About this file
This file is a Questions and Answers document addressing contractor inquiries regarding the Aircraft Parts Washers Blanket Purchase Agreement (BPA) solicitation FA558726Q0025 for the United States Air Forces in Europe.
The Q&A addresses seven key questions from potential contractors regarding specific equipment and cleaning solution requirements across multiple service locations at RAF Lakenheath and RAF Mildenhall. Question 1 clarifies that an M810 parts washer with SamSol T2 cleaning solution is acceptable if SamSol T2 is confirmed with a provided Safety Data Sheet (SDS); however, other SamSol products may not be compatible. Question 2 provides specifications for the existing StingRay Manufacturing Wheel Washer (Model SR6036AWW with 397-gallon/1505-liter reservoir capacity). Question 3 and 4 detail the specifications for the Finnsonic SPINTEC 125 jet washing machine (450-liter tank, heated system operating up to 60°C/140°F, spray system configuration) with requirements per TO 11W1-7-17-2, including maximum temperature and pressure specifications. Questions 5 and 6 confirm the SafetyKleen Model 81 Parts Washer specifications (80 US gallons/approximately 303 liters) and note that the operator's manual restricts servicing to SafetyKleen personnel with no compatible compound alternatives listed. Question 7 clarifies that all services will be performed in the United Kingdom at specified squadron locations on both RAF Lakenheath and RAF Mildenhall, with 48th squadrons located at RAF Lakenheath and 100th squadrons at RAF Mildenhall. The Government has indicated no further questions will be accepted regarding this solicitation.

| Number | Organization | Question | Answer |
| 1 | 48 CMS | We request clarification regarding PWS 1.3.1.2 (300-liter capacity parts washing machine). The PWS specifies servicing with MIL-PRF-680 Type II or Type III, or a suitable supplement as determined by the 48th CMS Propulsion Flight. From one of our partners, the proposed equipment supplier advises that a solvent-based cleaning process is required and proposes an M810 parts cleaner using Samsol, which they state complies with the MIL-PRF cleaning specification. Can the Government confirm that an M810 parts washer with Samsol cleaning solution would be considered an acceptable equivalent for this requirement? | As long as the company can confirm the SamSol solvent being provided is SamSol T2 and provide an SDS, this will be acceptable. However, if it is not SamSol T2, we will have to obtain further details from the company, as many SamSol products are not compatible with our needs. |
| 2 | 48 EMS | The StingRay Manufacturing Wheel Washer is identified as "[Already In Place]". Could the Government please confirm the model number and tank/fluid capacity of the existing unit? Information available publicly indicates that StingRay Aircraft Wheel Washers are available in multiple sizes (approximately 492L, 680L and 1325L capacities), and confirmation of the installed unit would assist in determining the appropriate service requirements and chemical quantities. | The StingRay wheel washer model number is SR6036AWW, the reservoir capacity is 397 gals (1505L) |
| 3 | 48 MUNS MSEM | The Finnsonic SPINTEC 125, S/N FS10028, 450L tank, is identified as "[Already In Place]" and requires servicing with Axarel 3000 or equivalent MIL-PRF-680 Type III solvent. Could the Government please clarify: |
• Whether the unit is an automatic heated hot-wash system or another configuration.
• The existing chemistry arrangement.
• Operating temperature requirements; and
• Whether the machine utilizes a spray system or immersion process. Per TO 11W1-7-17-2 (3.1.1) a. A jet washing machine with a purifier filtration system using MIL-PRF-87937, TYPE I and TYPE II cleaning compound is acceptable for weapon parts requiring degreasing and cleaning. b. The jet washing machine must have a clean water rinse and drying cycle following the wash cycle. c. The complete washing, rinsing, and drying process shall not exceed ten minutes. d. The temperature and pressure of the jet washing machine for use on the parts shall not exceed 200 degrees Fahrenheit (°F) and 80 Pounds-force per Square Inch (PSI), respectively. (3.1.2) b. The temperature of the filtered washing and rinsing solution shall not exceed 160 °F and the self heated, high volume air drying module using air knives shall not exceed 200 °F. Adjustable heat and time settings for both tanks are required *The machine utilizes a spray system*
