About this file
This document is a Questions and Answers clarification file for federal contract opportunity FA557526B0005, an RPR (Repair) for Facilities Facades covering multiple buildings.
The clarifications address discrepancies and ambiguities in the solicitation documents and cost estimates. Key points include: (1) contractors must use the remaining Cost Estimate 25-1012 Facades ktor file, as the alternative version was deleted from SAM; (2) there are five CLINs total—CLIN 001 (Basic Bid Building 202), CLIN 002 (Add Item #01 Building 231), CLIN 003 (Add Item #02 Building 221), CLIN 004 (Funding Only), and CLIN 005 (Add Item #03 Building 203); (3) work may be performed simultaneously across buildings in a continuous manner with rotating specialties; (4) the Government will provide only one sample piece, and contractors are responsible for matching replacement items in like and kind for colors, designs, manufacturers, bricks, and ceramic tiles. Specific work scope clarifications include: cleaning and disinfecting flooring and walls (including stains from bird droppings), repairing gutter and downspout joints using tightness testing to identify problem areas, replacing damaged brick and ceramic tiles, repairing concrete element cracks on lintels and drip seals of windows and doors on elevations B and C, removing and reinstalling suspended elements and signs, painting sandwich panel facades entirely, and preparing and painting wood surfaces per Section 09 90 00 specifications. Additional requirements include removing loose sealant from building-to-sidewalk and sidewalk interior expansion joints and coordinating work with building occupants to minimize disruption without requiring protective canopies at entrance doors.

Questions and Answers
Q1. According to the documentation downloaded from Sam.gov, there are two .xlsx files for the Cost Estimate: “D CONSTRUCTION COST ESTIMATE 25-1012 FACADES ktor” and “D CONSTRUCTION COST ESTIMATE 25-1012 FACADES ktor01”. Please clarify which one should be used.
A1. Cost Estimate 25-1012 Facades ktor01 has been deleted from SAM (16 July 26).
All interested parties are to use the remaining Cost Estimate 25-1012 Facades ktor
Q2. The Excel worksheet BASIC B202 of the Cost Estimate includes Item 19 which states: “(55) Repair cracks on concrete elements as indicated”. However, this item is not indicated in the schedule of drawing A201 and it is not possible to quantify it from the elevations. Please clarify if this CLIN is applicable and what quantity it would be.
A2. Line item 19 of BASIC B202 refers to work activity 51 full described in sheet drawing GI101, which corresponds with line item 19 of the excel file that is shown partially in cell B34, but completed in the upper edition cell. And quantity affects to all the lintels and drip seal of windows and doors of elevation B & C.
Q3. In Section B of the Solicitation, the chart lists CLIN 3 twice (as items 3 and 4). Could you please provide a revised chart without this duplication?
A3. There are 5 CLINS due to CLIN 4 being a funding only CLIN.
a. CLIN001: BASIC BID BLDG 202
b. CLIN 002: ADD ITEM#01 BLDG 231
c. CLIN 003: ADD ITEM#02 BLDG 221
d. CLIN 004: Funding Only CLIN
e. CLIN 005: ADD ITEM#03 BLDG 203
A4. Yes, it will in a continuous manner, in other words, the specialties may rotate, but once work on a building has started, it won’t be left waiting for the next trade to step in.
Q5. In order to ensure that the colors and designs of the replacement items match the existing ones, would it be possible to identify their manufacturers? Alternatively, if that is not feasible, will the Government provide these minor replacement materials?
A5. No. The Government will only provide one piece as a Sample. The Contractor is responsible for finding replacement items to match existing items in like and kind.
Q6. On the “BASIC” sheet of the “D CONSTRUCTION COST ESTIMATE 25-1012 FACADES ktor.xlsx” file, line 19 lists an item for which no quantity is provided in the chart on in drawing A201?. Could you please clarify if this omission is an error?
Q7. On the “CLIN3” sheet of the “D CONSTRUCTION COST ESTIMATE 25-1012 FACADES ktor.xlsx” file, there is a discrepancy: the item listed on line 11 is different from the item shown in the chart on drawing A203. Could you please clarify which item is the correct for bidding purposes: the one from the excel file or the one from the drawing?
A7. Line item 11 of CLIN #03 BLD 221 refers to work activity 51 full described in sheet drawing GI101, which correspond with line item 11 of the excel file that is shown partially in cell B34, but completed in the upper edition cell.

