1. Solicitation Overview
This Request for Quote (RFQ) is issued in accordance with FAR subpart 13.1 procedures.
The Government is requesting quotes for the refresh of CCTV system equipment in Hangar 5 of Joint Base Pearl Harbor-Hickam, as defined in the attached Salient Characteristics Form.

All submissions must include a completed Section 6 – 10 of this combo solicitation. Sections 6 - 10 cover all required information above and failure to provide all sections may result in the quote being considered non-responsive.

The contractor shall use the above pricing template provided. Please submit price quotes on a Firm Fixed Price basis. Certified cost or pricing data is not required; however, optional supporting data is requested. Additional documentation supporting the total price must be limited to two (2) pages.
8. Delivery Schedule and Instructions IAW FAR 52.211-9

(a) The Government desires delivery to be made according to the following schedule:

If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror’s proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government’s required delivery schedule as follows:

(b) Attention is directed to the Contract Award provision of this solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding:
• (1) Five calendar days for delivery of the award through the ordinary mails, or
• (2) One working day if the solicitation states that the contract or notice of award will be transmitted electronically.
(The term “working day” excludes weekends and U.S. Federal holidays.)
If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered non-responsive and rejected.
9. Technical Capability Quote Submission Instructions
The Contractor shall submit a technical capability quote to substantiate the contractor’s stated claims. The quote shall provide convincing rationale to address how the contractor intends to meet requirements. Contractors shall assume that the Government has no prior knowledge of the contractor’s capabilities. The Technical Capability Quote, including a staffing plan will be limited to four (4) pages in total. Font size must be no smaller than Times New Roman size 10. Margins shall not be any smaller than 1 inch.
The Technical Capability Quote shall include a clear and concise description of how the contractor plans to staff and manage personnel to meet the performance requirements in the Salient Characteristics. The Technical Capability Quote shall also include a clear and concise description of how the contractor plans to meet the technical requirements in the Salient Characteristics Form.
The Government will base its evaluation solely on information presented in the contractor’s written Technical Capability Quote, assessing whether the quote clearly meets the minimum requirements of the solicitation. Technical acceptability will be rated as either “Acceptable” or “Unacceptable”. Technical Quotes must be rated “Acceptable” to be eligible for award.
When the government has evaluated two quotes as technically acceptable and reaches adequate price competition the government will award to the lowest price technically acceptable quote evaluated. If the proposal received is determined to be unacceptable, the vendor will be excluded from competition and will not be considered for award.
