Performance Technical Specifications Summary
This document is a Performance Technical Specifications for Project QUUG 25-1012, RPR Facility Façades Multi, prepared by KBR Engineering Design Section for the Department of the Air Force at Morón Air Base, Spain. The project consists of repair and finishing works on building facades and related elements across four buildings under a firm fixed-price construction contract with a 150-calendar-day performance period.
The scope includes four contract line items (CLINs): CLIN 1 (Building 202 base bid) and CLINs 2-4 (Buildings 231, 221, and 203 as additive items). Work activities span paint removal, cement mortar application, surface cleaning and disinfection, painting of various materials including steel, galvanized steel, and wood surfaces, masonry unit replacement, sealant application and repair, waterproofing treatments, plaster and stucco application, and waste removal. The specifications reference Spanish technical standards (NTE), UNE European standards, and the Spanish Building Technical Code (CTE). Contractor requirements include submitting comprehensive plans (quality control, health and safety, environmental protection, mobility), conducting independent laboratory testing, providing a two-year warranty, obtaining base access permits, and complying with Spanish occupational safety regulations. Key materials specifications are detailed for masonry units, mortars, sealants, plasters, and paints, with specific product requirements for primers and finish coats on metal, wood, and masonry surfaces. The contractor must maintain as-built drawings, submit progress schedules and reports every 30 days, and conduct pre-final and final inspections before project acceptance.
