SYSTEM DESCRIPTION

Interior finishes include wall finishes, floor finishes, wall base finishes, and ceiling finishes.

Provide aesthetically pleasing, functional, durable finishes appropriate to the buildings function.

Acoustic properties of materials, as well as durability and ease of maintenance, shall be considered during material selection. Maximize the use of sustainable materials.

C30 SSPC QP 1 CERTIFICATION

C3010 WALL FINISHES

Existing interior wall finish materials are concrete masonry/concrete and gypsum wallboard with vinyl wallcover or paint finish. This project will repair or replace all existing wall finishes affected by the Mechanical and Electrical removal and new works to match existing adjacent wall finishes.

Interior side of exterior wall to be blocked‐off shall be provided with gypsum wallboard on metal furring with wall insulation. Provide wall insulation at Mechanical Room.

C3020 FLOOR FINISHES

Existing floor finishes are carpet at offices, conference rooms, corridors, breakroom, reception, and stairways; ceramic tile at vestibule; non‐slip floor coating at toilets; and

Attachment – 7 Engineering System Requirements Page 4 of 43 vinyl tile at server rooms and janitor closets. This project will repair or replace all existing floor and wall base finishes affected by the Mechanical and Electrical removal and new works to match existing adjacent floor finishes.

C3030 CEILING FINISHES

Finished surface of ceiling tiles shall be selected to address acoustical, maintenance, moisture or impact resistance requirements of the room.

Primary ceiling finish shall be 24 inch by 24 inch by 5/8 inch minimum thickness suspended acoustical panel ceiling system, except provide a suspended gypsum board ceiling in janitor closets and toilets. Acoustical panels shall have a reveal edge. Provide fine fissured panel surface. Provide ceiling panels with a minimum 60% recycled content.

Provide ceiling panels with no added urea‐formaldehyde. Provide access panel as required.

Provide ceiling insulation.

C3040 INTERIOR COATINGS AND SPECIAL FINISHES

Paint new interior and exterior surfaces.

SYSTEM DESCRIPTION

Remove existing abandoned central air conditioning system, window type air conditioning units and multiple ductless mini‐split type air conditioning units, and replace with new central direct expansion ducted air conditioning system consisting of air cooled condensing units, air handling units, variable frequency drives (VFD), variable air volume (VAV) boxes with thermostats, dedicated outdoor air system (DOAS), ductworks, refrigerant and condensate drain piping systems, insulations and direct digital control (DDC) system.

Provide ductless mini‐split air conditioning system for Server Room and SIPR/Office.

Replace existing wall exhaust fans with new indoor type (in line or ceiling) exhaust fans at toilets.

Provide new indoor type exhaust fans at janitor closets.

Provide heating, ventilating and air conditioning (HVAC) system throughout the facility that attains the following objectives: Occupant comfort, Indoor air quality, Mold Prevention, Acceptable noise levels, Energy efficiency, Reliable operation, and Ease of maintenance. Design and installation shall be in accordance with IMC and UFC 3‐401‐01 Mechanical Engineering.

GENERAL SYSTEM REQUIREMENTS

Provide working space around all equipment. Provide all required fittings, connections and accessories required for a complete and usable system. All equipment shall be installed per the criteria in PTS Section D30 and the manufacturer's recommendations. Where the word "should" is used in manufacturer’s instructions, substitute the word "shall".

Provide air conditioning and ventilation for spaces per UFC 3‐400‐02 Engineering Weather Data (2003) and UFC 3‐410‐01 Heating, Ventilating, and Air Conditioning Systems (2013) as indicated for design conditions.

Provide ventilation rates and systems per ASHRAE Standard 62.1, Ventilation for Acceptable Indoor Air Quality (2010).

Provide minimum 4‐inch (100 mm) thick concrete housekeeping pads and vibration isolators under all floor‐mounted equipment.

All mechanical equipment must have painted finishes that pass a salt‐spray test conducted per ASTM B117 (2016) for duration of at least 500 hours.

All outside mechanical equipment HVAC condenser coils must be provided with a manufacturer approved coating system.

D40 FIRE PROTECTION

SYSTEM DESCRIPTION

Provide an integrated fire alarm system capable of notifying building occupants and controlling any fire that may start inside the facility.

GENERAL SYSTEM REQUIREMENTS

Provide working space around all equipment. Provide all required fittings, connections and accessories required for a complete and usable system. All equipment shall be installed per the criteria of PTS section D40 and the manufacturer’s recommendations. Where the word "should" is used in the manufacturer's recommendations, substitute the word "shall".

All Design Documents, (i.e. Building Code/Life Safety Analysis, plans, specifications, and calculations) developed for Section D40 shall be prepared by, or under the supervision of the design/build contractor's Qualified Fire Protection Engineer, the Fire Protection Designer of Record (FPDOR).

