1.3.5.1 If the Contractor fails to complete the work within the specified performance time, or within any agreed time extension, the Contractor shall pay to the Government liquidated damages for each day of delay. The amount of Liquidated Damages will be identified by the Contracting Officer with each specific Task Order.

1.3.5.2 Task Order Request for Proposals involving Family Housing and/or Bachelor Housing may include the cost to house displaced personnel and families in available lodging. Specific costs will depend on rank and number of dependents and will be derived from Overseas Housing Allowance (OHA) with dependents plus average applicable housing allowances or temporary living allowance, as appropriate and will be identified by the Contracting Officer with each specific Task Order..

1.4 Applicability of the Requirements: All U.S. Forces Installations and Facilities on Okinawa, Japan.

1.5 Statement of Work: The work shall consist of, but not limited to, providing all plant, labor, materials, equipment, supplies, transportation and performing all work necessary to accomplish painting of a broad range of facilities, both interior and exterior, as maintenance, and can include repair necessary for general painting work, on real property facilities throughout Okinawa, Japan. All work performed by the Contractor or Subcontractors working for the Contractor shall be accomplished in strict accordance with the Unified Facilities Criteria (UFC), conditions of this Contract, base regulations and facilities criteria requirements supplied within this Specification, Division 01, General Requirements, and all construction codes referenced in the Contract. Skilled workers shall accomplish the specified work on task orders issued under the contract. All damages to the Government properties caused by contractor during performance of any task order shall be replaced with new materials or equipment at no additional cost to the Government. All work shall proceed in such a manner as to minimize the spread of dust, over-spray and flying particles.

1.6 Subcontractors: Subcontractors to be used for the contract shall be identified no later than the pre-construction meeting. Subsequent changes to subcontractors must be reported to the Contracting Officer (CO) in writing prior to use. The prime Contractor shall have the ability to manage and control multiple subcontractors at multiple job sites. Also, the prime Contractor shall ensure subcontractors are competent and capable of handling all assigned tasks.

1.7 Interpreter: A Japanese-English interpreter shall attend any meetings with the Government, including but not limited to the site visit, and the pre-construction conference. The Contractor shall have an English speaking representative on the job site at all times during the performance of work under this contract. Failure to provide such representative could result in the Contract's work being stopped (at his/her expense) until such time as one is provided.

1.8 Written Communications in English: Any project files or written correspondences generated by the Contractor shall be submitted in the English language. All proposal documents required under this Contract, including, but not limited to, cost estimate, plans, all correspondence of any nature whatsoever, and all other written communications, documents, drawings, reports, etc., of every description, shall be written in English or translated into English before being provided to the Government by the Contractor. Delays encountered because a translated copy was not submitted shall be the Contractor’s expense. All written documents shall be subject to approval by the government.
