Question Answer

240 days for Government acceptance after the date offers is too long. Would it be 120 days?

Due to the magnitude and complexity of this procurement, 240 days are required to ensure significant time for evaluation and award.

Please clarify past record for previous Mini

MACC, such as number of task orders, amount, number of Design-Build and Design-

Bid-Build contracts, and type of work.

This is a new requirement. There is no previous Mini-MACC.

It is indicated Notice of Proceed is issued within 40 days from the date of Award. How many Emergency Requests, which are NTPs are issued less than 10 days from the date

Award were required in previous contract?

As this is a new requirement, there is not a history of emergency requests. As emergency requests are unpredictable, we cannot predict how many emergency requests are possible.

Performance bonds are required for $150,000 or greater task orders, shall we be required to submit performance bond in case the amount was greater than $150,000 due to Modification issuance? In case performance bonds have already been submitted because of greater than

$150,000 task orders, shall we also be required additional bonds for additional amount increased by modification which is less than

$150,000?

In the event a modification increases the award amount of the task order, a performance bond may be required. This will be determined by the individual task order and the Contracting

Officer who will take into account the amount of the modification and the current progress of the project.

With regard to past performance survey/questionnaires, will CCASS information substitute for survey/questionnaires document?

Yes, CCASS information can be utilized in addition or as a replacement to the questionnaire.

Is there fixed vendor ratio for business categories of award contractors? For example five contractors of two general construction vendors, one mechanical vendor, one electrical vendor, and one plumbing vendor?

No, there is no fixed vendor ratio for business categories for sub-contractors. The only requirement is the prime contractor must perform at least 25% of the project.

RFQ Pg. 17 of 71, CONST-H-7201: While we understand this applies to all company vehicles, does it also apply to POV’s used by the workers as well?

Yes, this also applies to POVs.

RFQ Pg. 18 of 71, CONST-H-7204:

Performance Bond: can this be issued by a

Japanese Insurance (bonding) firm or does it have to be issued from the US?

This does not have to be issued by a Japanese

General Requirements Page 34 of 112, 4.1.2:

Letter sized paper is called for in this section and others. This is not a common sized paper and not normally available on the economy. To get this size one must purchase A3 paper and have it cut down, costly and wasteful. Would the standard A4 paper be acceptable for use on this contract?

Yes paper size requirement for A3 paper is mandatory. This is to ensure fairness and equality between all offerors.

What kind of heating and ventilation systems you deal with? Is it central heating and air, or will you be using the wall mounted units?

HVAC systems will vary by facility; inventory includes centralized plants for heating/cooling, central HVAC as well as split unit (ductless) types.
