This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.

The intent of this notice is to notify potential offerors that Kadena Air Base, Okinawa, Japan intends to solicit proposals and award a Mini-Multiple Award Construction Contract (Mini

MACC) to provide Indefinite Delivery/Indefinite Quantity (IDIQ) Construction task orders.

Individual task orders may range between estimated $2,000 and $750,000 or Japanese (¥) Yen equivalent in general. The contract term will be a base period of one (1) year plus five (5) one (1) year options. Only the base period of the contract will offer a minimum guarantee. A minimum of $2,000.00 is guaranteed over the life of the contract. The Not-To-Exceed amount for the life of all of the contract awards, including options, is $96,000,000 (or yen equivalent).

The Mini-MACC executes a broad range of maintenance, repair and minor construction, and in most cases will involve design efforts. Contractors will be expected to accomplish a wide variety of individual construction tasks, including 100% design/build, renovation, additions/upgrades, along with specific work in heating/ventilation/air conditioning, electrical, mechanical and other major trades. Description of the work will be identified in each individual task order. The

NAICS Code for this procurement is 236220.

The Government intends to award approximately seven (7) IDIQ Mini-MACCs for construction projects in Okinawa, Japan. The Government reserves the right to award less than or more than seven (7) contracts. The Government will evaluate offers and select the awardees using the

Tradeoff Process best value source selection procedures IAW FAR Part 15 and AFFARS 5315.3, Mandatory Procedures. The solicitation will include a sample seed project. The seed magnitude of construction is between $100,000 and $250,000 (or yen equivalent).

The anticipated solicitation release date on or about 10 July 2014. The closing date, time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package. Solicitation documents will be posted on the Government Point of

Entry located at http://www.fedbizopps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award

Management (SAM) at web site https://www.sam.gov.

THIS INFORMATION IS PROVIDED FOR INFORMATION ONLY. The contemplated contract is to be performed in Okinawa, Japan. In accordance with (IAW), FAR 52.236-7

(modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work. Also, IAW DFARS

252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed.