Installation drawings, shop drawings or working plans, calculations, other required pre‐ construction documentation and as‐built drawings shall be prepared by, or under the direct supervision of a NICET engineering technician as specified below. NICET engineering technicians shall hold a current certification as an engineering technician in the field of Fire Protection Engineering Technology with minimum Level III certification in the appropriate subfield.

Provide training for the active systems consisting of two (2) eight (8)‐hour sessions to accommodate all shifts of the base fire department and allow for rescheduling for unforeseen fire department responses.

D4010 FIRE ALARM AND DETECTION SYSTEMS

Modify existing fire alarm and public address systems to accommodate additional devices required and associated with the new HVAC system. The system shall be capable of notifying building occupants inside the facility.

Remove existing fire alarm devices affected by the replacement of ceiling and reinstall and reconnect to existing wiring homerun, provide additional wiring and conduit system if relocation of devices and rerouting wiring is necessary.

Existing fire alarm system shall be in operational during all construction phases. In case fire alarm system needs to be temporarily out of service, proper procedures per NFPA requirements shall be followed.

All fire alarms, supervisory alarms and trouble conditions indicated at the fire alarm control panel shall be transmitted to the fire alarm receiving station. Transmitter zones shall be as follows:

a. Activation of Manual Pull Station devices shall transmit Alarm signal to 911 Center, activate visible and audible alarm annunciator and all occupant notification appliances and shutdown all air handling units.

b. Activation of the following devices shall transmit Supervisory Signal to 911 Center and activate visible and audible supervisory annunciator:

1. Duct Smoke Detector

2. Removal of Single break or Single Ground Fault in Fire Alarm Circuit

c. Activation of the following devices shall transmit Trouble Signal to 911 Center and activate visible and audible trouble annunciator:

1. Open circuit

2. Missing Detector

3. Loss of AC power

4. Low Battery

5. Single Break or Single Ground Fault in Fire Alarm circuit

D50 ELECTRICAL

SYSTEM DESCRIPTION

Provide an interior electrical system consisting of Service Entrance Wiring and Equipment, Distribution and Lighting Panelboards, Conduits, Feeder and Branch Circuits, Motor Control Equipment, Lighting and Branch Wiring, Communications, and Alarm Systems, Emergency Lighting, Grounding, including accessories and devices as necessary and required for a complete and usable system. This section covers installations out to the building 5 foot (1.5 meter) line.

Select electrical characteristics of the power system to provide a safe, efficient and economical distribution of power based upon the size and types of electrical loads to be served. Use distribution and utilization voltages of the highest level that is practical for the load to be served.

Provide a minimum of 20% spare circuit and load capacity at all levels of the power distribution system including any stand‐by power systems.

The interior distribution system shall consist of insulated conductors in conduit

Provide an Electrical System complete in place, tested and approved, as specified throughout this RFP, as needed for a complete, usable and proper installation. All equipment shall be installed per the criteria of PTS Section D50 and the manufacturer’s recommendations. Where the word "should" is used in the manufacturer’s recommendations, substitute the word "shall".

This section of the RFP includes all electrical work on or within the building out to the five (5) foot line. Electrical site work outside the five (5) foot line is covered in section G40.

Provide electrical systems and components that support project sustainability and energy goals.

ANTITERRORISM

Provide bracing of electrical equipment which is suspended and weighs more than 31 pounds.

ELECTRICAL TESTING

New electrical equipment shall be tested in accordance with NETA acceptance testing specifications. Existing electrical equipment remaining in service shall be tested in accordance with NETA maintenance testing specifications.

COMMISSIONING

Commission all systems in accordance with RFP Part 3 Chapter 2, Section 01 33 29.05 20 Sustainability Reporting for Design Build and UFC 01‐200‐02 High Performance and Sustainable Buildings.

D5010 ELECTRICAL SERVICE & DISTRIBUTION

Provide an insulated equipment grounding conductor in all raceways for systems operating at greater than 50 volts.

D501001 Main Transformers

Existing Main transformer to be re‐used. Provide calculations to evaluate the existing transformer’s capacity and its capability to accommodate existing and modified loads.

D501002 Service Entrance Equipment

All service into the facility shall be underground. Evaluate existing service entrance and replace/modify as necessary.

Modify existing main distribution panel which serves as service entrance equipment and replace with new as necessary.

D501003 Interior Distribution Transformers

Provide dry type transformers as necessary to step down secondary voltages for general purpose outlets and other low voltage equipment associated with the HVAC system replacement.

Provide distribution and branch circuit panelboards to serve loads as required.

Existing distribution panelboards may be modified to fit new load and breaker requirements. Provide protective cover as necessary inside the panelboard to cover exposed wirings inside the panelboard doors.

