About this file

This file is a Questions and Answers document addressing contractor inquiries regarding aircraft parts washer servicing requirements for solicitation FA558726Q0025, a Blanket Purchase Agreement (BPA) for parts washer supply and maintenance services at RAF Lakenheath and RAF Mildenhall in the United Kingdom.

The Q&A clarifies technical specifications for seven specific parts washing machines located at various squadron shops (48 CMS Shop, 48 EMS Wheel and Tire Shop, 48 AGE, 48 MUNS Armament Shop, 48 MUNS MSEM Shop, and 100 MXS). Key clarifications include: confirmation that an M810 parts cleaner with Samsol solution may serve as an acceptable equivalent to MIL-PRF-680 cleaning specifications; identification of the Safety-Kleen Model 81 Parts Washer with an approximately 302.8-liter tank capacity that requires servicing only by Safety-Kleen personnel per the operator's manual; confirmation that the Finnsonic SPINTEC 125 (450-liter heated system) operates at up to 60°C/140°F with a spray system and currently contains no chemical arrangement; and specification that the StingRay Manufacturing Wheel Washer's exact model number and capacity require government confirmation. The government provided technical operating parameters from TO 11W1-7-17-2, including maximum temperature and pressure specifications (200°F and 80 PSI respectively) and process time limits (not exceeding ten minutes) for jet washing machines. All services will be performed in the United Kingdom at the designated squadron locations on both RAF bases.

148 CMSWe request clarification regarding PWS 1.3.1.2 (300-liter capacity parts washing machine). The PWS specifies servicing with MIL-PRF-680 Type II or Type III, or a suitable supplement as determined by the 48th CMS Propulsion Flight. From one of our partners, the proposed equipment supplier advises that a solvent-based cleaning process is required and proposes an M810 parts cleaner using Samsol, which they state complies with the MIL-PRF cleaning specification. Can the Government confirm that an M810 parts washer with Samsol cleaning solution would be considered an acceptable equivalent for this requirement?
248 EMSThe StingRay Manufacturing Wheel Washer is identified as "[Already In Place]". Could the Government please confirm the model number and tank/fluid capacity of the existing unit? Information available publicly indicates that StingRay Aircraft Wheel Washers are available in multiple sizes (approximately 492L, 680L and 1325L capacities), and confirmation of the installed unit would assist in determining the appropriate service requirements and chemical quantities.
348 MUNSIn regard to the following PWS section, 1.3.6.1. Service Finnsonic SPINTEC 125, S/N: FS10028, 450L tank, 1.3.6.1.1. Serviced with Axarel 3000 or equivalent MIL-PRF-680, Type III solvent, "If you can confirm whether this machine is heated or cold as we may be able to use the equivalent to the MIL-PRF-680, Type III solvent."The Finnsonic Spintec is a heated system operating up to 60 degrees Celsius/140 Fahrenheit. It utilizes a spray system and, as it has never been used, does not currently have and chemical arrangement.
4100 MXSIn regard to the following PWS section, 1.3.5.3. Service SafetyKleen: Wheel & Parts Washer, 1.3.5.3.1. Servicing of Cleaning Compound MIL-PRF-87937"Can you confirm the litres of the machine, also are we able to use our equivalent for the solution which will be Superbee?"The Saftey-Kleen Model 81 (Parts Washer) has a satandard fill of 80 us gallos which is equivalent to aprproximately 302.8n litres. I am not sure if you can use your equivalent in the operators bookelet we have for the machine it states that "This parts washer is to be serviced only by Saftey-Kleen personnel." It gives no further compatable compound that you can use.
5100 MXSThe SafetyKleen Wheel & Parts Washer is identified as "[Already In Place]" and requires servicing with Cleaning Compound MIL-PRF-87937. Could the Government please provide:

• The machine model number.

• Tank capacity.

• Whether the machine operates using solvent-based or water-based chemistry; and

• Any additional details regarding the existing cleaning compound configuration. The Saftey-Kleen Model 81 (Parts Washer) has a satandard fill of 80 us gallos which is equivalent to aprproximately 302.8n litres. I am not sure if you can use your equivalent in the operators bookelet we have for the machine it states that "This parts washer is to be serviced only by Saftey-Kleen personnel." 648 MUNS (Armament)The Finnsonic SPINTEC 125, S/N FS10028, 450L tank, is identified as "[Already In Place]" and requires servicing with Axarel 3000 or equivalent MIL-PRF-680 Type III solvent. Could the Government please clarify:

• Whether the unit is an automatic heated hot-wash system or another configuration.

• The existing chemistry arrangement.

• Operating temperature requirements; and

• Whether the machine utilizes a spray system or immersion process. Per TO 11W1-7-17-2 (3.1.1) a. A jet washing machine with a purifier filtration system using MIL-PRF-87937, TYPE I and TYPE II cleaning compound is acceptable for weapon parts requiring degreasing and cleaning. b. The jet washing machine must have a clean water rinse and drying cycle following the wash cycle. c. The complete washing, rinsing, and drying process shall not exceed ten minutes. d. The temperature and pressure of the jet washing machine for use on the parts shall not exceed 200 degrees Fahrenheit (°F) and 80 Pounds-force per Square Inch (PSI), respectively. (3.1.2) b. The temperature of the filtered washing and rinsing solution shall not exceed 160 °F and the self heated, high volume air drying module using air knives shall not exceed 200 °F. Adjustable heat and time settings for both tanks are required *The machine utilizes a spray system*