Q8.- What type of accessories, equipment, and cables are to be removed and reinstalled in each building? We could not identify these on the drawings unless they refer only to removing and reinstalling the AC units.
A8: It refers to suspended elements and signs, not electrical conduits and boxes. It also applies to mechanical equipment if it hinders the proper execution of the work. Drawings show some pictures to identify those elements. During the site visit meeting, it was asked if anyone wanted to go to the work site to determine by himself what need to be moved.
Q9.- Clean and disinfect surfaces contaminated with grease and oil using a degreaser containing quaternary ammonium compounds, followed by rinsing with high-pressure warm water. (Does this apply to the sidewalks/pavement only, or also to the building façades?)
Q4. Will work be allowed to be performed simultaneously in the different buildings, or will it be necessary to phase the work?
A6: Line item 19 refers to work activity 55, described in detail 2 of DWG 8, and affect to all the lintels and drip seal of windows and doors of elevation B & C.
A9: It affects both the flooring and walls, especially stains caused by bird droppings.
Q10.- Remove the joints from the gutters and downspouts, prepare the surfaces, apply new sealant, and reinstall them. (This would amount to approximately 96 joints if the gutters are spaced every 3 m and the downspouts every 1 m. Please confirm the type of joints and whether they are removable. The cost estimate includes only 70 units.)
A10: Not all the joints need to be repaired. The number of joints considered in the schedule are more than enough to cover the number of joint detected with sealant in bad conditions. The location is easily detected, first for the signals of leakage and secondly by conducting a tightness test to determine where the water is seeping through. Joints are of those usual made by overlapping two sections of gutters and connect them by two lines of sealant material. Se also note 3 in drawing sheet
GI001.
Q11.- Remove damaged exposed brick units and replace them with new ones. (Is there any reference or specification for the replacement bricks? Since they are intended to replace damaged units, a reference ensuring matching characteristics would be very helpful.)
A11: Section 04 20 00 mention the Brand name manufacturer of the existing brick.
The Contractor is responsible for finding replacement items to match existing items in like and kind.
Q12.- Remove broken, missing, or loose ceramic tiles and replace them with new ones.
(Likewise, a reference or specification for these materials would help ensure the replacements match the existing finish.)
A12: Once the contractor is awarded with the construction contract, he shall be provided of a recovered samples to search the color that match the existing one.
The Contractor is responsible for finding replacement items to match existing items in like and kind.
Q13.- Remove all loose sealant and joint backing material, clean the joints, and install new backer rod, primer, and sealant. (The drawings indicate a total length of 233.56 m for the building-to-sidewalk expansion joints. There are also joints within the sidewalk itself. Should those also be replaced, or only the joints between the building and the sidewalk?)
A13: Those joints within the sidewalk should also be considered. See also note 3 in drawing sheet GI001.
Q14.- Repair cracks in concrete elements as indicated. (The drawings show 28 lintels.
Please verify which lintels require repair.) During the pre-bid meeting it was stated that Item 19 of the cost estimate is zero, and that it should be left blank.
A14: Incorrect information was given during the Pre-Bid meeting.

Q15.- What type of accessories, equipment, and cables are to be removed and reinstalled in this building?
A15: All those that generate a disturbance to carry out the work appropriately, like cabinet, containers, lettering, etc. or any other found at the time that the contract is awarded.
BLDG 221
Q16.- What type of accessories, equipment, and cables are to be removed and reinstalled in this building?
A16: All those that generate a disturbance to carry out the work appropriately, like extinguisher box, lettering, etc. or any other found at the time that the contract is awarded.
Q17.- Clean and disinfect surfaces contaminated with grease and oil using a degreaser containing quaternary ammonium compounds, followed by rinsing with high-pressure warm water. (Does this apply only to the sidewalks/pavement, or also to the walls?)
A17: It affects both the pavement and any other greasy or dirty surfaces like the stair steps and catway.
Q18.- Should the sandwich panels be painted entirely, or only along the panel joints/ lines?
A18: All the facades formed by sandwich panels shall be painted, in addition to the rest of metal elements. SOW will be amended to reflect this more clearly.
Q19.- What type of paint should be applied to the steel surfaces? The specifications list two different systems.
A19: The types of paints to be used shall be as described in paragraph (2 Products) and specifically for painted metal surfaces para. 2.2.2.1 & 2.2.2.2. Second system (para 3.6 "table of painting") refers to the paint coats film thickness when dry.
Disregard the materials mentioned in column two.
BLDG 203
Q 20.- What type of accessories, equipment, and cables are to be removed and reinstalled in this building?
A:20: All those that generate a disturbance to carry out the work appropriately, like extinguisher A/C units, lettering, etc. or any other found at the time that the contract is awarded.
Q21.- Apply a synthetic alkyd-resin enamel finish to previously painted wood surfaces.
(Considering the condition of the doors, is it necessary to remove the glazing? Also, to what extent should the surface preparation be carried out? The wooden doors and windows are in very poor condition, with cracks and numerous small fissures. The required level of surface preparation and the expected final finish should be clearly defined.)
A21: Section 09 90 00 para 3.2.3 defined how to prepare the wood surfaces to be painted.
Q22.- Are protective canopies required over the building entrance doors during construction activities?
A22: It is not necessary. It only needs to be coordinated with people working in the shops to avoid disturbance in each labor activity.
