About this file
This document is a Questions and Answers (Q&A) file for an Intrusion Detection System (IDS) replacement project at Grosslittgen and Niederkail locations. The Q&A covers technical specifications and clarifications for the system installation, including camera placement, monitoring requirements, and system integration. Key details include confirmation of four camera locations (two on a replacement pole, one on Building 2300, and one on the potable water building), requirements for both magnetic contacts and glass break detectors, and system connectivity specifications. The project requires VdS certification for the installing company, with the IDS connecting to a local PLC that will report to the SCADA system. Security requirements are minimal, with only a Base Entry ID needed for personnel, and the solicitation is open to all bidders. The system will monitor three exterior wells, and existing switches and cables can be reused if functional.

Statement of Work 3 Will the Government please confirm that the term “conventional BUS technology,” as used in the Statement of Work, refers to a system that prohibits wireless communication but still allows for the use of dry contact connections between intrusion detection devices and the IDS controller?
No wireless at all within the IDS - but bus system as well as regular wiring is allowed.

During the site survey, it was stated that it was desired to have a camera looking at the well head located in the far corner of the property. Appendix 3 identifies four (4) cameras: two (2) mounted on an existing pole near the entrance and two (2) mounted directly to Building 2300. Due to the potable water building being in the line of site, you do not have a clear view of the well head from Building 2300. It was decided at the survey to place a camera near or on the potable water building for a clear view of the well head.
Will the Government please confirm the intended camera count and locations? Specifically, should the Contractor plan for:
-Two (2) cameras on the new replacement pole near the entrance, -One (1) camera on Building 2300, and -One (1) camera on the potable water building facing the wellhead, for a total of four (4) cameras, Or -Two (2) cameras on the replacement pole, -Two (2) cameras on Building 2300 (as shown in Appendix 3), and -One (1) camera on the potable water building facing the well head?
for a total of five (5) cameras?
Due to the recent completion of new construction at the Grosslittgen site, a total of four cameras are requested:
-Two (2) cameras on the new replacement pole near the entrance, -One (1) camera on Building 2300, and -One (1) camera on the potable water building facing the wellhead

Statement of Work 8 Will the Government please confirm whether site technician personnel assigned to this project are required to hold a valid OSHA 10 certification to meet safety compliance requirements?
The solicitation is open for all bidders. The minimal requirement for the company installing IDS is VdS certification und trained / VdS certified electronics technician.
9 General Will the Government please confirm that the contractor can replace the existing CCTV and IDS with an approved USAF CCTV and IDS system such as Lenel and Milestone?
All Systems with both VdS certification and approval for critical infrastructure are OK.
10 Appendix 3 Grosslittgen Water Treatmet Plant Floor Plan 1 Will the Government please confirm whether the multi-cable duct shown in Appendix 3, running between the camera pole and the water treatment plant, is existing and available for use by the Contractor?
Yes, the cable duct was installed recently.
11 Appendix 3 Grosslittgen Water Treatmet Plant Floor Plan 1 Will the Government please confirm whether the conduit shown in Appendix 3 between the potable water tank and the water treatment plant is existing and available for use by the Contractor?
Yes
12 Appendix 3 Grosslittgen Water Treatmet Plant Floor Plan 1
Will the Government please verify the number of exterior wells at the Grosslittgen location that are equipped with plunger switches requiring monitoring?
Number of exterior wells: 3
Existing switches and cables can be reused as far as the switches are working properly.
13 Appendix 3 Grosslittgen Water Treatmet Plant Floor Plan 1 Will the Government please confirm whether there is existing underground conduit between each of the exterior wells requiring monitoring and the water treatment plant building at the Grosslittgen location, and whether that conduit is available and suitable for use by the Contractor?
There is no underground conduit, so the existing switches and cables shall be reused as stated above.

Statement of Work 6
Will the Government please confirm whether the intrusion detection system (IDS) is permitted to operate as a standalone system, without integration into the SCADA system? The standalone IDS would include a dedicated alarm monitoring workstation located in Building 305, or another building designated by the Government, along with local horn and strobe annunciators at the sites specified in the Statement of Work.
The IDS system will connect to the local PLC, which will report to the SCADA system. The SCADA system will then send out the alarm to the operators.
