PART 2 PERTINENT INFORMATION
2.1 Base Regulations: Base Regulations: The Contractor, Contractor’s employees, and subcontractor(s) shall become familiar with and agree to comply with all Kadena Air Base Regulations, including fire, traffic, safety, and security regulations. All Contractors shall keep themselves within the limits of the work site (and avenues of ingress and egress), and shall not enter any restricted areas unless required to do so and have received written authorization such as an Entry Authorization List (EAL) or free zone letter. If restricted area is not designated a free zone then only those contractor personnel listed on the EAL or similar document may enter the restricted area. The Contractor’s equipment shall be conspicuously marked for identification.
2.2 Entry on Kadena Air Base: Contractor shall plan and schedule work-starting times in an appropriate manner. As THREATCON conditions change at Kadena Air Base, the entry procedure will become slow and restrictive in some cases. Since these conditions are subject to change at any time, it is the Contractor’s responsibilities to insure their workers arrive at the gates in adequate time to perform work under the Standard workdays and hours for the contract period. It will be the Contractor’s responsibility to insure that sufficient personnel within their staffing office have approved escort capabilities on their base pass to sign in personnel to the base on a day to day basis. The Contractor’s personnel are restricted to the area of the task order only. Transiting of areas not in the contract is not permitted except as required in the performance of this contract. Current Security Conditions on Kadena Air Base may be obtained at the Main Gates, from the Contracting Officer (CO), and/or Contracting Officer’s Technical Representative (COTR). Current Kadena Pass duration is one year from date of pass issuance, and will be renewed each year of this contract.
2.2.1 Work in Secure Areas: The Contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Projects in controlled or restricted areas may require a local agency check of the Contractor’s employees, and all sub-tier contractors through the base security police before commencement of on-site work. The Contractor should allow approximately 60 calendar days to accomplish this check. Contractor personnel must provide two forms of identification (at least one picture ID) for access to controlled/restricted areas. The Government/user agency of the facility at which the task order work is to be accomplished will provide an escort that must accompany Contractor personnel when working in a controlled/restricted area. The Government will provide these escorts only during standard work days and hours as specified in the contract and specifications. The Contractor shall schedule work that will require escorts, including site visits for project estimating purposes, within 15 calendar days of requirement for escort assistance, unless the Contracting Officer waives this requirement.
2.3 Key Personnel
2.3.1 Project Superintendent: A Project Superintendent shall be assigned to each task order issued to the contractor. The Project Superintendent shall be available to the Contracting Officer or COTR upon request. The Project Superintendent shall have overall responsibility for all operations at the jobsite and be authorized to make decisions, negotiate task order terms and sign contract documents on behalf of the contractor. The Project Superintendent shall have a minimum of five (5) years experience as a

Section 01 01 00 – Page 5 26-Aug-15 superintendent on construction projects similar in size and scope to task orders of this contract. Project Superintendent shall be required to be a licensed 1st Class Sekou Kanri-gishi or equivalent.
2.3.2 CQC System Manager: The Contractor shall identify as a Contractor Quality Control (CQC) System Manager an individual within their work organization who shall be responsible for overall management of CQC and have the authority to act in all CQC matters for the Contractor. The CQC System Manager shall have a minimum of five (5) years construction experience as a CQC System Manager on construction projects similar in size and scope to task orders of this contract. The CQC Manager shall be subject to acceptance by the Contracting Officer.
2.3.3 Jobsite Foreman (Genba Kantoku): The Jobsite Foreman supervises jobsite workers, controls all jobsite activities, and oversees the safety program for jobsite workers. The Jobsite Foreman shall have a minimum of three (3) years construction experience as a jobsite foreman on construction projects similar to task orders of this contract. This Jobsite Foreman shall be on the site at all times during construction and shall be employed by the prime contractor. An alternate for the Jobsite Foreman will be identified to serve in the event of the primary Jobsite Foreman’s absence. The Jobsite Foreman shall be subject to acceptance by the Contracting Officer.
2.4. Commencement of Work: Upon issuance of a task order the Contractor shall attend the pre-performance conference with the Government. Upon issuance of the Notice To Proceed (NTP), the Contractor shall begin all required construction activities.
2.4.1 Work Clearance Request for Each Task Order: Prior to commencing on-site construction work for each task order, the contractor must submit a work clearance request (AF Form 103) through the COR for approval. Site Permits for constructing storage area, if required, shall be submitted to the COTR for approval. On-site work shall not commence without an approved AF Form 103.
2.4.2 Outages: The Contractor shall schedule all work to cause the least amount of interference with activity operations. Permission to interrupt any facility access, roads or utility services shall be requested in writing a minimum of 45 calendar days prior to the desired date of interruption.
Interruptions of facility access, roads and utility services shall be allowed only when they will not cause interference with the operations of the activity.
2.4.3 Occupancy Of Premises: Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area. Before work is started, the Contractor shall arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
2.4.4 The Contractor shall remove and dispose of Contractor generated debris outside the confines of Kadena Air Base unless otherwise directed by the Contracting Officer, in accordance with Japanese environmental standards and laws, at no additional cost to the Government. Contractor generated debris shall be removed from Government facilities at the end of each shift, or more frequently if required, to keep the space usable.
