About this file

This is a Request for Information (RFI) document in the form of a compiled questions and answers compilation for a U.S. Air Force corrosion control and structural repair contract opportunity managed by the 36th Maintenance Squadron (36 MXS). The document addresses clarifications to the Performance Work Statement (PWS), Solicitation, site visit observations, and evaluation criteria rather than presenting a complete solicitation package itself.

The scope of work involves three performance levels for aircraft asset restoration: Level 1 (corrosion control only), Level 2 (corrosion control and structural repair via fixed-price), and Level 3 (major repairs compensated on a cost-plus basis). All work must be performed off-base with contractor-furnished transportation, utilities, and containment. Assets include various aircraft trailers, carts, and equipment in degradation categories 1-4, with induction rates averaging 5-7 assets weekly and surge capacity to 10 per week with maximum 40 concurrent assets. The contractor must assume legacy coatings contain lead, cadmium, and hexavalent chromium and serves as the designated EPA waste generator responsible for all disposal costs. Pricing must conform to Technical Orders 35-1-3 and 1-1-8 with specific dry film thickness requirements. Turn-around time (TAT) is suspended during typhoon conditions and government-caused delays. Labor rates require two decimal places; unit prices round to nearest dollar. The Quality Control Plan is due pre-award as DEL#5. The document confirms site visit assets represent the full spectrum of conditions for accurate pricing and clarifies that lack of past performance does not result in proposal elimination.

PWS 2.4 & 1.1.3 If an asset never leaves the installation, when does TAT start?

All bidding must assume 100% off-base performance and standard transit.

PWS 6.2.1 & 1.1.3 Expected processing time for DBIDS enrollment.

All work is off-base initially. Standard base access protocols apply.

PWS 3.2, 3.3, 6.5.1 Are offerors to assume the presence of lead/hexavalent chromium?

Yes. Assume legacy coatings contain heavy metals. Contractor is the designated waste generator.

PWS 4.1, 6.5.1, Att

Confirm who is the registered EPA waste generator.

The contractor is the designated waste generator and responsible for all disposal costs.

PWS Att 3 Table 1 “Type III” chemical conversion doesn’t exist in MIL-DTL-5541.

Typo fixed. Correct spec is MIL-DTL- 5541, Class 1A, Type II.

PWS Att 1, Att 3 Table 2

Will LOX/GOX carts be purged prior to release?

Yes. Gov will ensure high-risk systems are purged, drained, and gas-free.

PWS 3 & 9.2 PRS- Must contractor perform No. Scope is limited strictly to

2 functional/mechanical tests? corrosion control, structural repair, and refinishing.

PWS 3.4 Should OEM serial number plates be preserved?

Yes. Preserve/mask. If destroyed, fabricate an etched metal replacement placard.

PWS 2.3.1 & Att 3 Is complete coating removal to bare metal always required?

No. Full strip applies to Levels 2 & 3.

Serviceable coatings can use an overcoat process.

PWS 2.2.1 & Att 2 Confirm MUNS trailers are classified using “with-drawbar” lengths.

Confirmed. Overall length includes the drawbar.

PWS 2.1 Provide actual distribution of assets over the most recent 24 months.

Gov cannot provide. Estimate based on inventory counts in PWS Attachments 1 and 2.

PWS 2.5.3 Can contractor invoice upon acceptance of individual assets?

Authorized to invoice upon individual asset acceptance.

PWS 1.1.4 & 2.4 Is TAT suspended during declared Typhoon Conditions?

Yes. Clock is suspended; no negative PRS-4 logged.

PWS 2.1 Identify maximum surge rate and cap on concurrent assets.

Surge up to 10/week. Max concurrent assets is 40.

PWS 2.4 & 2.5.3 Do Gov scheduling delays count against

TAT?

No. Delays caused by Gov are excluded from TAT.

PWS 2.4 Table 2.4 Does Level 3 have pre-defined TATs? No. Negotiated individually via formal contract mod.

PWS 2.5.1 para 2 Will Gov provide gross weights of assets for transport planning?

Weights not provided now; addressed at task order level.

PWS Attachment

Will Gov provide a legible/fillable copy of DAF Form 1297?

Yes. Clear, fillable PDFs provided post-award.

Solicitation Section 2.3

PPFS instructions conflict on Vol I vs Vol II.

Submit under Volume II. The reference in Attachment 3 stating Volume I is a clerical error.

Solicitation Section 2.2.1

Does Volume II supporting data count against Vol I page limits?

No. 10-page limit applies strictly to Volume I (SF1449).

rows 10, 13, 16 and 19 carry the green input shading but contain no CLIN, sub-CLIN or description and are not referenced by any TEP formula; will the Government confirm no entry is required?

The Government confirms no entry is required in rows 10, 13, 16 and 19.

On the TEP tab the Historical Requirement #2 rows (14 through 18) reference the quantity cells of Requirement #1 ($C5 through $C9) rather than their own, and cell C29 sums C14:C28, combining Requirement #2 unit quantities with Requirement #3 labor hours.

Neither presently changes the calculated result. Will the Government confirm whether the workbook will be corrected, and confirm that offerors are not to alter these formulas themselves per Instructions Step 2?
