About this file

This document provides additional questions and answers related to solicitation FA557019RA004 for aerospace ground equipment support, fuels management, and transient alert services at RAF Fairford and RAF Welford in the United Kingdom. The services include operation, storage, inspection, and maintenance of aerospace ground equipment; operations and maintenance of fuel storage facilities and refueling vehicles; and transient alert arrival and departure services. The period of performance is a base year and four option years totaling five years. The government intends to make a single award to the lowest priced technically acceptable offeror. While hot pit refueling is a new workload with no historical data, training will be provided by requesting aircraft's base quality assurance personnel as part of certification. However, no specific timeline or recurring training schedule can be provided given the mission-driven nature of requirements.

Solicitation FA557019RA004

Aerospace Ground Equipment Support, Fuels Management, and Transient Alert

Additional Question and Answers

52. Mission Essential Services letter dated 10 Oct 19 update 1 and released 17 Oct, does not match the updated PWS para 15.3 Continuation of Essential Contract Services, released

17 Oct 19.

Updated Mission Essential Services letter dated 22 Oct 19 is provided with solicitation amendment FA557019RA0040002 and should now match PWS paragraph 15.3.

53. Based on the response to Q&A #45, that hot pit refueling IAW PWS para 3.4.4.1 is new workload with no historical data, and that requisite complexities within the Government are being resolved. As such, can the Government please provide the following information to help accurate price formulation:

i. Per AFI 21-101 para 11.25.6.5 each team member has to be certified by specific MDS and manpower can vary by MDS, please provide the MDS types that will “Hot Pit.”

ii. Since a “Hot Pit” certified program does not exist, is the GOV providing training/certification as part of the local Hot Pit Training referenced in para 3.4.4.1 and if so, can it be added to the GOV Provided Training in table in 10.4?

iii. Provide an estimated timeline for program “FOC” to include an estimate of how often and how many ACFT will be available for training and certification to achieve “FOC?”

iv. Has a schedule been worked out with flying units to provide ACFT for recurring currency training in order to keep the program and people certified?

Answers:

i. The B-2 is the only MDS that has conducted hot pit refuels at the time, and therefore, is the only known MDS at this time.

ii. Training will be provided by the QA personnel from the requesting aircraft’s base who will become part of the RAF Fairford base certification team when they arrive with the aircraft. The aircraft’s QA personnel will provide training and sign off the Fuels personnel when all training has been completed IAW AFI 21-101 Para 11.25.8. This will not be added to

10.4 as it is aircraft dependent and no time line can be set for requirements.

iii. As the function is mission driven and no historical data is available, the

Government cannot provide a timeline. Training is based on three phases

IAW AFI 21-101 PARA 11.25.8 Familiarization, Hands-on and

Demonstration/Certification the contractor should already be refuel qualified this training is required to perform tasks and practice emergency procedures specific to the MDS and to ensure safe hot pit refuels.

iv. This is mission driven and no schedule is maintained. IAW AFI 21-101 training can only be conducted when aircrafts are on station which is not on a set schedule.
