Question Government Response

1 Section J, Attachment 4

To reduce the administrative burden on our Government references at their busiest time of year, will the Government accept CCASS performance ratings in lieu of the Past Performance Questionnaire (Section J, Attachment 4) for the projects presented in Part III, Past Performance Information?

For Past Performance Information, the Government shall pull the CCASS and PPIRS reports. Past Performance Questionnaires (PPQ) are still required. The Offeror has the choice of which end user or customer they want to fill out a Past Performance Questionnaire on them. The Government.

As PPQ’s are specifically mentioned as an item for submission as part of the proposal process, the Government will rely on the completed PPQ as a major source of past performance information.

2 Section J, Attachment 4

If the Government will accept CCASS ratings in lieu of PPQs, we will need to know as soon as possible, as this will both impact project selection and our ability to submit the required past performance information by 19 August. Please advise at your soonest opportunity.

Please reference an Amendment 1 for new submission date.

3 Section L In the instructions for Part III, Past Performance Information, the RFP states, “Limited to no more than five (5) pages per contract listed.”

Does this instruction apply to the “list” of 10 projects requested in the Table 1 format in Section 3(c)?

The instruction apply to the Part III, Past Performance Information (a), (b), and (c ).

4 Section L The instructions for Part III, Past Performance Information, Section 3(c) require “a list of no more than ten (10) of the most relevant contracts…” The instructions in Section 3(d) request that PPQs be “forwarded to a minimum of five

(5) and a maximum of seven (7) agencies/companies for which the offeror has performed similar work…” Are the PPQs supposed to be for the same 10 projects listed in Section 3(c)? Why the different quantities (e.g., 10 vs. minimum of 5 and a maximum of 7)?

Part III, Past Performance Information 3 (c) and Past Performance Surveys (Past Performance Questionnaires (PPQ)) 3 (d) are different. The Government requested to submit Past Performance information based on Table 1 and PPQ need to be submitted using Section J, Attachment 4.

Therefore; Past Performance Information, Section 3(c) require a list of no more than ten (10) of the most relevant contracts and Section 3(d) PPQs be “forwarded to a minimum of five (5) and a maximum of seven (7) agencies/companies for which the offeror has performed similar work

5 Section L We respectfully request that the Government extend the due date for past performance (currently 19 August) and the proposal due date of 2 September by at least one week due to the observance of the traditional Obon holiday in Japan from 12 August to 21 August.

Please reference an Amendment 1 for new submission date of past performance information.

At this time, the Government does not anticipate extending the proposal date.

10 August 2011 6 We note questions are due by 10
