About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA560625Q2016, relating to an Intrusion Detection System (IDS) replacement project for the United States Air Forces in Europe - Air Forces Africa at Spangdahlem Air Base. The Q&A covers technical specifications for a comprehensive IDS installation at multiple locations including Grosslittgen and Niederkail wells, with key details including camera requirements (2MP, 15 FPS), 30-day video storage, TAA-compliant cameras, and a 3-hour battery backup at each site. Contractors will need to handle construction tasks like replastering, obtaining digging permits, and integrating with existing systems like ESS and KISTERS ProCos.
The solicitation requires replacing the existing intrusion detection system, with a site visit planned for 13 June 2025 and participation requiring pre-registration by 9 June 2025. Contractors must provide all necessary labor, tools, materials, and equipment for the installation, with floor plans available upon request from specific government points of contact. The project involves multiple technical considerations, including data protection regulations, motion detection limitations due to wildlife, and specific interface requirements with relay contacts for alarm and system status reporting. The quote deadline is set for 2 July 2025, with an anticipated project execution time of approximately 180+ days.

| 10 | Attachment+1+-+SOW+-+Intrusion+detection+system+replacement+26JUN2025_Redacted | FA560625Q2016 | 4 | Will the Government please confirm if the CCTV system should be integrated with the IDS? | The cameras shall be designed to detect motion alarms. |
Motion detection in the cameras should only be active for the purpose of video storage on the recording device.
However, as the referenced sites are located in the forest, it is not recommended to activate this motion detection function to generate IDS alarms, as there is a lot of wild life at the sites (i.e. large birds, rabbits, ...) that could cause many false alarms.
| 11 | Attachment+1+-+SOW+-+Intrusion+detection+system+replacement+26JUN2025_Redacted | FA560625Q2016 | 4 | Will the Government please confirm if the IDS requires a domain controller for user management? | The 52CES team is unsure about the reason for this question. What is the vendors intend to build in a device that makes a domain controller for usermanagent necessary? From our point of view, there is no need for this. |
| 12 | Attachment+1+-+SOW+-+Intrusion+detection+system+replacement+26JUN2025_Redacted | FA560625Q2016 | 4 | Will the Government please confirm if there are any cyber security requirements for the CCTV or IDS? | As German civilian employees also work on these properties, the images from the cameras must be transmitted and stored in accordance with the relevant data protection regulations. |
The cyber security requirements for the referenced off base sites are currently under internal review. The subject of the that review is which cyber security systems are to be installed in the future, therefore all cyber security requirements are not discussed before the contract is awarded.

This question is in regard to the possible restrictions on hedges or bushes. This is only a general reference in the SoN to the time limits to be observed. We assume that no bushes or hedges are to be cleared as part of the work to be carried out.
Further we assume an execution time of 180+ days (incl lead / ordering time), so that the clearing of bushes and hedges (if nbecessary at all) can take place within the permitted periods.
