/1400 due date for questions. The purpose of setting this date was to prepare answers to potential questions and provide such at the pre-proposal conference. If further questions arise based on the pre-proposal conference, site visit and (potential) amendment(s), additional time will be granted, and a new due date for submission of questions will be scheduled accordingly via an amendment.

Discussion/Question 3: Addendum To FAR 52.212-1, Instructions To Offerors -- Commercial Items (Jul 2013), Paragraph (b)(12)(i) states that “The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2007, MS Excel 2007, MS PowerPoint 2007, as applicable. Will the Government accept electronic copies created in Microsoft Office 2010 format?

Response: Yes, the Government will accept electronic copies created in Microsoft Office 2010 format. Addendum to FAR 52.212-1, Instructions to Offerors …” will be amended accordingly.

Discussion/Question 4: Attachment 1, PWS § 1.3.1: The COM service must be performed in accordance with Appendix 4a. As shown in Appendix 4a several repairs and replacements need to be done. Will the material cost be reimbursed under Item No 0022 and following years?

Response: Material cost for change of Occupancy Maintenance (COM) services other than Separate Bid Items (SBI) and appliances, and in excess of EUR 100.00 will be reimbursed based on actual cost incurred in accordance with paragraphs 1.11 and 1.4.1 of the PWS, Attachment 1 to the solicitation, during the basic period and all option years, if exercised.

Discussion/Question 5: Addendum to FAR 52.212-1, Volume II: Factor 2 – Price (i): All ITEM NO shall be inserted with a unit price. Response: Contract Line Item Numbers (CLINs) 0001, 0002, 0003, 0004, etc. are informational CLINs only and shall not be priced, thus, remain unchanged. Offerors are required to provide a unit price and an extended total amount for all sub-CLINs (ending with an alphabetic character), e.g. sub-CLINs 0002AA through 0002AG, or 0003AA through 0003AG, or 0004AA through 0004AC, etc. In addition, sub-CLINs with a unit of issue of “Lot” will be completed by the Government with a “not to exceed (NTE)” amount (e.g. sub-CLINs 0010AC, 0011AA, 0011AB, 0021AA, 0022AA, 0023AA, etc.). An amendment to reflect this change will be issued accordingly.

Response: Yes, the Government will provide more details to show surges during fiscal years 2010, 2011 and 2012. The number of calls of historical workload by month will be made available. Additional appendices will be added, and an amendment will be issued to reflect the changes.
