WORKSCOPE
The contractor shall provide all labor, tools, parts, materials, equipment, crane, supervision, management, licenses, supplies, transportation, and other items and services necessary to replace the existing intrusion detection system at Grosslittgen and Niederkail wells at Spangdahlem Air Base.
Construction Site Location:
The construction sites are located outside the US Spangdahlem Air Base. Access to the well buildings and the valve shaft is via gravel field and forest roads. Access to these is difficult but possible with normal cars. The water plant is located near Grosslittgen and can also be reached by car via a gravel field path. Due to the narrow paths, it is only possible to pass oncoming traffic in some places.
52 CES/CEOE 3
DESCRIPTION
At the Niederkail north and south well as well as at the water treatment plant at Grosslittgen new intrusion alarm systems and the pertaining detectors and contacts shall be installed and connected ready to use.
The project involves buildings and structures located in the immediate vicinity of Spangdahlem Air Base. All buildings are only accessible via gravel forest roads. The first building is the water treatment plant near Grosslittgen, which consists of two structures and three wells. One is the water plant itself and the other is the drinking water reservoir. The other structures are the three wells located in the forest, which can be reached via the same path. The two wells in the Kailbach Valley each have a separate transformer station, but these are not to be monitored. The last structure is the valve shaft, which is located approximately halfway between the two wells. The two well buildings in the Kailbach Valley are identical in design and consist of multi-layered masonry on the outside. This consists of exposed sandstone masonry (approx. 10 cm thick) with an intermediate layer of insulation (approx. 10 cm) and concrete (approx. 30 cm). The interior partition walls are made of concrete. The valve shaft is located underground beneath the forest path. Access is via two hinged concrete slabs arranged at the edge. The entire cover of the shaft consists of concrete slabs lined up next to each other with a cast steel surround.
The existing intruder alarm systems in the buildings described shall be replaced by this project. Most of the electrical installations shall be surface-mounted. The water plant in Grosslittgen shall have its own alarm control center, while the other locations shall share a control center located in Brunnen Nord. The alarm systems for the various buildings shall be used for outer shell and trap monitoring. The components offered for these systems shall form a coherent and coordinated system. The systems shall be installed using bus technology. The assignment of detectors is carried out by programming the control center and the bus participants. Access doors are monitored for opening and closing, and windows are monitored for opening and climbing through. Existing copper and fiber optic connections shall be used to connect and transmit signals between the buildings and to the office on base, and system statuses are transferred to the existing PLC. Outside the Grosslittgen water plant, the existing camera pole shall be replaced due to damage.
An insulated lightning protection system shall be installed on it to prevent lightning currents from entering the cameras and the building. All devices installed outside the various buildings shall be protected by surge protection modules.
All alarm and camera related cabling shall be replaced, but the installation systems shall be reused as far as possible. The contractor shall connect the cables to the existing PLCs. Programming the controllers / SCADA shall be done in close coordination with the GOV POC. All work in the network cabinets at the various locations, shall be documented and the necessary adjustments shall be made in coordination with the GOV POC. The existing connecting lines to the wellheads outside the buildings described shall be checked for continuity and insulation
52 CES/CEOE 4
(according to VDE). Access to the buildings will be provided by CES shop staff.
Working hours are therefore set between 7 a.m. and 4 p.m.
The structures to be protected by the alarm system within this requirement are drinking water supply wells / water plants / drinking water supply facilities. Basically technical, industrial facilities housing critical infrastructure.
Critical infrastructure refers to facilities that are of vital importance to the state community and whose failure or impairment would result in long-term supply bottlenecks, significant disruptions to public safety, or other dramatic consequences.
Under these specifications, an intruder alarm system, including all sensors and alarm devices, shall be installed in accordance with VDS Class C. VDS Class C alarm systems offer a high level of security against intrusion, both when armed and unarmed. The response sensitivity of the alarm detectors shall be increased and functions relevant to security shall be monitored. Therefore, a simple alarm system, such as those installed in private homes, will not be sufficient.
The IDS system shall be a multifunctional central platform for connecting detectors, contacts, and sensors using conventional and BUS technology. All detectors, sensors, alarm devices, and other necessary equipment shall be wired together using monitored bus technology. No wireless / radio transmission, as this could be disrupted by jammers. The modular design shall ensure that there is 30% of space reserved for possible future expansion.
The cameras to be installed shall meet at minimum the following specifications:
Resolution: 2MP or better / Light intensity: 0.06 lux (color) or better / White balance / Day/night switching with additional IR spotlight if necessary. All cameras shall be powered by PoE. Outdoor cameras shall be IP67-rated and shall be equipped with a housing including a heating cartridge.
The digital recorder shall be equipped with 2 hard drives in RAID 1 structure. The recording time will depend on the Terabyte capacity and on the resolution.
Recording time shall be at a minimum of 45 days before information gets re-written in a loop.
The IDS system shall include all licenses necessary for the unrestricted operation of all components. The licenses should be generally valid and not subject to any time restrictions.
All outdoor devices shall be supplied and installed in a weatherproof design with UV-resistant housing and an IP54 classification (or higher). If the devices do not meet this requirement, they shall be housed in additional stainless steel housings to ensure they are weatherproof. All outdoor alarm devices shall be fitted with a folded stainless steel sheet rain canopy/sun protection according to their dimensions.
All outdoor and indoor devices shall be connected to a power supply. Operation with batteries only is not permitted (for maintenance and servicing reasons).
52 CES/CEOE 5
All cable and ducts shall be halogen-free versions. All existing cables, cable ducts, sensors, detectors, controls, etc. from the old intrusion detection system shall be removed and disposed of. Old dowel holes shall be sealed and touch up is required with appropriate paint / color. Exception: The lines from the water treatment plant in Grosslittgen to the three existing well head facilities.
Additional circuit breakers are needed in the sub-distributions for the additional devices that will be part of the intrusion alarm system. New cables and lines in the buildings shall be run in surface-mounted PVC ducts. Outdoors, cable conduit shall be used. Multi-cable conduits shall be used in Großlittgen.
The scope of the work to be carried out includes the installation of plaster, sockets for the new circuits, junction boxes and interface converters for the conversion from copper to fiber optics.
Lightning protection and grounding systems. The two cameras on the free-standing pole at the entrance to the area of Grosslittgen water treatment plant shall be protected by a new lightning rod mounted on top of the pole. That pole shall be grounded with a new grounding rod installed by the contractor next to the pole (this requires a digging permit).
Furthermore, surge protection devices will be installed in the feed lines of the cameras. All newly laid cables and lines that are routed from the outside into the respective buildings will be equipped with a suitable overvoltage protection module.
In some cases, new penetrations through walls and ceilings are required due to new cables and lines. These will be sealed in accordance with the applicable fire protection regulations.
The planning and execution of all work is based on the current German regulations, standards, and guidelines for the construction industry.
Furthermore, various installation and connection work is also required as part of the construction project.
Furthermore, the contractor shall provide the entire documentation of the new installed intrusion detection system at all work sites.