Provide enclosed circuit breakers where applicable.

Provide electrical disconnect for the HVAC system equipment. Coordinate sizes of disconnects with the Mechanical ESR.

D501006 Motor Control Centers

Provide individual motor starters with disconnect switches, combination motor starters, variable speed drives, reduced voltage controllers or manual motor starters for motor controls as required by mechanical equipment. Provide all circuits and connections for motors. Provide a HVAC shut‐off switch to manually shut down HVAC units in compliance with ATFP requirements of UFC. The switch shall be flushed to the wall with flip‐up durable, clear cover. A permanent signage shall also be provided beneath the switch to avoid false alarms.

D501090 Other Service and Distribution

D5020 LIGHTING AND BRANCH WIRING

Provide electrical connections for all systems requiring electrical service.

Provide a complete lighting system consisting of area lighting, exit and emergency lighting on all areas affected by the HVAC and ceiling system replacement. Lighting design shall be in accordance with the latest UFC and NFPA requirements and recommendations.

Provide weather proof type GFCI receptacles for all exterior HVAC system equipment.

Provide receptacle for the DDC maintenance and monitoring.

D502001 Branch Wiring

All branch wiring shall be insulated conductors in conduit

Provide temporary protection for all cables above ceiling that will be affected by the HVAC system replacement. Reroute existing cable and conduit system as necessary.

Provide LAN outlet for the DDC maintenance and monitoring. Provide Category 6 Unshielded Twisted Pair (UTP) copper cable for horizontal data cables with green thermoplastic jacket.

Remove and reinstall all Public Address system devices affected by the HVAC system and ceiling replacement

D509001 General Construction Items (Electrical)

Provide General Construction Items (Electrical) including, but not necessarily limited to, all connections, fittings, boxes and associated equipment needed by this and other sections of this RFP as required for a complete and usable system.

Conduits, cable trays and busways that penetrate fire‐rated walls, fire‐rated partitions, or fire‐rated floors shall be firestopped in accordance with Section C10, Interior Construction.

F2020 HAZARDOUS COMPONENT ABATEMENT

Prior to the start of the work the ECATTS trained contractor is required to inspect the work area with the designer of record, and government representative to address existing potentially hazardous components as part of the work. The contractor is required to provide a list of hazardous components, locations and quantities that must be addressed as part of the work.

Remove and dispose of the following hazardous materials: asbestos, lead based paint, paint: lead, cadmium and chromium, mercury and low level radioactive components, PCBs, ozone depleting substances, animal droppings, molds and spores.

F2020 1.1 Private Qualified Person (PQP)

The Contractor is required to hire a PQP to ensure compliance with the approved work plans and perform independent inspections, testing and verification of the hazardous components work including: asbestos, lead containing paint, cadmium containing paint, chromium containing paint, mercury, PCBs, ODS, animal droppings and molds and spores.

This project will remove and dispose materials tested positive of containing asbestos.

The Contractor may elect to leave Category I & II Non‐Friable Asbestos‐Containing Materials in place during demolition and dispose of the entire waste contents as Category I & II ACM. If the Contractor elects to follow this method, all procedures, monitoring, waste disposal, and dust control measures shall be addressed within the asbestos work plan. In addition, the Contractor will not be allowed to segregate/salvage waste materials, or compact debris for transport. The Contractor shall also submit certification that the landfill to be used for disposal has been notified and is willing to accept Category I & II ACM.

F2020 1.4 Lead Based Paint

This project involves disturbance of painted surfaces. The work includes removal of paint tested positive of containing lead.

Refrigerant to be used shall have Ozone Depleting Potential not greater than 0, and shall comply with UFC 4‐030‐01 and JEGS (2016), Paragraph C‐4.1 Reduce Ozone Depletion.

SYSTEM DESCRIPTION

Provide site improvements that support project sustainability goals of UFGS 01 33 29.05 20 Sustainability Reporting for Design Build.

The site improvements system consists of provision of new ground cover and other exterior site development work related to this project.

GENERAL SYSTEMS REQUIREMENTS

Provide site improvements as required to make a useable facility that meets functional and operational requirements.

Identify and obtain all permits to comply with all federal, state, and local regulatory requirements associated with this work. Perform work in accordance with the obtained permits.

Provide site improvements that support project sustainability goals.

Minimize the impact of construction activity on operations and neighboring facilities.

G204001 FENCING AND GATES

Provide lockable gate to existing HVAC outdoor equipment enclosure. Exterior gate and frames shall be non‐corroding prefinished aluminum.

G2050 LANDSCAPING

Provide new sodding with top soil on all barren and unpaved areas disturbed by construction. Sodding shall be St. Augustine or Bermuda grass.
