10 Section J, Attachment 4

Our customer (the Government of Japan) asked that they had their own way to evaluate contractor performance, different way from that the solicitation required.

They asked if their own evaluation is alternative, it could be available, but if it is limited to the solicitation requirement, it is not available. The performance might be very similar in magnitude, construction volume to the solicitation. Please advise me if the evaluation is acceptable or not.

The US Government will accept and evaluate any past performance information officially issued by the Government of Japan for which the offeror submits on the Government of Japan’s behalf. For PPQs, offerors are allowed to assist customers/clients in filling out the bottom of page 3 (Sections for Contractor(Offeror), Construction Project, and Disciplines) of the PPQ, but no other portion of the PPQ may be completed by the offeror. PPQs may not be submitted by the offeror.
