About this file

This is a pricing template attachment for an Indefinite Delivery Indefinite Quantity (IDIQ) contract solicitation for corrosion control repair and paint services on Guam.

Offerors must complete all cells within green boxes on the "Price List" tab and provide unit prices for five equipment size categories (Extra Small, Small, Medium, Large, and Extra Large) across two repair levels, with separate pricing for each of five ordering periods spanning September 7, 2026 through September 6, 2031. Repair Level 1 addresses surface corrosion with a maximum depth of 0.001 inches and includes surface removal, sanding, material replacement, and coating application. Repair Level 2 addresses moderate corrosion with depths up to 0.010 inches and includes fabrication, welding, and limited structural restoration. Additionally, offerors must provide fully burdened hourly rates (including all direct costs, indirect costs, and profit) for six separate labor categories: Welding, Fabrication, Sanding, Spraying, Painting, and Finishing. All pricing must be rounded to two decimal places, formulas must not be modified except where absent, and pricing must be accurate, complete, and balanced. The Government will calculate a Total Evaluated Price (TEP) for evaluation purposes using the submitted rates applied against historical requirements data: 150 Level 1 repairs, 150 Level 2 repairs, and 100 hours of separate labor across the five ordering periods.

Instructions

Instructions
Step 1Offerors are required to complete all cells within the green boxes on the tab entitled "Price List"

Step 2 Offerors shall NOT modify the formulas used on any of the tabs of this spreadsheet. If there is no formula, then the offeror may input a formula.

Step 3Offerors shall round EACH Repair Level and EACH Hourly Rate to 2 decimal places
Step 4Offerors shall fully burden each proposed hourly rate to inlcude all direct costs, indirect costs, and profit.
Step 5Offerors are required to ensure that the pricing submitted is accurate, complete, and balanced. The Government will not verify offeror input formulas.
NOTEThe Government will evaluate price for award by calculating a Total Evaluated Price (TEP) for each Quoter. TEP is for evaluation purposes only; the TEP will be calculated for each Quoter utilizing quoted rates for equipment size, repair levels, and separate labor categories during the period of performance. Quoters shall complete the cells within the green boxes on the tab entitled "Price List". The TEP spreadsheet will calculate the TEP. The historical requirements on the TEP tab are only utilized for the purposes of determining TEP.

REPAIR LEVELS will be categorized in three different severity zones as follows:

REPAIR LEVEL 1 (TYPICALLY CORROSION CATEGORY 1 OR 2): Level 1 repairs address surface corrosion and require minor restoration that does not affect structural integrity. This level is characterized by corrosion damage, such as staining, etching, or pitting, with a maximum depth of 0.001 inches. Level 1 repairs shall not require fabrication, welding, or structural component replacement.

The scope for Level 1 repairs may include the following work:

•Surface corrosion removal and sanding
•Composite material repairs in accordance with PWS 3.6
•Surface preparation
•Replacement of minor hardware (fasteners, clips, brackets)
•Replacement of decals, stencils, reflective materials, and placards
•Application of all required coatings.

REPAIR LEVEL 2 (TYPICALLY CORROSION CATEGORY 3): Level 2 repairs address moderate corrosion characterized by severe pitting, etching or scaling with a depth up to 0.010 inches. This level requires limited structural restoration, including minor fabrication and welding, to ensure the asset is serviceable. Multiple moderate repair actions on a single asset shall be classified collectively as one Level 2 repair.

The scope for Level 2 repairs may include the following work:

•All work defined under Level 1
•Moderate corrosion removal involving pitting, etching or scaling
•Limited sheet metal repair or patching
•Fabrication or reinforcement of non-load-bearing structural components
•Replacement of small panels or non-structural brackets
•Disassembly of panels or housings to access corrosion
•Multi-layer composite repairs in accordance with PWS 3.6.
