CONSTRUCTION NARRATIVE GUIDELINES

The Construction Narrative is an important part of an Offeror’s Proposal Package. The Construction Narrative indicates to the Government that the Offeror has a well structured plan for completing the proposed project. The Narrative must be written in English and should (at a minimum) include the following information:

Basic description of the project o Project Number and Name o Project Location o Project Summary

Description of existing conditions o Topography o Vegetation and landscaping retention plan o Environmental concerns o Critical or sensitive areas like wetlands and geologic hazards

Include a plan for regulating and/or treating storm-water runoff o Description of existing improvements or structures on the site and their condition

Infrastructure o Describe any infrastructure improvements, including o Street and frontage improvements o Water, sewer, and power improvements o Other utility impacts / improvements

Construction Methods and Procedures o Describe construction process from concept to completion identifying key trades and tasks required to complete the project (i.e., surveying, excavation, grading, forming, masonry, etc.)

o Include safety requirements and Personal Protective Equipment PPE use

Quality Controls o Identify process of ensuring only high-quality materials and workmanship is provided to the Government o Describe inspection and surveillance of work procedures o Identify acceptance, rejection, documentation, and resolution of deficiencies processes and procedures
